9. The provision at FAR 52.212-2, Evaluation - Commercial Items (Nov 2021), and the addendum, applies to this acquisition. FAR 52.212-2 Evaluations is tailored as follows:

Addendum to FAR 52.212-2: The Government may award one or multiple BPAs resulting from this solicitation to responsible quoters. The Government will utilize the Lowest Price Technically Acceptable (LPTA) approach, in which, the Government intends to award to offerors with a technically acceptable quote(s) at the lowest overall Total Evaluated Price (TEP). The LPTA approach does not permit tradeoffs between price/cost and past performance and will include an evaluation for technical acceptability.

• Part I – Price Evaluation: The first step will be evaluating the Total Evaluated Price (TEP) and ranking all responsive offers by price from lowest to highest. Offeror’s prices submitted in the Offer Schedule will be evaluated for completeness and fair and reasonableness. All offerors will be evaluated based on price and placed in order from lowest to highest price. To determine the lowest price, the Total Evaluated Price (TEP) for all CLINs will be used.

If the lowest priced quoter did not adhere to submission requirements of Addendum to 52.212-1 or receives an “Unacceptable” rating for the Technical factor, the Government will follow the same evaluation method for the next lowest quoter. The process will continue until a quote is found that adheres to Addendum to 52.212-1 and has an “Acceptable” rating for the Technical Factor.

• Part II – Technical Evaluation: Quoters shall provide sufficient evidence of performing gutter cleaning services for at least 2 years and evidence of previously performing three (3) gutter cleaning services for up to three story buildings. Only references for recent and relevant performances will be evaluated. Recent is defined as work done within the last 3 years from the issue month of this solicitation. Relevant is defined as meeting the scope of the Statement of Work (performing recurring gutter system inspection/diagnostics and clearing of all debris) and experience working on gutter cleaning services for up to three story buildings.

The Technical factor will be evaluated on an acceptable/unacceptable basis defined as follows:

o Acceptable: Quoter’s technical submission adheres to the requirements in this technical factor, adheres to the requirements of the solicitation, and demonstrates understanding of the requirement.

o Unacceptable: Quoter’s technical submission does not adhere to the requirements in this technical factor, does not adhere to the requirements of the solicitation, or does not demonstrate an understanding of the requirement.

Exchanges: The government intends to establish a BPA without exchanges with respective vendors/quoters. However, Government reserves the right to conduct exchanges if deemed in its best interest.
