About this file
This Performance Work Statement (PWS) details the installation of a 5th Mobile Ground Control Station (MGCS) security system at Hurlburt Field, Florida for the 65th Special Operations Squadron (65 SOS). The project requires a VINDICATOR-certified contractor with TS-SCI security clearance to install a comprehensive security system, including a three-segment fabric innerduct, additional fiber line, and a Protected Distribution System (PDS) alarm system from Cybersecure IPS, LLC. The installation must comply with multiple security and telecommunications standards, including DNSSI-7003, DAFI 31-101, and various NFPA and TIA/EIA requirements.
Key technical specifications include installing an eight-port CS-OPTIGUARD-M8 PDS system, connecting to the existing alarm panel in building 90131, and implementing intrusion detection components such as balanced magnetic switches, motion sensors, and tamper switches. The project scope involves approximately 250 feet of fiber optic cabling, conduit work at 17 feet elevation, and integration with existing infrastructure. The contractor must complete installation, testing, and certification by July 31, 2025, with requirements for on-site user training, end-to-end system commissioning, and automated periodic testing configuration.

1 Executive Summary This specific project plan is to cover the installation of a 5th Mobile Ground Control Station (MGCS) security system install and upgrade on the exterior pad area behind building 90131 at Hurlburt Field FL. This pad area was designed for five MGCS and completed in 2001, and at that time only four MGCS units were available and installed.
The mobile units are deployable shelters that require the installation and certification of an alarm system and upgrade to a PDS Alram control box. This SOW is for items needed to complete installation of the fifth MGCS.
The security alarm system actions are planned to be managed by the 65SOS through the 1SOW.
The contractor will install a security system in the MGCS, install a three-segment fabric innerduct in the existing conduit, run an additional fiber line in the existing conduit, and upgrade and install a PDS alarm system.
The PDS alarm installation requires the purchase, installation and configure of an eight port CS CS-OPTIGUARD-M8 Protected Distribution System (PDS) alarmed conduit system from Cybersecure IPS, LLC.
The Contractor shall complete installation, testing, and certification of the MGCS three-segment fabric innerduct, security system, fiber line and PDS Alarm system, NLT 31 July 2025.
The contractor is required to be VINDICATOR certified for the programming. Only VINDICATOR certified contractors are authorized to touch the system.
The Contractor will need a member with TS-SCI security clearance for access to existing alarm panel within build 90131 to do work internal to the building SCIF.
2 Assumptions & Questions
• All aspects of this installation will align with the current install MGCSs.
• The GCS alarm system will connect to the existing alarm panel within build
90131.
3 Basic services
• Provide CS-OPTIGUARD-M8:
o Testing, and Inspection o Server software installation o End to end system commissioning o End to end system acceptance testing o Automated periodic testing configuration o (1) on-site user training course during the initial site visit.
4 Installation Requirements
4.1 Alarm System
1. The MGCS shall be IAW DNSSI-7003 T-SCIF standards.
The Alarm system must meet the following certification standards:
2. DAFI 31-101, Security Procedures for Headquarters 25th Air Force
3. TIA/EIA-570, Residential Telecommunications Cabling Standards,
4. TIA/EIA-607, Commercial Building Grounding and bonding requirements for
Telecommunications
5. NFPA 70 National Electric Code (NEC)
6. NFPA 101, Life Safety Code
7. NFPA 780, Standard for the installation of Lightning Protection Systems,
8. ICD/ICS 705, and the Security Forces Non-Nuclear Configuration Management
Equipment Approval (CMD) list, date 29 April 2024.
9. Applicable UFC guidance will apply to this installation.
10. The Intrusion detection system (IDS) for the MGCS will be connected to an existing
Honeywell-Vindicator panel within building 90131. All required cabling will need to be installed though existing conduit, fabric innerduct.
11. The platform shall meet USAF Authority to Operate (ATO).
12. The IDE components must be on the current AFSFC Non-Nuclear CMD Equipment
Approval List.
4.2 Fabric Innerduct:
1. The security system install will include one by three segment fabric innerduct:
Maxcell MXC3456BK-250, MXE86383BK-250 or similar and utilize for security system cabling. This fabric innerduct will run from security server room to the GCS approximately 250 FT. Two of the three sleeves will remain empty for further upgrades.
4.3 GCS Alarm:
1. The IDS system will connect to the existing IDS System Master and include Balance
Magnetic Switches, High Security Switches, 360 Degree Motion Sensor, Tamper Switches, alarm Keypad, and all hardware, fittings, wire, backup power supplies and firmware to complete the requirement.
4.4 PDS Fiber Run:
1. A 250 FT fiber MM or SM run will need to span the entirety of the Conduit. The termination type must be LC connectors. The new fiber optic cable should be terminated in a fiber optic patch panel and LC-LC patch cords should be provided for each fiber pair.
