STATEMENT OF OBJECTIVES

For

Cellular Coverage for the Ghostrider Hanger Bldg 90834

At

Hurlburt Field AFB, FL

1.0 INTRODUCTION. This Statement of Objectives (SOO) defines the requirement for the Contractor to Engineer, Design, Furnish, Install, and Test (EDFl&T) a turn-key solution to improve and extend Cellular coverage in building 90834 Hurlburt Field, FL. The project includes installing a bi-directional amplifier (BDA) system in building 90834 to eliminate the inadequate coverage throughout the building. The contractor shall provide all management, tools, supplies, equipment, labor, training, personnel, and transportation necessary to perform maintenance services. Maintenance services include servicing, troubleshooting, repairing, replacement of parts, removal, and installation. Also, return to operation all equipment and systems requiring service to provide continuous and reliable cellular coverage. Building 90834 is a large hanger structure with the main bays classed as C1D1 .

2.0 MINIMUM QUALIFICATIONS.

All qualifications shall be submitted by the contractor for verification by the government.

2.1 Minimum Contractor Qualifications. All work shall be performed by, and all equipment shall be furnished and installed by a certified Telecommunications Contractor, hereafter referred to as the Contractor. The Contractor shall have the following qualifications in Telecommunications Systems installation:

2.1.1 Contractor shall have a minimum of 3 years' experience in the application, installation and testing of the specified systems and equipment.

2.1.2 All supervisors and installers assigned to the installation of this system or any of its components shall have factory certification from each equipment manufacturer that they are qualified to install and test the provided products.

2.1.3 The equipment and hardware provided under this contract will be from manufacturers that have a minimum of 3 years' experience in producing the types of systems and equipment specified.

3.0 PROJECT.

This project is to improve inside cellular signal coverage for building 90834 on Hurlburt Field via installation of a BDA system. The BDA system shall provide an in-building coverage of at least 90% (all major hallways and occupied spaces covered) with a Delivered Audio Quality (DAO) of 3.4 or better, and Bit Error Rate (BER) of two percent or less. The BDA system shall include a minimum of 24 hours of battery backup.

3.1 General Information. The following information is provided to assist the contractor in preparing responses to this solicitation and is for reference only. The contractor is responsible for verifying information during the post award conference.

3.1.1 Hurlburt Field's ELMR system (Building 90366) is located roughly at 30.42245, -86.70607. The system is a Motorola P25 trunked Enterprise LMR (ELMR) system comprised of one RF site operating in the UHF 385 - 399 MHz range with a 12.5 KHz bandwidth per channel. The antenna tower is collocated, and the height is estimated to be at 120ft.

3.1.2 Building 90834 is a large aircraft hangar located roughly at 30.433386, -86.694785 with the main bays classed as C1 D1 . Any equipment installed in the bay areas shall be intrinsically safe per OSHA standard 1926.407.

3.1.2.1 A Hazardous area classification in the Hangar Bay will include Class 1 Div 2 from floor up to 18" above floor and within a 5' bubble around aircraft. In addition, areas below the floor will be Class 1 Div 1. All adjacent and communication areas not suitably cut off from the hangar bay will be Class 1 Div 2 up to 18" above floor.

3.1.3 Coverage areas of concern. 1 SOMXG reports that there is virtually no coverage of cellular signal within building 90834. The desired cellular coverage is facility-wide coverage IAW NFPA, IFC and FCC13-21 codes and regulations. (See attachment 1)

This information contained in attachment 1 is provided for reference only and intended to assist the vendor in preparing bids. The vendor is responsible for their solution. The BDA may reside in Room 126 (communications closet). This room has a rack, available power, and an existing port and cable tray through the surrounding fire wall. The contractor will determine the best route and placement for installing any cabling , antennas, and transmission devices. Any penetration points through walls or use of cable piping will have to be re-sealed and inspected per Hurlburt Fire rules.

3.2 Scope. Cellular coverage throughout building 90834 has been determined to be inadequate. The requirement is for the contractor to provide a turn-key solution to improve the Cellular coverage within the building. The BDA system shall provide an in-building coverage of at least 90% (all major hallways and occupied spaces covered) with a Delivered Audio Quality (DAO) of 3.4 or better, and Bit Error Rate (BER) of two percent or less. The BDA system shall include a minimum of 24 hours of battery backup.

