1. Scope. A non-personal services Indefinite Delivery Indefinite Quantity (IDIQ) contract to plan, coordinate, and support religious needs, chapel religious education, and music worship services in a pluralistic environment. The mission is to meet community needs with faith-based programs for a diverse, multi-cultural and multiethnic group living in a military infrastructure.
The government does not have supervisory control over the service provider. Service providers are accountable solely to the contractor who is responsible to the government. This is a 5 year contract consisting of a 1 year base plus 4 option year and a 6 month option to extend. Place of Performance will be at Scott AFB.
2. Description of Services/Objectives. The contractor shall provide all management, personnel, transportation, tools, materials, supervision, and other items for non-personal services necessary to perform Chapel Ministries Support as defined in this Performance Work Statement (PWS).
The Prime contractor and the contract employee shall perform to the standards in this contract.
This includes the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resources application to accomplish all tasking under the contract. The contractor shall be responsible for maintaining communication with the contracting officer (CO) and the contracting officer’s representative (COR), and to immediately notify both the CO and the COR of any problems that would prevent timely performance of this contract. The Prime contractor is responsible for and required to implement, and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract.
3. Ordering. This IDIQ contract shall allow the government to place task orders with the awarded contractor for one or more positions outlined in the appendices. The government is not obligated to order a minimum amount of services or utilize all positions. The government shall be obligated to fulfill a minimum consideration of $50,000.00 on the base year of the contract.
This minimum obligation is not repeated in the option periods. The minimum contract value for this IDIQ contract will be implemented through the issuance of Task Order 0001, upon award of the overarching IDIQ. This task order will be issued upon the execution of this contract for the purpose of Chapel Services. The maximum value for the entire Chapel Services IDIQ is $700,000.00. The positions consist of Catholic Religious Education (RE) Coordinator, Protestant Religious Education (RE) Coordinator, Catholic Youth Coordinator, Protestant Youth Coordinator, Catholic Music Director, Protestant Music Director, Catholic Musician, and Protestant Musician.
4. Task Orders. Task orders shall be placed for a minimum of one month but no more than five years, with options, and may include multiple positions. This PWS is intended to allow task orders to be placed by siting the applicable appendix to be performed.
5. General Position Descriptions
5.1. The RE Coordinator positions will coordinate and implement programming as determined by the Wing Chaplain or designee, (designee for the Catholic Parish means Catholic Priest or an Ordained Minister) including each endorser’s religious education requirements and support all Scott AFB chapel services identified in Appendices A and B.
Also, RE Coordinators will work collaboratively with the Parish Coordinators and specific volunteers for ecumenical education programs.
5.2. The Music Directors will coordinate and implement music programming as determined by the Wing Chaplain or designee and support all Scott AFB chapel services identified in Appendices C and D. Appendix I is used when the Music Director and Musician position are combined.
5.3. The Musician will implement programming as determined by the Music Director, the Wing Chaplain or designee and support all Scott AFB chapel services identified in Appendices E and F. Appendix I is used when the Music Director and Musician position are combined.
5.4. The Youth Coordinator positions will coordinate and implement youth programing as determined by the Wing Chaplain or designee and support all Scott AFB chapel services identified in Appendices G and H.
6. Prime Contractor General Responsibilities. All Chapel Prime contractor/Contract employee shall:
6.1. Notification of an absence that is not an emergency shall be provided by the Prime contractor in writing to the COR 2 weeks before the scheduled absence. Emergent absence shall be communicated to the COR via email and phone NLT an hour prior to program requirement. Excessive absence for any one particular contract employ may result in a request for the Prime to mitigate or provide replacement. Provide replacement for the position within 20 days of onset of knowledge contract employee absence.
6.2. The COR will communicate NLT 0730 to the Prime contractor all closings due to local or national emergencies, administrative closing or similar government directed facility closing due inclement weather or other natural disasters. Prime will provide cell phone number to COR for emergent reasons only.
7. Contractor Employee Responsibilities.
7.1. Possess basic office computer skills.
7.2. The contract employee shall ensure compliance with DAFI 52-105, ScottAFBI 52-105, AFI 52-101, and DAFMAN 52-107 as applicable to the performance of their duties to include but not limited to planning/executing events, expenditure planning/requests, volunteer management, and general conduct.
7.3. The contractor employee may use Chapel owned or managed equipment. No equipment may be removed from the Chapel without written authorization from the Superintendent, Religious Affairs or designee. Equipment will be signed out by hand receipt if authorized.
The COR will notify the prime of any equipment the contract employee is authorized to take home from the chapel.
7.4. Recruit and advertise mission objectives for volunteers to promote the Chapel.
7.5. Report any facility damage or witnessed fraud, waste, and abuse to the COR within one hour of occurrence.
7.6. The RE and Youth Coordinators will be provided a work space to conduct their responsibilities. If the contract employee receives telephone calls for other chapel staff, the contract employee will transfer calls to the appropriate staff member.
