SOLICITATION NO. FA4417-11-R-0037
PROJECT NO. FTEV 10-1056 RPR-REPAINT PEDESTRIAN BRIDGE
QUESTIONS - ANSWERS #2
18 August 2011 I.
QUESTIONS:
1. After visiting the site, it was noticed that the south end of the bridge is sandwiched in between two power poles standing very close to either side of the bridge and with a power line hanging just above the bridge structure. If the bridge is to be removed and sat on the ground, it is our concern that the removal of the structure will come in contact with the power line or damage the existing poles. Will the Air Force be coordinating with the power company to provide a safe working condition in terms of disconnecting / reconnecting the power line during removal / replacement of the bridge?
Gulf Power representatives are aware that the power lines will pose a problem if the bridge is removed and placed on the ground. They are willing to relocate the power lines temporarily if the work is accomplished on the ground. The successful contractor shall notify the Contracting Officer and Gulf Power in writing within 3 days of Notice to Proceed to request relocation of the power lines. This will allow Gulf Power adequate time to plan for and relocate the power lines. Contractor shall also request a written response from Gulf Power indicating the required number of days they will need to plan/relocate the power lines. All costs associated with the relocation shall be included in the contractor’s proposal.
2. When the bridge was constructed, the structure was first erected and then the concrete was poured in place. If the Air Force desires to remove the bridge structure and place it on the ground for work to be performed, we feel that the additional weight from the concrete might stress the structure causing additional problems. We also feel that the flexing of the bridge structure will potentially spall the concrete in place. With this said, does the Air Force wish for the contractor to figure to replace all concrete in the pans?
See Addendum #3 and revised Bid Schedule.
3. The plans and specs call for the handrail on the bridge to be replaced but does not specify anything in regards to replacing the handrail on the switchback ramps coming off the bridge. This was brought up at the site visit and I was told that it was only the handrail on the bridge was to be replaced and that sandblast / painting would correct the handrail issues on the switchbacks. After further review of the on-site conditions, I noticed that many of the brackets holding the handrail in place on the switchback were almost completely rusted through. Does the Air Force wish to replace all handrail associated with the bridge structure to include the switchbacks?
See Addendum #3 and revised Bid Schedule.
4. Just to clarify, does the Air Force wish to sandblast and paint the entire bridge structure to the switchback landings?
The existing finishes of the entire steel portion of the bridge including ramps and landings shall be removed by sandblasting or any other method approved by the Contracting Officer prior to installation of the new painting system.
