About this file

This Request for Quotation (RFQ) seeks commercial lodging services for the Department of the Air Force's Mobility Guardian event in Cairns, Australia during July 2025. The 375th Contracting Squadron requires a total of 89 rooms across two distinct periods: 7 double occupancy and 2 single occupancy rooms from 06-08 July 2025, and 80 double occupancy and 10 single occupancy rooms from 09-27 July 2025. The solicitation is structured as a full and open competition under NAICS code 721110, with a 21-day performance period and potential for multiple vendor awards.

Key evaluation criteria prioritize technical performance over price, with vendors assessed on three primary subfactors: number of hotel rooms provided (preferring single-location lodging), staffing plan completeness, and proximity to Cairns Airport (with hotels more than 30 minutes away deemed unacceptable). Quotes are due by 2:00 PM CST on 16 May 2025, submitted via email to the contract specialist and contracting officer. The government reserves the right to distribute the requirement among up to three vendors, with awards based on technical acceptability and lowest aggregate price.

BASIS FOR AWARD/EVALUATION PROCEDURES

• Award will be made IAW FAR 12.602 and 13.106 procedures and the procedures specified in this notice, and on the basis of the best value that is technically acceptable. A contract may be awarded to the offeror deemed responsible IAW FAR 9.1, as supplemented, whose quote conforms to the notice’s requirements and is judged to represent the best value to the Government,. The Government has prioritized technical performance over price for this contract. The Government will evaluate the technical factors as follows:

https://encoded-592c9deb-987b-4562-aa3c-9fa3d37d83e9.uri/mailto%3a(latoyia.williams.1%40us.af.mil)%2c mailto:Jacob.wunder.1@us.af.mil

• Factor 1 Technical – Technical capabilities will be evaluated as outstanding, acceptable, or unacceptable based on: how many hotel rooms the offeror can provide, the staffing plan, and the distance from Cairns Airport.

▪ Subfactor 1- Number of Hotel Rooms Offeror Can Provide: Due to mission requirements, the government would prefer to award to the offeror who can provide lodging in 1 location over having multiple awards and or multiple locations.

▪ Vendors who provide all lodging in one facility will receive preference towards an outstanding rating (i.e. rated higher) over those who propose multiple hotels.

• Alternatives: Offerors may propose alternatives provided the following guidelines are adhered to: If a vendor is unable to provide all requested rooms in this RFQ then, the offeror can submit a revised room list that has at least 40 of the rooms that are being requested.

• An alternative may be used when the quote offers separate methods or standards for completing a specified work element providing the Government with a trade-off within the quote. It may be a unique requirement being offered which goes above and beyond the project requirements.

▪ Subfactor 2 - Staffing Plan: Part of the technical plan will include a staffing plan to ensure all the needs specified in the PWS are met. Any deviations from the requirements in the RFQ will be considered unacceptable.

▪ Subfactor 3 – Distance from Cairns Airport: Due to mission requirements any hotel more than

30 minutes away from cairns airport will be considered unacceptable.