3.3 Coordination. The installation of new cellular equipment shall be supervised and coordinated by qualified representatives of the 1st Special Operations Communications Squadron.

3.4 Site Survey. The Contractor shall conduct an on-site survey of the building to obtain all information necessary to develop a Telecommunications System Installation Plan (TSIP) to include drawings and a Test Plan to correct areas with inadequate cellular operability. The proposed TSIP shall be developed from information collected during the site survey and information provided by the government Points of Contact. The Contractor shall submit the proposed TSIP and drawings for approval. The Contractor shall make all revisions to the proposal until government approval is obtained.

3.5 Engineering. The Contractor shall utilize results from their own initial survey information to analyze the project requirement to perform any additional engineering. The Contractor shall ensure the technical solution will integrate into the existing site-specific infrastructure. The Contractor shall provide follow-on support via telephone to clarify their solution as required.

3.6 Technical Exchange Meeting (TEM). The Contractor shall conduct a TEM to review the project and/or technical issues. The TEM provides a forum for the Government and Contractor to exchange information about the current project status, installation schedules, and known or expected problems. These meetings shall be coordinated with the Hurlburt Field 1st Special Operations Contracting Squadron (1 SOCONS/PKA) and 1st Special Operations Communications Squadron, Plans & Programs Office (1 SOCS/SCXP). A written agenda shall be provided to the Contracting Specialist and Contracting Officer at least 48 hours prior to the meeting. The Contractor will maintain minutes of the TEM and relative follow-on activities. Locations shall be determined by the PMO and provided to the contractor after award.

3.7. TEMPEST requirements. The contractor shall adhere to Air Force Systems Security Instruction (AFSSI) 7702 and maintain a 3-meter separation between the amplifier/transmitter and classified systems.

3.7.1 If amplifier/transmitter power output is less than 100 mW, the separation is reduced to 1 meter.

3.7.2 The contractor shall adhere to AFSSI 7702, Attachment 14, and maintain a 15 cm separation between the unclassified power lines and classified power lines.

3.7.3 The contractor shall adhere to AFSSI 7702, Attachment 14, and maintain a 5 cm separation between the unclassified data lines and classified data lines.

3.8 Contractor Furnished Materials (CFM). The Contractor shall furnish all needed materials for this project except material identified as Government Furnished Property in section 5. The Contractor shall supply Commercial-Off-the-Shelf (COTS) end-item system components required for contract performance wherever possible. The Contractor shall identify all materials or equipment required for the project in the Statement of Objectives (SOO). The Contractor shall list the manufacturer and part number of the proposed material in the SOO. Unless otherwise specified, the Contractor shall provide copies of existing COTS technical or equipment manuals and warranty documentation and procedures for Contractor-furnished end-item system equipment maintenance. The Contractor shall identify and conduct system familiarization for Government personnel to ensure proper operation and maintenance of the system(s). The Contractor shall transfer warranties to the Government prior to submitting the DD Form 250.

3.9 Construction Support. The Contractor shall accomplish construction support as required to support any new coaxial cables, antenna and equipment. These items shall be identified in the TSIP; any anticipated facility construction shall be coordinated with 1st Special Operations Civil Engineering Squadron (1 SOCES), 1 SOCS, & 1 SOCONS. The Contractor shall submit facility work orders with 1 SOCES. The Contractor shall comply with the host base's CE construction requirements.

3.10 Installation. All cables and equipment will be installed in accordance with (IAW) the standards specified in section 6.

3.11 Removal of excess material. All excess materials and debris will be removed and disposed of by the contractor. The Contractor shall clean up all installation and construction related dust and debris from office furniture and equipment at the work site daily.

3.12 Cable Racks. If required by the contractor's design, new cable racks shall be installed to support cabling as needed. The contractor, through coordination with the Comm Squadron and results of contractor site engineering survey, will determine if designated equipment locations are best suited for floor mount or wall mount cabinet or rack installation. Cabinets with locking doors, fans and vents are preferred unless space requirements dictate rack installations.

3.13 Cable Pathways. Cable support shall be suitable for facility construction and be installed in accordance with referenced standards in section 6.

3.14 Duct Sealing. After installing cable in a duct entering building floor or wall, seal around cable with a universal duct plug or removable putty sealant.

