1. Is this a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Previous contract number is FA441720F0256 and awarded off MAC IDIQ -
FA800319DA001.
2. Is there an equipment list per gate/ACP for all the barriers that are to be covered under this solicitation?
See question 12 for list.
3. Can you provide make and model for all barriers to be covered?
RSS-2000 Electric Wedge
4. Is there an incumbent service provider and can you provide their name?
Currently, Nasatka Barrier, Inc. – 1CEE3 is the service provider for barrier repairs.
5. Is there a preferred method for pricing the “Additional In-scope Work” CLIN X004 or shall this remain blank since it will be issued as mods to the contract on an as-needed basis?
No preferred method for pricing CLINX004. SOs will have to be submitted for approval. Funds may be set aside on this CLIN for SO repairs but will have to be approved.

7. Please confirm if there will be set aside funds for CLIN X004.
Funds will be set aside but a SO will still need to be submitted and approved.
8. Please confirm an equivalent brand preference due to Grip-Tite paint is no longer manufactured.
Any brand equivalent adhesive paint as stated in the PWS (1.3.1.6.)
9. Please confirm CLIN X005 will not be utilized in this contract.

10. Please confirm if the subject line total number of emails count pertains to only the series or all emails forwarded regarding FA441725Q0029. For example, RFI emails are a series, then a new count starts for the RFP.
The subject line total number of emails count pertains to submission of offer emails only.
11. Please confirm that a letter is only required from a potential Subcontractor if the Prime will be relying on the Subcontractor’s Past Performances.
• Per the addendum to 52.212-1 Instructions to Offerors:
1) 3. Subcontractor past performance cannot be disclosed to the prime quoter without the subcontractor's consent. Provide a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor, only if it is being used as part of the past performance evaluation;
2) If a teaming arrangement/Joint Venture is contemplated, provide complete information as to the arrangement, including up to five (5) recent and relevant past/present performance information on previous arrangements with same partner or as this entity (CAGE). If this is a first-time joint effort, each party to the arrangement must submit separate past performance information. Subcontractor past performance may only be disclosed for use by the prime contractor if a letter of consent to release past performance information to the prime is completed by the subcontractor and included with the past performance.
• Per the addendum to 52.212-2 Evaluation of Offers: If a Teaming Agreement is submitted as part of the proposal, each teaming offeror's past performance will be evaluated separately using the same evaluation methods described above. The Prime Contractor's past performance will be weighted slightly more than equal based on their overall responsibility for contract management. The separate ratings of each party in the Teaming Agreement will be combined to determine an aggregate PERFORMANCE
ASSESSMENT CONFIDENCE RATING.
12. Please confirm below is a complete barrier/equipment list that will be included in contract.

13. What is the date of the last preventive maintenance (PM) service? What type of service was it (monthly, quarterly, semi-annual, annual)? If not an annual PM, when was the last annual PM conducted for scheduling purposes?

16. Can you please provide a list of the equipment on site that require maintenance for the RFP/ soliitation?
See response on question 12.
17. The instructions to offerors, under Part II – Technical Capability Submission, states, “Limited to no more than fifty (20) pages..” Please clarify the page limit.
Correction should be: no more than twenty (20) pages.
18. We do not read Part III - Past Performance Information Submission to mean submission of questionnaire’s by customers as mandatory, but this section states, “The Government highly recommends the submission of completed questionnaires prior to the solicitation closing date and time.”
As there were 30 or so bases put out for bid under the previous IDIQ contract and over 100 more that could potentially come out individually, the requirement for customers to fill out and send questionnaires for each base can be overwhelming.
As at least 17 bases have already gone out to bid with this PWS, we respectfully request consideration for any bidder for whom customers are unable to make the additional time to reply.
The Government will remain with, ‘highly recommends the submission of completed questionnaires prior to the solicitation closing date and time.”
19. The PWS does not include information on the locations, makes, models, and quantities of the barriers. Please provide a breakdown by gate of the quantity of barriers installed at each gate by make/model and whether the SDDCTEA Safety Scheme is installed at each respective gate, including overspeed, wrong way detection, etc.

20. APPENDIX F: BARRIER SYSTEM RATING CRITERIA of the PWS indicates that a significant amount of existing equipment is either inoperable (red) or in need of repair (yellow). Please confirm repair of this equipment will not be included in the firm fixed price for preventative maintenance and if repair will be requested as additional in-scope work or outside the maintenance contract.
APPENDIX F: BARRIER SYSTEM RATING CRITERIA is a reporting guidance.
All Barriers on this contract are operational (green).
If any repairs are identified they will fall under the additional in-scope work.
