About this file
This is an RFI Log (Request for Information response document) addressing 15 questions and answers regarding the FY27 Chiller Maintenance contract at Scott Air Force Base, Building B1900. The solicitation (FA440727QDW04) seeks comprehensive preventative maintenance, inspection, and repair services for three Carrier 19XRV centrifugal chillers and two Variable Frequency Drives, with services to be performed by the contractor at Scott AFB under the 375th Contracting Squadron.
Key clarifications from the RFI include: (1) the maintenance frequency consists of three quarterly inspections plus one annual maintenance service per chiller per year (9 total visits); (2) Attachment A referenced in the SOW comprises pages 11-12 of the Statement of Work itself; (3) VFD maintenance shall follow Carrier specifications and may include firmware verification, parameter backup, and thermal imaging; (4) the 40 labor hours allocated under CLIN 0005 for Corrective Maintenance represents a Government estimate and initial Not-to-Exceed ceiling, not a guaranteed minimum, with additional hours authorized via modification; (5) parts reimbursement under CLIN 0006 is strictly limited to actual supplier invoice cost with no contractor markup permitted; (6) after-hours emergency response is reserved as a Government right but not anticipated as routine, with compensation at the established hourly labor rate without premium pay; (7) the correct coordination office is 375 CES/CEIE for chemical and hazardous waste matters; and (8) the contractor's scope excludes pumps, cooling towers, Building Management System, refrigerant monitoring systems, actuated valves, flow meters, and other ancillary equipment, which are serviced by the HVAC shop or separate contracts.

FY27 CHILLER MX RFI LOG – Scott AFB
375 CONS – 09.14.2027
1. The SOW describes Routine Chiller Inspection and Operational Checks as a “quarterly” requirement, while RFQ CLIN 0001 (and the corresponding option-year CLINs) price this line item at a quantity of 9 per year (3 chillers × 3 visits/year). Please confirm whether the intended frequency is 3 or 4 inspections per chiller per year, and if 4 is intended, whether the CLIN quantities will be revised by amendment.
A. The equipment is to receive 3 quarters and one annual maintenance service.
2. SOW paragraphs 2.1 through 2.3 refer to “Attachment A” for the minimum description of maintenance tasks at each interval. The RFQ's Attachment List identifies only three attachments (the SOW, the solicitation provisions and contract clauses, and the SCA Wage Determination), with no separate “Attachment A” included. Please confirm whether “Attachment A” refers to the SOW itself, or whether a separate, more detailed task list exists and can be provided to offerors.
A. Attachment A is pages 11 and 12 of the SOW (the last two pages).
3. Please provide additional detail on the scope of “VFD Shutdown and Maintenance” for the two Variable Frequency Drives identified in the SOW — specifically, whether this task is limited to the vacuum cleaning and connection-tightening described in SOW §1.3, or whether it also includes firmware verification, parameter backup, thermal imaging, or other diagnostic activity.
A. Mx shall be performed to Carrier specifications in order to maintain effective, reliable and efficient operation. That very well could include firmware verification, parameter backup, thermal imaging, or other diagnostic activity.
4. RFQ CLIN 0005 (and equivalent option-year CLINs) allocate 40 labor hours per year for Corrective Maintenance, priced on a labor-hour basis. Please confirm whether this quantity represents a Government estimate for pricing/evaluation purposes only, a not-to-exceed ceiling, or a guaranteed minimum, and clarify how corrective maintenance hours beyond 40 per year would be authorized and funded.
A. The 40 hours listed for CLIN 0005 is a Government estimate for evaluation purposes and establishes the initial Not-to-Exceed (NTE) ceiling for the Labor Hour CLIN. The Government is not obligated to order a minimum quantity of hours. If additional hours are required beyond the 40-hour ceiling during the period of performance, the Contracting Officer may add hours to the CLIN via modification.
5. SOW §4.1 states that repair parts are reimbursed “at cost.” Please confirm whether a contractor handling fee or markup on parts procured under CLIN 0006 (Reimbursable Parts, Time and Material) is permitted, or whether reimbursement is strictly limited to the supplier's invoiced cost.
A. Reimbursement for parts under CLIN 0006 is strictly limited to the actual, verifiable invoice cost from the supplier, with no additional contractor markup, profit, or handling fees permitted. Offerors shall not include any markup fee percentage in their proposal for this CLIN
6. SOW §1.1 characterizes the requirement as including work performed on an “emergency repair basis,” while SOW §3.2 limits Service Requests to normal duty hours (0600–1600, Monday–Friday) with a 24-hour response window. Please clarify whether after-hours or weekend emergency response is required under this contract and, if so, the response-time standard that applies outside normal duty hours.
A. The Government does not anticipate the need for routine after-hours work. However, in the event of an emergency or mission-critical failure, the Government reserves the right to order corrective repairs outside normal operating hours in accordance with the Statement of Work. In accordance with the contract terms, all labor performed will be compensated at the established, fully burdened hourly labor rate proposed under CLIN 0005. The contract does not provide for separate overtime or premium pay rates.
7. SOW §5.1 references office symbol “375 CES/CEIE” for coordination of chemicals brought on base, while SOW §9.3.1 and §9.3.3 reference “375 CES/CEI” for hazardous-waste and chemical-material coordination. Please confirm the correct office symbol for these coordination requirements.
A. CEIE, the COR will facilitate coordination.
8. Does the Government require the awarded contractor to perform service on pumps (e.g., chilled water and/or condenser water pumps) associated with the Building 1900 chiller plant, which are not directly called out in the SOW? If so, please provide the scope of work, service frequency, and the model and serial number of each pump.
A. No. Service on pumps is performed by the HVAC shop. If pump operation is affecting a chiller notification to the HVAC shop is necessary.
9. Does the Government require the awarded contractor to perform service on cooling towers associated with the Building 1900 chiller plant, which are not directly called out in the SOW? If so, please provide the scope of work and service frequency for each tower.
A. No, work is accomplished via separate contract.
10. Does the Government require the awarded contractor to perform service on the Building Management System (BMS) associated with the Building 1900 chiller plant, which is not directly called out in the SOW?
A. No. If BMS questions in regard to chillers arise, it will be directed to the HVAC shop.
11. Does the Government require the awarded contractor to perform service on refrigerant monitoring systems associated with the Building 1900 chiller plant, which are not directly called out in the SOW?
A. No. This is performed by the HVAC shop.
12. Does the Government require the awarded contractor to perform service on actuated valves controlled by the Building Management System, which are not directly called out in the SOW?
A. No. This is performed by the HVAC shop.
13. Does the Government require the awarded contractor to perform service on flow meters associated with the Building 1900 chiller plant, which are not directly called out in the SOW?
A. No. This is performed by the HVAC shop.
14. Does the Government require the awarded contractor to perform service on any other ancillary equipment associated with the chillers and the chiller plant that is not directly called out in the SOW?
A. No. This is performed by the HVAC shop.
15. Could you please provide the nameplate information or model numbers for the three chillers and two VFDs?