7.7. Be present for the entire program requirement contracted unless determined unnecessary by the Wing Chaplain or designee.
7.8. Prepare and/or coordinate to ensure facilities are ready for use and returned to original configuration when completed.
7.9. Contractor shall be responsible for keys provided. Contractor shall report to the Chapel Facility Manager any lost keys upon discovery of the occurrence. All keys shall be returned upon completion of the contract. The contract employee may be required to open/lock up the facility entry/exits their program is utilizing when accomplishing program requirements. The contract employee shall report lost keys to the Facility Manager immediately upon discovery.
7.10. All Contract employees shall submit an application to the chapel background check monitor prior to assuming duties for a background check according to Department of Defense Instruction (DoDI 1402.5), Criminal History Background Checks prior to performing contract duties. The contractor shall only employ personnel in the performance of this contract that initiated three background checks upon contract award to include Installations Records Check (IRC), FBI Fingerprint Check, and Tier 1 Child Care Coverage Check (formerly known as CNACI). While awaiting completion of background check, contract employees will perform duties in accordance with limitations determined by the Wing Chaplain.
7.11. Gain a basic understanding of US Air Force Chaplain Corps’ mission, vision, policies and procedures. Relevant info will be provided to contract employee by the COR within two weeks of start date at chapel.
7.12. Maintain professional standards of conduct and personal hygiene. Contractor personnel shall present a clean and neat appearance at all times suitable for religious services and conduct shall not reflect discredit upon this installation or the Department of the Air Force.
The contract employee shall not use language, clothing, or take derogatory actions in the performance of this contract.
7.13. Work unsupervised with a diverse group of people and possess an ability to maintain healthy, functional interpersonal relationships with co-workers, chapel staff, parishioners, and the public.
7.14. Work in a religiously pluralistic environment and have willingness to work with people of diverse faith expressions.
7.15. Be in place at designated locations 15 minutes before program requirements. Program requirements are defined in this document as the Scott AFB Annual Ministry Plan (AMP).
7.16. Contract employee shall be flexible with the respective parish community during non-traditional hours in coordination with the COR.
7.17. Ensure all volunteers working with youth below 18 years of age have received a background check through the Chapel Background Check monitor as described in DoDI
1402.5. Validate the background check prior to scheduling volunteers.
7.18. Prepare and route facility requests within required time frames. Deconflict facility requests when there is a scheduling conflict.
8. Logistical Support: The principal place of performance for this requirement will be Scott AFB, IL. The Government does not intend to provide any logistical support (to include but not limited to the following: relocation cost, cost of living allowance, housing allowance, access to Commissary or Base/Post Exchange, medical care, military postal system use). If the contractor resides outside of the local area they shall be responsible for all incurred relocation costs and will not be reimbursed.
9. Telework: During the normal course of events, telework is not authorized. But in irregular times (i.e. pandemic, national emergencies, or times otherwise deemed necessary by base leadership) telework may be authorized in accordance with the DD2946 “Telework Agreement.”
In addition, contractor must complete “Telework Fundamentals – Employee Training” (or other training required by the government for telework) prior to the start of telework.
10. General Information:
10.1. Contractor Consent to Background Checks: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas. All identifying credentials will be compliant with the REAL ID Act.
10.2. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, this event shall excuse the contractor from proceeding with the contract as required.
10.3. Badges: The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area. All DBIDS cards/passes will be turned in to the Dixon Visitor Control Center upon expiration of pass and/or completion of contract.
10.4. Contractor Registration of Vehicles on Scott AFB: All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on Scott AFB.
10.5. Access to Installation during Force Protection Conditions (FPCONs): During increased FPCONs contractors will be notified whether or not they are mission essential IAW requirements contained in SAFBI 31-101/Installation Security Instruction. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.
10.6. Property Protection: Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, Integrated Defense and command/local directives. The contractor shall safeguard all government-owned equipment and materials in his/her possession or use.
10.7. Safeguarding Classified or Unclassified Information: The contractor shall meet Air Force standards for storing, processing, and handling any FOUO and PII information.
Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.
10.8. Non-Disclosure Agreements: To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager.
10.9. Privacy Act: Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
11. Services: Non-Personal Services and/or Inherently Governmental Services: The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.

12. Furnished Equipment And Supplies. All equipment needed to fulfill this statement of work will be provided by the Scott AFB Chaplain Corps. For other than Music Director and Musician positions, a computer, computer programs/software including Microsoft Office, and common work area will be provided. For all positions shared office equipment including printer, standard office supplies (pens, paper, paper clips, staples, etc.), and internal funds request and processing forms will be provided by the Scott AFB Chaplain Corps.
