About this file

This is a Questions & Answers document for solicitation FA441725Q0045 regarding security system installation for the 65th SOS MGCS facility.

The Q&A reveals that the work involves installing security components in a 140-square-foot container facility, including 1 motion sensor, 2 door sensor pairs, 2 tamper access sensors, and a Vindicator alarm system. Required materials include 200-250 feet of fabric innerduct, 200-250 feet of fiber cable, balance magnetic switches, high security switches, 360-degree motion sensor, tamper switches, alarm keypad, and a CS-OPTIGUARD-M8 Protected Distribution System from Cybersecure IPS, LLC. Work must be performed between 0800-1600 with an escort, and technicians require Secret clearance. The facility has stable base power with backup generator, and the installation requires battery backup for alarm components. No progress payments are available for this service requirement. The system will connect to an existing panel that has room for 2 additional connections and will be the last of 5 installations.

65th SOS MGCS Security System Installation

FA441725Q0045

Q&A Last Updated 29 Jan 25

1. How old is the facility?

The facility is a container type facility that is 5-10 years old

1. How much square footage is in the facility?

The container is approximately 140 square foot over all with approximately 30 square feet of computer racks against a wall

1. How stable is the power?

Power is base power that is very stable and the container has a backup commercial generator. The alarm parts in the container will require a battery backup to cover the time between a power outage and the generator power.

1. Is there a dropped ceiling in all areas of installation?

Partially, the small area between the racks and the open area is similar to a drop ceiling and the remaining area is a insulated wood panel with carpet that can be mounted to.

1. What type of walls are in the perimeter areas?

Insulated with a wood panel and carpet.

1. Do we need to drill between the walls, to run our cable infrastructure?

No. recommend flex conduit to work around the racks and then solid conduit across the ceiling and exposed walls

1. Do we need to use conduit? If yes, what do you estimate the total conduit footage will be?

6. Rough estimate of 20ft flex and 20-30ft solid conduit. flex to a junction box and solid conduit to a touch panel and door sensors

6. Additionally annotated in the SOW need 200-250ft of the tri conduit sleeves installed in the existing conduit.

1. Are the door frames metal and concrete filled?

Aluminum exterior with insulation, thin wood and carpeting.

1. Please provide a comprehensive list of quantities of all IDS items needed (e.g. total number of motion sensors, glass breaks, etc.) per location.

1 motion sensor, 2 door sensors pairs, and 2 tamper access sensors for the pull box on the outside of the container.

1. Do you currently have existing IDS Sensors in your doors? Please specify which doors.

No. the container doors do not have security sensors.

1. What is the manufacturer of the existing IDS system?

Vindicator.

1. Will we be able to reuse the existing cable? If so, what type of cable is there currently?

No.

1. Are Ceilings Suspended? Or Hard Lid?

Answered in Question 4

1. Are there existing Cable Trays for wiring above ceilings?

No. there is not space for cable trays. And there is no raised ceiling.

1. Can Existing Wiring be utilized?

No.

1. Is a “UPS” required? If so, What Time/Power Duration is required?

Yes. 1 hour.

1. re “Or Equal” Equipment substitutions allowed?

All equipment needs to be listed on the approved hardware list for SCIF facilities that the base security person provided.

1. Is “Plenum Wire” acceptable?

Yes. I don’t expect the wiring needs to be plenum because it will not be inside of a plenum. But it makes sense that they would use plenum wiring.

1. Is “After Hours Access” for said work, available to contractor at no add’l cost to the Gov’t?

0800-1600 ( escort is required)

1. What is the height of Exterior Cameras? (If any) Irrelevant. Exterior cameras are not part of this contract.

All information is contained in the SOW and three attachments to the SOW.

1. Please provide a list of equipment to be installed.

0. 200-250 ft fabric innerduct, 200-250 ft Fiber cable , Balance Magnetic Switches, High Security Switches, 360 Degree Motion Sensor, Tamper Switches, alarm Keypad, and all hardware, fittings, wire, backup power supplies and firmware to complete the requirement,

0. Additionally, purchase and install of CS-OPTIGUARD-M8 Protected Distribution System (PDS) alarmed conduit system from Cybersecure IPS, LLC.

1. Are there pipe chases between floors?

Irrelevant, no under floor runs. There is an existing conduit to run all cables.

1. What is the range of the budget for this project, and is it already appropriated?

We are unable to disclose that information.

1. Because of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress payments allowed?

Progress payments are unavailable to service requirements.

1. How many feet of new wire will have to be run?

They need to do a site survey. I would estimate 200-300+ ft

1. What kind of cipher lock and quantities are required e.g. X-10 Irrelevant. Locks are not part of the SOW

1. In SOW section 4.3 and Q&A question 22 are provided the list of materials, however, there is no mention of the Vindicator device in either of these sections.

Are the alarm inputs from the devices supposed to run directly back to the panel in 90131 room A43 via copper lines? If so, is there sufficient room in the pathway for cables and maxcell innerduct?

Yes, via copper lines. Yes, sufficient room for cables and maxcell innerduct.

1. Or is the MGSC its own controlled/contained area that requires a V3/V5/V6 IDS and VSC/SAW device and will just communicate back to the master IDS system via the fiber connection? Or is this MGSC an extension/sub-set of the existing controlled area and just needs an alarm input panel to send the alarm points to the master?

This MGCS is the last of 5 that will be installed. The existing pannel has room for 2 additional connections.

1. Per Q&A question 22, it states that firmware needs to be provided as part of the install. If the Master V5 is upgraded, all subordinate Vindicator devices are required to be upgraded as well. Can we have the current version number of the firmware on the Vindicator system and how many other Vindicator devices are part of this system so that we can price the proper number of firmware packages needed?

Working on getting the software version, there are currently 4 devices part of the system.

1. Is there any issues with drilling holes in the walls of the MGSC to mount IDB and conduit to the devices? Is there any issue in drilling holes in the door or frame for mounting BMSs, or are alternative mounting methods required to not compromise the integrity of the MGSC?

Drilling holes in the subsurface for mounting key pad/motion detectors ETC… is ok, but no holes will penetrate the outer shell of the MGCS(NO pass thru holes) contractor will utilize the PDS conduit for running cables to the alarm panel.

1. Pertaining to the requirement for TS/SCI technician; is this for any technician working within the facility? Is there a option to have escorts if the technicians hold a SECRET clearance?

We can drop requirement to secret only. A secret and an escort will be required. If they are going to be here for more than a day, their clearance should be submitted to the SSO with SMO codes so they can be validated in JPAS and added to the visitor VAR.

1. Does the conduit pathway tun on the exterior of a building or underground?

100% external

1. Will the Optiguard M-8 be replacing another older unit?

Yes, CS-OPTIGUARD-M4

1. If so how many active zones exist on the current unit?

4 zones, 4 units

1. Does the fiber cable need to armored?

No, This is not a requirement.

1. Does the fiber cable need to be riser or plenum rated?

Riser rated is sufficient. Fiber will not be installed in a plenum area.

Additionally, to accommodate the current SOW, contractors will run their own Fiber for the system.
