SOAMXS CELLULAR DISTRIBUTED ANTENNA SYSTEM

SUBLJECT: Contractor’s Request for Information
1. The SOO specifies DAQ (Delivered Audio Quality) of 3.4+ and BER (Bit Error Rate) ≤2% performance metrics, which are P25 Land Mobile Radio standards, not commercial cellular metrics. Given the SOO references both the existing Motorola P25 ELMR system and commercial cellular coverage requirements, please clarify: Are P25/LMR metrics intended for this commercial cellular DAS project, or should offerors use standard cellular performance metrics (RSRP, RSRQ, throughput)? This technical clarification is essential for accurate proposal development and pricing.
Answer: Offerors should use standard cellular performance metrics.
2. During the July 29, 2025 site visit, a government representative offered to provide more detailed drawings of Building 90834, including horizontal and vertical pathways, reflected ceiling details, and power availability information. Can the government please provide the additional facility documentation that was offered during the site visit to assist vendors with system design and installation planning?
Answer: See the added “Attachment 6 – Drawings from QandA.”
3. The SOO does not specify network management system (NMS) requirements for the proposed cellular DAS. Does the government require:
-A network management system for monitoring and controlling the DAS equipment?
-If yes, should it be a local standalone system or remotely accessible?
-What level of monitoring is required (basic status, detailed performance metrics, fault management)?
-Should the system provide SNMP integration capabilities for future network integration?
-Are there specific cybersecurity requirements for any network management interface?
Answer: A Network Management System is not required for the system.
4. The SOO references both cellular coverage improvement and mentions LMR systems.
Industry standards typically separate Wireless Service Provider (WSP) DAS from Public Safety Network (PSN) DAS requirements. Can the government clarify:
-Is this project solely for commercial cellular (WSP) coverage, or does it also require Public Safety Network (PSN) integration?
-If both are required, should they operate on unified passive infrastructure or separate systems?
Answer: The cellular BDA system must be separated from other systems.
5. The SOO specifies "Delivered Audio Quality (DAQ) of 3.4 or better" for cellular coverage improvement. DAQ is an LMR/Public Safety metric, not applicable to cellular systems. For cellular DAS design, what are the required signal strength success criteria?
Answer: The performance of the cellular equipment should be measured by commercial cellular standards.
6. The SOO mentions "cellular coverage" but doesn't specify which frequency bands must be supported. Can the government clarify which specific frequency bands are required (e.g., 700MHz, Cellular 850, PCS 1900, AWS, etc.) and which cellular carriers, AT&T, T-Mobile and/or Verizon Wireless, must be supported on the new DAS?
Answer: Cellular coverage should be for all carriers AT&T, T-Mobile and Verizon Wireless.
The frequencies supported by the system should be all frequencies currently in use by all the vendors.
7. Carrier Coordination/Approval Process: Industry standards require WSP approval for interconnection to carrier networks. The SOO does not address this requirement. Is the contractor responsible for providing carrier coordination services and obtaining carrier approvals?
Answer: Contractor should provide WSP approval when required.
8. If contractor-led carrier coordination is required, the current project timeline may be insufficient. Multi-carrier coordination typically requires 3-6 months minimum
Answer: Extend contractor period of performance to 180 days.
9. The SOO references generic "cellular coverage" without specifying technology generations.
Must the system support:
-Current 4G LTE technologies?
-5G services (if available in the area)?
-FirstNet Band 14 (700MHz) priority support?
Answer: System should support all the technology and generations mentioned in the question.
10. The SOO mentions TEMPEST requirements but lacks detail for a military installation. What security clearance levels are required for:
-Site survey personnel?
-Installation technicians?
-System maintenance staff?
And, are there additional COMSEC/EMSEC requirements beyond standard TEMPEST compliance?
Answer: A clearance should not be required; however, the personnel must be US citizens and be able to acquire access to Hurlburt Field through the 1 SOSFS. No additional COMSEC/EMSEC requirements beyond the standard TEMPEST compliance as outlined in the regulations indicated in the Statement of Objectives.
11. The SOO requires "a minimum of 24 hours of battery backup" but does not specify implementation details. Should the contractor provide:
-Standalone UPS/battery systems dedicated to the BDA equipment?
-Integration with existing facility backup power infrastructure?
-Building Backup Generator auto-start coordination for extended outages beyond 24 hours?
Answer: The 90834 facility does not have a generator backup capability to my knowledge. The contractor should provide a standalone UPS/Battery system dedicated to the BDA.
