About this file

This is a Questions and Answers document for federal contract FA441726Q0047, a Blanket Purchase Agreement (BPA) for HVAC services at Hurlburt Field. The document addresses nine clarifications regarding pricing, labor rates, performance requirements, and payment procedures.

The contract encompasses three CLINs: CLIN 0001 for Preventive Maintenance (PM) services priced per job/visit with a total quantity of two visits per year; CLIN 0002 and CLIN 0003 for labor rates, which must be submitted as all-inclusive hourly rates covering labor, travel, and overhead. Performance is scheduled to begin on or about May 1, 2026, with the first PM visit to be conducted at the earliest possible opportunity following BPA execution, coordinated with the Contracting Officer's Representative. Contractor personnel must provide base access credential information three days prior to scheduled maintenance. The contractor is responsible for supplying all materials, including R-454B refrigerant, with no government-furnished materials provided. The applicable wage determination is No. 2015-4531 under Service Contract Labor Standards. Emergency response requires the contractor to report within four hours. Payment processing differs based on call value and caller type: BPA calls made by Authorized Callers up to $25,000 are processed via Government Purchase Card, while calls made by Contracting Officers up to their warrant can be processed through WAWF. No site visit will be held for this requirement.
