GUTTER CLEANING SERVICES QUESTION AND ANSWER SHEET

Q: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number / contract price?

A: New Contract.

Q: May we have a list of building numbers with respective floor counts?

A: Floor counts have been added to new attachment 6.

Q: What are the frequencies?

A: There are Annual and Semi-annual. These are listed in Appendix A of the PWS.

Q: “1.1.5 Certification. The contractor shall hold a current General Contractor’s license for a minimum of one (1) employee performing services in accordance with this SOW.” I want to confirm that this certification still applies. Does this contract still require that at least one employee performing the service must be employed by a General Contractor?

A: This was removed form PWS and is no longer required.

Q: Are we only cleaning the gutters and inspecting? Or are we also expected to make repairs as needed? (i.e., gutter being detached from building, roof damage, etc.…)

A: Contractor is only required to clean and inspect and reporting any findings. No repairs will be completed under this contract.

Q: What buildings have roof access?

A: Updated list has been provided. See attachment 6.

Q: If lift is rented, is there a place on site to leave it for the duration of the job?

A: Lift can be left at location of job. If a more permanent site is preferred, we have a location to store as well.

Q: Are we allowed to use the water spigot/water sources for hoses/are there hookups on or near each location?

A: Yes, and most facilities have water access nearby.

Q: Is bonding required for this project?

A: Bonding is not required.

Q: Are we allowed access to electrical outlet connections?

A: Yes, but there are not many facilities with exterior electrical outlets.

Q: Could an aerial map with the in-scope building numbers highlighted be provided?

A: A base map will be provided showing building locations after award.

Q: What are the time frame parameters for this project?

A: This is a yearly contract and facilities need to be cleaned annually and semi-annual. The projected period of performance of the agreement is 1 March 2024 through 28 February 2028.

Q: After submission of an invoice, when can payment be expected?

A: Payments will be made two ways. Some smaller payments will be paid using a Government Purchase Card (GPC) and larger invoices will be paid utilizing Wide Area Workflow (WAWF).

Q: Where do we submit the reports?

A: Reports shall be submitted to AGR located at 1 SOCES Bldg. 90053.

Q: Are the contractors allowed to drive on the green areas in order to do the work?

A: Yes, any damaged caused to these areas shall be repaired prior to leaving work site.
