Annual Maintenance Elevated Water Towers

FA4417-13-R-0004

FTEV 11-1143B

1. The construction duration for subject project is indicated to be 107 calendar days. This duration is too short for the work involved. Most of the tanks have work on the interior involving welding, painting and other work. Only one tank can be taken out of operation at a time. This interior work on each tank will likely take as a minimum about 30-45 days per tank. There are four tanks to work on.

Answer: Increase the period of performance to 125 calendar days, refer to

Amendment 1.

2. The NAICS Code for this project is 237110, Water and Sewer Line and Related

Structures Construction. Is it acceptable to submit past performance on project that have a different NAICS Code?

Answer: It is acceptable to submit past performance on projects with a different

NAICS Code; however, the past performance must be relevant.

3. On page 38 of 46 it says the following “(ii) Relevancy is defined as Projects involving the type of construction and work elements described in the attached specifications, Section 01010, paragraphs 1.02 and 1.03…”. When we go to Section

01010 in the Specs and look at 1.02 and 1.03 it says the following: 1.02 JOB

DESCRIPTION: Not Used / 1.03 LOCATION: A. The site of the work is Hurlburt

Field, Florida. See drawing for tank location on the Base. There is no description of what is considered a Relevant Project. Can the Government please clarify what it will deem as a Relevant Project for this RFP?

Answer: Relevant project is work on an elevated potable water tank system.

4. We are in receipt of the bid documents for the above-named project. I see in the specifications that a site visit was scheduled for May 29th. We were unable to attend on that date and wanted to know if we could set up a time for another site visit?

Answer: Additional site visits will not be conducted.

5. Verify that 107 day period of performance is calendar vs actual work days (i.e.-includes Saturday, Sundays and holidays in the total).

Answer: Period of performance is increased to 125 calendar days, refer to

Amendment 1.

6. Verify that 107 days is the period of performance in the base contract. And that contractor may propose another time period as an alternative, with the changed cost.

Answer: Period of performance is increased to 125 calendar days. Contractor may propose any other time period as an alternative with the changed cost but must bid the project as required by bid documents.

7. No submittals are required in the contract documents. However, the boilerplate at the beginning of the solicitation package says all submittals shall have a Form 3000.

Please verify this or let us know what submittals are required. If required, please let us know how many days the Government will take to approve and return submittals.

Answer: The contractor is required to submit a “Contract Progress Schedule.” All other items must meet AWWA Standards as identified in the specification, therefore no submittals are required for the repair and install portion of the work. Submittals for final closeout documents, warranties/certifications, etc, will be required.

8. Given the short time line and the need for a detailed schedule, on the towers that must be drained please give the estimated times required for CE to drain the towers, how long to fill and the normal time period for BEE approval to allow us to move to the next tower. Work items not under the direct control of the contractor can greatly influence schedule and we need to make realistic assumptions of duration.

Answer: One day to drain the tank and one day to fill the tank followed by two Bac-

T tests. The government will drain and fill the tanks. The contractor shall perform the Bac-T tests.

9. The specifications do not give detailed descriptions of the amount of steel or demolition. They have attached detailed photos and a report from Utility Services which gives somewhat more detail. Are these reports (with their photos) a part of the contract documents and should they form the baseline for the repair effort?

Answer: The appendix is provided to indicate the work required and are part of the contract documents.

10. On cathodic protection, there is a detailed specification. However, the scope indicates that this effort will inspect and adjust the CP systems and does not involve major repairs. Please verify this.

Answer: The CP systems do not required major repairs except as required under

Summary of work. Specification Section 01010.

11. Can the fence fabric be removed to allow equipment access if it is replaced at conclusion of exterior tower work?

Answer: No.

12. Under the summary, all four tanks have touch-up specified. However the Exterior

Coating Schedule on page 1010-4 calls for complete intermediate and top coats for all tanks. Please verify the intent of the government is complete top coating of all tanks.

Answer: The contractor is only required to “Touch up of exterior of tank” as required by Statement of work. Section 01010.

13. Paragraph 1.10 (A) 3 (k) gives a local design and construction standard. Is an electronic version of this document available?

Answer: The solicitation has already complied with these standards.

14. Given the short schedule, will rain days be added to the period of performance on a day for day basis, or will some seasonal average be used?

Answer: Seasonal average rain days are included in the period of performance but a time extension can be granted on a day to day basis if justified.

15. The specifications give us the right to deviate from an 8 hour workday with approval from the Contracting Officer. For purposes of bidding, may we assume a ten-hour day will be allowed?

Answer: For bidding purposes bid the project as required by the contract documents.

16. Given that the contract documents utilize reports from engineering and coating firms, may we assume these firms will be prohibited from bidding on this project, given their superior knowledge gained by the detailed inspection of the tanks.

Answer: No. All bidders have been provided with the same information.

17. The RFP states 107 days to complete all 4 tank sites, is this a negotiated time?

Answer: Period of Performance has been increased to 125 days, refer to Amendment

1.

18. Will there be time allowed for rain days/holidays and time for submittals being processed or will those days count also?

Answer: All time is included in the Period of Performance.

19. Are we required to have a Superintendent/QC/ and Safety Officer on each site?

Answer: Superintendent/QC/ and Safety Officer can be the same person.

20. Will all 4 tanks be available to start work on that the same time?

Answer: All four tanks will be available to start work on at the same time on the

Exterior. Interior work must be scheduled for one tank at time.

21. Will the contractor be held responsible for security of the site 24 hrs a day until the site is complete?

Answer: Contractor is responsible for normal security while the tank is under his control.
