About this file

This is a Questions and Answers document for a security system installation project (solicitation FA441725Q0045) for the Air Force Special Operations Command's 65th SOS MGCS facility.

The Q&A provides detailed specifications about a 140 square foot container facility that requires installation of security components including motion sensors (1), door sensors (2 pairs), tamper access sensors (2), and a Vindicator IDS system. The installation requires 200-250 feet of fabric innerduct, fiber cable, balance magnetic switches, high security switches, alarm keypad, and a CS-OPTIGUARD-M8 Protected Distribution System from Cybersecure IPS, LLC. The work requires TS-SCI clearance for access to existing alarm panels, with work hours from 0800-1600 requiring escort. The facility has stable base power with backup generator, though battery backup is required for alarm components. Installation involves both flex conduit (approximately 20 feet) and solid conduit (20-30 feet) mounting on insulated wood panel walls with carpet covering. Progress payments are not available, and all equipment must be listed on the approved hardware list for SCIF facilities.

65th SOS MGCS Security System Installation

FA441725Q0045

Q&A Last Updated 29 Jan 25

1. How old is the facility?

The facility is a container type facility that is 5-10 years old

1. How much square footage is in the facility?

The container is approximately 140 square foot over all with approximately 30 square feet of computer racks against a wall

1. How stable is the power?

Power is base power that is very stable and the container has a backup commercial generator. The alarm parts in the container will require a battery backup to cover the time between a power outage and the generator power.

1. Is there a dropped ceiling in all areas of installation?

Partially, the small area between the racks and the open area is similar to a drop ceiling and the remaining area is a insulated wood panel with carpet that can be mounted to.

1. What type of walls are in the perimeter areas?

Insulated with a wood panel and carpet.

1. Do we need to drill between the walls, to run our cable infrastructure?

No. recommend flex conduit to work around the racks and then solid conduit across the ceiling and exposed walls

1. Do we need to use conduit? If yes, what do you estimate the total conduit footage will be?

6. Rough estimate of 20ft flex and 20-30ft solid conduit. flex to a junction box and solid conduit to a touch panel and door sensors

6. Additionally annotated in the SOW need 200-250ft of the tri conduit sleeves installed in the existing conduit.

1. Are the door frames metal and concrete filled?

Aluminum exterior with insulation, thin wood and carpeting.

1. Please provide a comprehensive list of quantities of all IDS items needed (e.g. total number of motion sensors, glass breaks, etc.) per location.

1 motion sensor, 2 door sensors pairs, and 2 tamper access sensors for the pull box on the outside of the container.

1. Do you currently have existing IDS Sensors in your doors? Please specify which doors.

No. the container doors do not have security sensors.

1. What is the manufacturer of the existing IDS system?

Vindicator.

1. Will we be able to reuse the existing cable? If so, what type of cable is there currently?

No.

1. Are Ceilings Suspended? Or Hard Lid?

Answered in Question 4

1. Are there existing Cable Trays for wiring above ceilings?

No. there is not space for cable trays. And there is no raised ceiling.

1. Can Existing Wiring be utilized?

No.

1. Is a “UPS” required? If so, What Time/Power Duration is required?

Yes. 1 hour.

1. re “Or Equal” Equipment substitutions allowed?

All equipment needs to be listed on the approved hardware list for SCIF facilities that the base security person provided.

1. Is “Plenum Wire” acceptable?

Yes. I don’t expect the wiring needs to be plenum because it will not be inside of a plenum. But it makes sense that they would use plenum wiring.

1. Is “After Hours Access” for said work, available to contractor at no add’l cost to the Gov’t?

0800-1600 ( escort is required)

1. What is the height of Exterior Cameras? (If any) Irrelevant. Exterior cameras are not part of this contract.

All information is contained in the SOW and three attachments to the SOW.

1. Please provide a list of equipment to be installed.

0. 200-250 ft fabric innerduct, 200-250 ft Fiber cable , Balance Magnetic Switches, High Security Switches, 360 Degree Motion Sensor, Tamper Switches, alarm Keypad, and all hardware, fittings, wire, backup power supplies and firmware to complete the requirement,

0. Additionally, purchase and install of CS-OPTIGUARD-M8 Protected Distribution System (PDS) alarmed conduit system from Cybersecure IPS, LLC.

1. Are there pipe chases between floors?

Irrelevant, no under floor runs. There is an existing conduit to run all cables.

1. What is the range of the budget for this project, and is it already appropriated?

We are unable to disclose that information.

1. Because of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress payments allowed?

Progress payments are unavailable to service requirements.

1. How many feet of new wire will have to be run?

They need to do a site survey. I would estimate 200-300+ ft

1. What kind of cipher lock and quantities are required e.g. X-10 Irrelevant. Locks are not part of the SOW