3.15 Plenum Cable. All cable installed in plenum spaces shall be plenum rated. Non plenum cable in plenum spaces shall be installed in EMT conduit.

3.16 Fire stopping. After installing cables in hole through floor or wall, place removable fire stop material in the hole around the cables. Fire caulking shall be installed by a Certified installer and shall be inspected by a Third Party Inspector.

3.17 Testing. The Contractor shall furnish all test equipment and personnel required to conduct testing. During any testing phase, the Government reserves the right to perform any of the Contractor performed inspections and tests to assure results conform to prescribed requirements. The Contractor shall record all inspections and tests as they are accomplished and make all test sheets/results available for Comm Squadron Quality Assurance Evaluator as tests are completed. The Contractor shall notify the Comm Squadron Plans & Programs representative at least one working day prior to any testing and shall make available all testing standards and criteria used to accomplish testing. All testing will be in accordance with accepted industry standards for the type of test being conducted. The Contractor shall provide test reports to the government within 10 days of completing the testing. Contractor is required to locate/repair any testing irregularities if caused by the installation. The Contractor shall accomplish the following tests:

3.17.1 Post Implementation Testing. Upon completion of installation, post-implementation tests shall be accomplished to ensure the entire system is properly configured, the requirements of the project have been met and the system is ready for use.

3.17 .2 Acceptance Criteria.

Final acceptance shall require at a minimum:

• Completion of all facility work, system, component, hardware and software delivery, installation, testing, optimization, Radio Frequency (RF) heat map and as built documentation.

• Acceptance of system facilities, individual systems, and equipment by CS cellular and management personnel. Correction of any operational, performance, or workmanship defects shall be at the sole expense of the contractor.

• Successful completion of System Acceptance Testing.

• Successful completion of the RF Coverage Testing.

• Transfer of Warranties to the Government.

RF Coverage analyses shall be predicated on a Covered Area Reliability of 90 percent, Delivered Audio Quality (DAQ) of 3.4, and Bit Error Rate (BER) of two percent. Predicted RF coverage shall be based on the characteristics of base portable subscriber units and the RF equipment. Offerers shall assume the portable radio is at waist height (1-meter) for both talk-in and talk out. Transmitter power and receiver sensitivities used shall reflect the published specifications of the proposed equipment and subscribers; these values shall be documented in equipment specifications.

3.18 Lightning Protection. Lightning surge arresters shall be installed on all cabling IAW T.O. 31-10-24 Installation Practices: Communications systems Grounding, Bonding, and Shielding. R-56 (a Motorola standard) may be used as a reference to installation practices.

3.19 Grounding Guidelines. If required by the proposed technical solution, the contractor shall meet the following minimum Government guidelines: In the event of a conflict between the following and National/State code, National/State code shall supersede.

This will apply to the antenna system only, not user equipment that is improperly grounded.

• The contractor shall ensure that all equipment is electrically bonded, grounded, and protected in accordance with the National Electric Code.

• The contractor shall provide all grounding and lightning protection equipment, including surge arrestors, to comply with the requirements of all equipment being installed and connected as part of the system.

• Building conductors shall be used to bond the various pieces of equipment, conduit, trays, etc. together.

• The antenna support structure/tower must be bonded to the external ground system using an exothermic weld, if permitted by the manufacturer.

• Transmission lines shall be grounded with proper sized ground kits connected to the building entry bus.

• The external ground system shall provide a ground resistance of 10 ohms or less. If the soil conditions at a site are such that the contractor cannot reasonably design a ground system that meets this requirement, the contractor shall design a ground system that meets the best possible value as agreed to by the Government.

• New grounding systems shall be installed in accordance with the National Electrical Code and applicable best industry practices and standards. All external ground rings, copper ground rods, chemical ground rods, and interconnecting copper conductors must be buried to a minimum depth of 30 inches, or 6 inches below the freeze line for the area, whichever is greater.

3.20 Cable Markings. The contractor shall apply markings to all cables in accordance with T.O. 31-10-14 Standard Installation Practices RF Connectors and Cable. The cable shall be marked with a metal tag or similar non-fading item at the building entrance and at the antenna. These tags shall be stamped with the antenna number and type. Additional markings shall be provided on the interior of the structure at any point in the cable where a connector is utilized. These markings may be plastic or heat-shrink and must be indelible.

