Bldg 335 Roof Replacement
Joint Base Charleston – Weapons Station, South Carolina
22 August 2014
JUSTIFICATION OF WORK
The roof on building 335 at Joint Base Charleston – Weapons Station needs to be replaced to provide a clean dry work area for the occupants.
PROJECT OVERVIEW
The project consists of providing all labor, material, and equipment necessary to replace the roof.
Remove granules, membrane, and insulation down to the roof deck on building 335, and install new polyisocyanurate insulation to match existing insulation height, perlite board, and modified bitumen roof system over the top of the roof deck. A new modified cold-applied system may be used in lieu of a hot-applied system. Replace any deteriorated wooden nailers, all gutters, and all downspouts. Remove existing rooftop equipment, gas lines, and condensate lines prior to work, where necessary to have access to the roof; most of this equipment is vestigial and may be removed from government property for salvage, and any resulting openings in the roof deck in-filled promptly with new decking in order to minimize disruption to building occupants. The project requirements include the following work:
ASBESTOS/LEAD BASED PAINT SURVEY. The contractor is required to perform
Asbestos Containing Material (ACM) and Lead Based Paint (LBP) surveys and furnish results to Contracting Officer prior to start of demolition services.
Asbestos surveys shall be performed by a SCDHEC licensed Asbestos Inspector or
Management Planner and be in compliance with SCDHEC regulation 61-86.1 Standards of
Performance Asbestos Projects." It shall include sampling results, photographs/reproductions of sampling locations, chain of custodies, laboratory analysis of samples, building drawings showing locations from where samples were taken, and approximate quantities of ACM to be abated, if necessary.
LBP surveys shall be performed by a licensed LBP inspector and maintain compliance with
29 CFR 1926.62 "Lead in Construction". It shall include sampling locations, laboratory analysis or x-ray fluorescence (XRF) analysis of samples, structure drawings showing locations of where of where samples were taken, approximate quantities of LBP to be abated, if necessary.
Abatement Plan: If Asbestos/Lead require removal to perform the work required by this project, the Contractor will be required to submit an Asbestos/Lead Abatement Plan. The abatement plan will contain details, waste disposal information, and landfill authorization and be submitted to the Contracting Officer.

ROOF REPAIR FOR BLDG 335
The general work areas include the entire existing roof areas, gutters, and downspouts.
The existing roof areas are insulated with membrane cover type roofs on multiple levels of metal roof decking. Perimeter conditions include walls, gravel stops, gutters, downspouts, and in-ground drainage piping or splash blocks on lower roof levels. Drainage conditions include ¼” per foot slopes in the roof decking to the gutters for all 7 distinct roof levels, which have been designated as
“A,” “B,” “C,” “D,” “E,” “F,” and “G.” These 7 distinct roof areas are approximately 21,107 SF in total overall size.
Completely remove and dispose of the existing membrane system and flashings down to the bare metal roof deck and prepare the roof deck to receive the new modified bitumen roof overlay system, including all new flashings and associated components and accessories.
Remove and replace rotten plywood lining and nailers.
Install 2 new 2” layers of polyisocyanurate insulation, 1” perlite board, and a new 4-ply, granule surface modified bitumen roof system to all 7 roof levels complete with all new flashings and accessories to provide for a complete watertight roof system construction meeting the intent of this statement of work and roof membrane manufacturer requirements.
Trim out the edges of the roof levels with new cant strips, flashing, and counter-flashing or drip edges, fascia, gutters, and downspouts, as applicable, per the current roofing system configuration. The 7 distinct roof areas have approximately 906 LF of guttering, 659 LF of downspouts, 270 LF of flashing where one roof level abuts an adjacent wall, 128 LF of flashing around the curbing for ventilation hoods, and 1350 LF of drip edges in total.
Gang conduit, pipe, and tubing penetrations shall have appropriately sized rubber boot flashings. These penetrations are found in roof areas “C” and “E” and include 5 pipe penetrations in total.
Reinstall splash blocks, which are found in roof areas “B,” “C,” “D,” and “G,” and include 6 splash blocks in total.
Remove vestigial HVAC, lagged pipe, and boiler stack components from the roof during the course of the work. In-fill any openings in the roof decking that result from this removal with new metal support framing and decking prior to installing the new roof system. In-fill any openings in the wall system with corrugated metal panels that match the corrugation pattern of the existing transite panels; alternatively, ventilation ductwork may be left protruding from the wall a few inches, and then be blanked off. Roof levels
“B,” “C,” “E,” “F,” and “G” are affected.

After completion of roof system installation, specified weather-tightness warranty will be issued to the owner that includes number of years for material defects and number of years for contractor workmanship, per the terms of the basic contract. Manufacturer’s technical representative shall visit the site as necessary for issuance of the warranty.
