About this file

This document contains questions and answers regarding a federal contract solicitation for resiliency events. The solicitation requires the contractor to provide all management, instructors, counselors, curriculum, facilities, lodging, media, meals, and childcare to conduct resiliency retreats and events in accordance with the Performance Work Statement. The contractor must develop curriculum specific to each event that aligns with requirements. The solicitation is issued by the Department of the Air Force Special Operations Command. Clarification is provided that the agenda in the PWS is sample only, beach rental costs should be included, two chairs and one umbrella per family are required, and hot or cold meals are acceptable. Additionally, only the prime contractor's attendance is mandatory at annual briefings, and submission of less than five past performance questionnaires will not disqualify a contractor from consideration.

Q&A #4

1) Per the Q&A (1) #13 with 2 beach chairs & 1 umbrella rental/usage. Venue beach rental offices close at 5pm in the Destin area and lock away their inventory. Agenda's for these events don't allow for free time on Saturday afternoon. Do you still want us to include this cost?

a. Answer: The agenda presented in the PWS is just a sample of events and the contractor is not required to adhere to the exact schedule. Please include this cost in your quote IAW the PWS.

2) If we need to include 2 chairs & umbrella- how many packages? 1 per room?

a. Answer: Two chairs and one umbrella will be required per family. Section 1.1.1 summarizes the historical average for lodging which will closely coincide with the number of families.

3) Does lunch have to be "hot" or is cold acceptable?

a. Answer: Hot or cold is acceptable as long as the meal conforms to the requirements of the PWS.

4) For the annual familiarization yearly brief, are you wanting just the Prime contractor in attendance? Or all our partners?

a. Answer: The prime contractor is the only party that is required.

5) If the government doesn't receive 5 PPQ's for the Prime contractor will this deem the contractor "not acceptable"? We are aware that several have been returned to you, but we are at the mercy of each Contracting office to do their part.

a. Answer: No, past performance is used as a measurement to gauge the

Government’s confidence that the contractor will successfully perform the requirements of the contract. Submission of less than five will not disqualify a contractor from competition. It is recommended that each contractor also mention these recent and relevant contracts in their past performance submission.
