FA4417-11-R-0037 Repair/Repaint Pedestrian Bridge, Hurlburt Field

17 August 2011

1. QUESTION:

Is an SSPC QP2-Lead Paint removal license required for the Bridge repair/repaint? The Army, Navy and Florida DOT require it for their bridges.

1. ANSWER:

Since the USAF (Hurlburt Fld) is the facility owner for the bridge, there are no environmental drivers that would require the SSPC-QP2 certification requirement. The FDOT requires it for bridge/highway structures they own and since it is not a marine bridge, it doesn't fall under the

Tri-Services Facilities Guide Spec.

2. QUESTION:

Is there a containment requirement/level required for the paint removal?

2. ANSWER:

There is no specific containment requirement/level as the existing paint tested on the bridge is not considered a HAZMAT issue; however, preventative measures must be taken to reduce as much waste as possible, regulated or non-regulated, from entering the storm water system.

The paint was tested and analyzed through an EPA approved method with the results below the

RCRA regulatory levels for lead and other heavy metals.