3.21 Maintenance Specification Requirements. The contractor shall perform all services in accordance with the Federal Communication Commission (FCC), Original Equipment Manufacturers (OEM) specifications, and AFI 17-210, Radio Management.

3.21.1 Emergency Telephone Troubleshooting and Equipment Repair. The contractor shall provide an emergency contact number for twenty-four (24) hours a day, 7 days a week for equipment troubleshooting. The contractor shall provide a one (1) hour telephone response time to troubleshoot the system. If the technician is unable to resolve the system issues over the phone, then the contractor shall be required to provide a technician on-site within four (4) hours, if the Contract Office Representative (COR) determines the system is mission essential and requests an emergency call. The troubleshooting and/or equipment repair shall include all labor in or outside normal duty hours to restore the BOA back to normal operations. This also includes equipment repair following a natural disaster or man-made catastrophe, which renders the entire system or major subsystem inoperable. This service shall last for a minimum of 1 year after installation, preferably multiple years ongoing.

4.0 DELIVERABLES.

All deliverables are subject to Government acceptance and approval. They shall meet professional standards, and the requirements set forth in this Task Order. All deliverables shall be produced using recommended software tools/versions as accepted by the Government. The contractor shall deliver the required numbers and type of copies IAW the distribution list set forth below.

6.0 GENERAL INFORMATION

6.1 Applicable Documents. The Contractor shall comply with all laws, codes, regulations, and statutes applicable to performance of this contract, including but not limited to those specified in the tables below. The following tables provide locations where some documents may be obtained. It is the Contractor's responsibility to obtain and adhere to all applicable standards.

6.2 Federal and Host Nation Government. The Contractor shall comply with all applicable federal and host nation standards, laws, codes, regulations, and statutes applicable to performance of this contract.

6.3 Privacy Act. Work on this project may require that Contractor personnel have access to Privacy Information.

Contractor personnel, any Contractor representative, or any subcontractor shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

6.4 Commercial Standards and Manuals. The Contractor shall comply with the commercial standards where applicable in the performance of this contract. It is the Contractor's responsibility to identify and obtain applicable standards and best commercial practice documentation. Should a conflict arise between this SOO and any commercial standard referenced, the contractor shall make the government aware of the conflict. The government shall determine which standard applies and whether this SOO shall take precedence over the commercial standard.

7 .0 MANAGEMENT

7.1 Schedule. The contractor shall provide a complete milestone schedule that denotes major activities to include time-phased start and completion dates for this project and sub-projects associated with the installation of the components and systems.

7.2 Project Manager on Site. The contractor shall provide a full time, on-site Project Manager (PM) to oversee all facets of the infrastructure and outside cable plant tasks.

7.3 Quality Assurance Evaluator. The contractor shall provide a Quality Assurance Evaluator (QAE) for the entire life of the project. The QAE shall assist the government representative in performing random spot checks and in performing the system acceptance tests. The QAE shall be responsible for identifying system and outside plant deficiencies and/or discrepancies throughout the life of the project and for 90 calendar days from the date of final acceptance. A bi-weekly report (soft copy) will be submitted to the government Project Manager indicating project progress/statuses and listings any deficiencies/discrepancies found and actions to correct them. The QAE and on-site PM may be the same individual.

7.4 Compliance. The contractor shall remain in compliance with all Federal, State, county, and base security and safety laws, regulations, policies, and requirements.

7 .5 Worksite Management. At day's end, the installer shall remove all debris and surplus materials from the workplace. Equipment and materials required to complete the work effort may remain on site if they are organized/stored in a manner that does not cause a safety hazard.

7 .6 Environmental Management. The installer and their subcontractors shall comply with the most stringent environmental federal, state, and host Nation laws and regulations as well as Air Force policies, instructions, and plans. The federal Government is not exempt from compliance with environmental regulations. The installer shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on the installation. The Prime Contractor shall ensure their sub-contractors (if any) comply with these specifications.

7.7 Integrated Product Team (IPT). The contractor shall chair an IPT meeting consisting of contractor representatives, the Contracting Officer, and representatives of the CS. The purpose of this meeting is to discuss project progress, problems being encountered, and other discussions necessary/beneficial to ensure success and timely completion of the Task Order. The contractor shall be responsible for the taking and distributions of the meeting minutes within one workday of each meeting. A copy of the minutes shall be provided to each attendee and disseminated via e-mail addresses. The meetings shall occur weekly, or bi-monthly work permitting.

