1. Offeror Bid Submission: This requirement will be procured using FAR 14, Sealed Bid and FAR 36 Construction Contracts. The Government contemplates award of a single Firm-Fixed-Price, Construction contract resulting from this solicitation.

1.1. The Government will award no more than one (1) contract with effective dates as of the date of award.

1.2. Electronic submission of bids are NOT permitted for this acquisition. All attempted transmittals of bid information or document not otherwise provided for in this solicitation via electronic means shall be rejected by the contracting officer. Such offerors will not be considered for award and these bids will be declared nonconforming to the invitation for bids.

1.3. Prospective offerors SHALL either hand-deliver all required documents or bids may also be submitted by mail to 350 Tully Street (Bldg 90339) Hurlburt Field FL 32544 ATTN: TSGT Victoria Shuler AND Ms. Tina Kneip. DO NOT use USPS mail service. Mail ONLY using UPS or FedEx.

1.4. All bids are to be mailed to: 1st Special Operations Contracting Squadron/PKB Attn: 350 Tully Street (Bldg 90339, Hurlburt Field FL 32544 ATTN: TSgt Victoria Shuler AND Ms. Tina Kneip.

1.5. Offerors shall ensure they provide enough time for bids to be mail-delivered or hand-delivered to the 1st Special Operations Contracting Squadron prior to the close of the invitation for bids. Please allow enough processing, shipping, and handling time for the package to arrive as early as possible. For offerors intending to hand-deliver bid packages: Please arrive early enough to gain access to base and submit your bid package. A company representative who is denied access to the base for any reason (i.e.

failed background check) will not be allowed on base and must ensure their bid is submitted to our office within the timeframe of bid closing.

2. Offeror Submission Schedule: A site visit has been scheduled for 24 March 2026, 1000 AM (Central Daylight Time) at the 1st Special Operations Contracting Squadron, 350 Tully St, Bldg. 90339, Hurlburt Field, FL 32544. All prospective offerors are required to provide Full Name and Company information to TSgt Victoria Shuler, Victoria.Shuler@us.af.mil AND Ms. Tina Kneip at tina.kneip.1@us.af.mil (Central Standard Time) to ensure their name is given to Security Forces for base access.

Requests must be received on/before NLT 20 March 2026, 2:00 PM (Central Standard Time). All individuals will require Base Access approval prior to the date of the site visit. Please allow extra time to obtain your pass. A maximum of three (3) personnel per potential offeror will be allowed to attend the site visit.

2.1 Bid opening will be conducted at the 1st Special Operations Contracting Squadron Conferenc6e Room, located at 350 Tully Street, Bldg. 90039, Hurlburt Field, FL

32544. The bid opening date is 30 April 2026 at 2:00 PM (Central Time). Access to the installation shall be coordinated with the Contract Specialist to assure Standard entrance to facility NLT 24 hours prior to the date and time established for bid opening, all prospective offerors are required to provide for each individual, Full Name, and Company to TSgt Victoria Shuler, victoria.shuler@us.af.mil AND Ms. Tina Kneip, tina.kneip.1@us.af.mil for attendance at the bid opening.

NOTE: Offerors that are denied access to the installation and are unable to deliver bid packages will not be considered for award if the bid package is not received prior to the time set for the close of the invitation for bids.

2.2. Base Access Requirements -

VALID ID: For either the site visit or submission of bids, all personnel requesting access to Hurlburt Field must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/real-id. Personnel requesting vehicle access to Hurlburt Field must provide a valid driver's license, current vehicle registration, and valid vehicle insurance. NOTE REFER TO ATTACHMENT 5, for FOREIGN NATIONAL Requirements for base access.

3. Period for Acceptance of bid: Bid offer shall be valid through 30 July 2026

3.1. This acquisition is a 100% Small Business set-aside.

3.2. Discrepancies and Ambiguities: If an offeror believes the requirements in these instructions contain an error, omission, ambiguities, or are otherwise unsound, the offeror shall immediately notify the contract specialist in writing with supporting rationale no later than seven (7) calendar days after the IFB release.

3.3. Post-Award/Pre-Performance Conference: A post-award/pre-performance conference will be scheduled by the Contracting Officer (CO) and held prior to the commencement of any work at that installation under the awarded contract. The offeror or their duly authorized representative is required to attend the post-award/pre-performance conference.

3.4. Questions regarding this solicitation will be sent to TSgt Victoria Shuler at victoria.shuler@us.af.mil AND Ms. Tina Kneip at tina.kneip.1@us.af.mil. All questions must be received no later than five (5) calendar days after the site visit. The Government reserves the right to not answer questions received after the 5- day deadline unless in the best interest of the Government. Answers to the questions will be posted on SAM.gov.

4. Responsive Bid:

The response shall consist of one (1) separate hard-copy Volume 1 AND Documents to be considered responsive and an electronic copy via CD or DVD (USB drives WILL NOT BE ACCEPTED) of the documents.

4.1. Documents to be considered responsive:

a. Volume I - Contract Documentation: The offeror shall submit the SF 1447 with all required fill-ins. Section A: SF 1447 with completed blocks #11, #13, #15, #21, #22. An authorized official of the firm must sign SF 1447 block 27.

b. Solicitation: Complete pricing information CLIN 0001 in Section B - Supplies or Services and Prices/Cost and SIGNED by responsible party. Includes Volume I (Refer to Paragraph 4.1a, Responsive bid).

c. Representations and Certifications: Complete all appropriate and applicable Representations and Certifications if not already provided in your SAM. gov profile.

d. Bid Guarantee: The offer shall provide an original copy of bid bond with the bid package.

e. Electronic copy: The CD or DVD shall contain the volume mentioned in paragraph four (4) above to include any amendments to this solicitation. Do not lock down any documents.

5. Incurred Expenses: The Government is not responsible for any costs incurred or associated with preparation and submission of a bid in response to this solicitation. NO

OFFEROR WILL BE COMPENSATED FOR SUBMITTING A BID.