7.8 Final Project. The installer shall schedule a final project walk-through of all work completed prior to close out with the government Project Manager. This should be scheduled at least 72 hours prior to the event.

7.9 Contractor Furnished Property and Equipment (CFP/CFE). The Contractor shall clearly mark all CFP with their company's name, contract number, and project number. The Contractor shall place an easily read, visible sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name, contract/task order number, project title, and both the Contractor and Site POC's names and local telephone numbers.

7.10 Construction Equipment. The Contractor shall provide construction equipment required to support implementation. The Contractor shall be responsible for transportation of construction equipment to/from the work site, as well as their security.

7.11 Transportation and Storage of Material/Equipment. The Contractor shall transport and store all CFM, CFP and CFE required for completion of the contract requirements.

7 .12 In-brief. The Contractor shall conduct an in-brief with the site POC and Contracting Officer or designated representative and other site personnel before the start of site survey or implementation. The in-brief shall familiarize the customer with the purpose of the Contractor's visit and coordinate the project schedule (e.g.

arrange for required escorts; QAP schedule; etc.).

7 .13 Out brief. The Contractor shall conduct an out-brief with the site POC and Contracting Officer or designated representative and other site personnel at the conclusion of the site survey and implementation of the final solution. The site survey out-brief shall inform the customer of survey results, including, all projected required major material, end-item system equipment, and all construction support requirements related to the project. The implementation out-brief shall inform the customer of implementation results and necessary maintenance issues.

At the conclusion of the out brief, the Contractor shall provide the site POC and Contracting Officer a written synopsis of the project which includes major issues or action items. The synopsis shall include a list of attendees.

7.14 Service Outages. The Contractor shall be responsible for preventing any unscheduled Contractor-caused interruptions of service. The Contractor shall coordinate planned outages with the site POC and QAP at least five workdays in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).

8.0 PERFORMANCE

8.1 Period of Performance. The period of performance for the project shall not exceed a period of 120 days beginning from the contract award date.

8.2 Place of Performance. The place of performance is Hurlburt Field, Florida.

8.3 Hours of Work. Contractor shall work during the business hours of 0700 (7:00 AM)- 1600 (4:00 PM), Monday through Friday, excluding federal holidays and family days. If performance of work outside of these hours will be required to meet the scheduled dates stated above, include desired working hours in Proposal.

9.0 SECURITY. There are security requirements for performance of the site survey. Escorts may be required. It is the Government's responsibility to provide escorts. To ensure performance starts as soon as possible, upon issuance of award, the contractors shall provide the names, social security numbers, driver's license numbers and state of issue, and birth date of the personnel who will be performing the site survey. This information is required to grant access to the base.

9.1 Safety. The Contractor shall be responsible for complying with all local, state, federal, and country safety guidelines.

9.2 Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of accidental damage to Government property or injury to either Contractor or Government personnel to the Contracting Officer and Base Safety Office. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Contracting Officer. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

9.3 Subcontractor Safety. The Contractor shall be responsible for ensuring subcontractors satisfy the safety and health requirements set forth in OSHA standards, any local procedures, and other provisions of this contract.

9.4 Hazardous Materials, Environmental and Other Local Requirements. The Contractor shall meet with appropriate local environmental, and civil engineering offices prior to the commencement of work.

9.5 Potential Problems. The Contractor shall determine any potential problems with the projected work in areas that may contain asbestos, hazardous materials, and hazardous wastes and local procedures to be followed in the event such problems are encountered.

9.6 Disposal/Reporting. The Contractor shall comply with local procedures concerning the use, disposal, or reporting of hazardous materials.

9.7 Hazardous Material Identification. The Contractor shall submit Material Safety Data Sheets (MSDS) IAW FAR Clause 52.457-3 for any hazardous materials (paints, solvents, cleaners, encapsulating compound, etc.) to be used in performance of the contract. The Contractor shall file the MSDS(s) with the Base Environmental Management Office prior to using hazardous material.

9.8 Environmental Assessment. The Contractor shall ensure that any required environmental assessments have been accomplished and that any problems identified have been resolved before beginning work. The Contractor shall immediately notify the Contracting Officer if an environmental assessment has not been accomplished.