13. Conference And Training Fees. Chaplain Corps may allow contract employee to attend position related conferences or training, to include travel expenses, which would be funded contingent upon availability of funds and approval by the Wing Chaplain.
Appendix A: Catholic RE Coordinator
A. Catholic RE Coordinator must:
1.A.1. Have a master’s degree in theology or related studies, the advanced certificate of Catechesis, or provide proof of two years’ experience in this or similar role. The advanced certificate of Catechesis is defined by the Archdiocese for the Military Services (AMS) with guidelines found at https://www.milarch.org/catechist-certification/.
1.A.2. Experience with Catholic Religious Education and the whole spectrum of Roman Catholic Liturgical practices since the Second Vatican Ecumenical Council and at least two year’s experience coordinating religious education is required.
1.A.3. Remain current in all catechist trends by reading, attending workshops, and/or participating in continuing education.
1.A.4. The contractor must provide a signed letter from the Priest of the contract employee’s Catholic Church indicating that the contract employee is in good standing.
1.A.5. Effectively and efficiently organize and manage diverse program elements.
1.A.6. Understand and execute the basics of resourcing for their programs including direct and indirect mission requirements.
1.A.7. Evaluate and coordinate the ordering of curriculum and supplementary material using a purchase request for the program as approved by the AMS and the Wing Chaplain.
1.A.8. The contractor will utilize audio/visual equipment for in-person and virtual programs. The government will provide tutorial assistance as necessary.
1.A.9. Utilize Scott Chaplain Corps (HC) Shared Drive for all continuity files, Catholic Parish Electronic Database, After Action Reports, AMS requirements, member registrations and other program information.
1.A.10. Coordinate, source, and constructively cooperate with all RE volunteers by supporting their work with administrative tasks such as ordering curriculum and ensuring supplies and curriculum are up to date for all programs. Prepare and route purchase requests within required time frames.
1.A.11. Coordinate program off-site events and advise the COR of program and volunteer needs and requirements.
1.A.12. Recruit, train, and monitor catechists and volunteers in the program.
1.A.13. Ensure that all volunteers participating in the RE program comply with DoDI
1402.5 when working with children under the age of 18.
1.A.14. Schedule volunteers with appropriate clearance for program requirements involving children under the age of 18.
1.A.15. Coordinate sacramental preparation programs to include Baptism, First Reconciliation, First Communion, and Confirmation. These duties include recruiting catechists and setting time and place for parent-teacher meetings as determined by the RE Coordinator.
1.A.16. Coordinate program format for Baptism, First Reconciliation, First Communion, Confirmation, and class liturgies with the Catholic Parish Coordinator.
1.A.17. Deliver, assist, and prepare the Rite of Christian Initiation for Adults (RCIA) in coordination with Catholic Parish Coordinator.
1.A.18. Supply all necessary records to AMS after the sacraments have been conducted in accordance with AMS guidelines.
1.A.19. Provide the services in accordance with Catholic ecclesiastical, canonical, and liturgical norms and practices as prescribed by the United States Conference of Catholic Bishops.
1.A.20. Organize, plan, schedule, and publicize religious programs to include Catholic Vacation Bible School (VBS). Maintain a sign-up/attendee log for program events.
1.A.21. Develop and submit an annual calendar of events by 1 July for approval by the Wing Chaplain or designee. At initial on-set of contract, the deliverable will be 30 days from start of employment.
1.A.22. Attend all Catholic Advisory Committee meetings (approximately monthly), Religious Education related meetings (as determined by the RE coordinator), and other meetings as directed by the Wing Chaplain or designee (approximately weekly).
1.A.23. Advise Wing Chaplain or designee on annual Chapel Tithes and Offerings Fund (CTOF) program requirements No Later Than (NLT) 1 July or as directed. At initial on-set of contract, the deliverable will be 30 days from start of employment.
1.A.24. Develop a clear description of the duties and scope of responsibility for each RE volunteer with the Chaplain Corps Volunteer Program Manager IAW AFI 52-101.
1.A.25. Provide initial and annual orientation and training for RE volunteers IAW AFI 52.101.
1.A.26. Facilitate catechist certification process with AMS for program's volunteers.
Additionally, provide catechists ongoing training to maintain AMS currency.
1.A.27. Provide required resources for the catechists in the program.
1.A.28. Track and monitor RE volunteer hours. Produce monthly data and a year-end Catholic Community report concerning the Catholic Religious Education Program to include volunteer hours, attendance figures, funds expenditures, and materials ordered.
1.A.29. Provide annual feedback on performance to RE volunteers.
1.A.30. A unit of work for this position consists of approximately 25 hours per week (100 hours per month, 1,300 per year). A typical work week will consist of approximately 25 hours, but may fluctuate and will be determined by the activity/activities necessary to complete the requirements of the contract. Changes to work hours will be coordinated through the COR.
1.A.31. Implement approved programs and evaluate program success through After Action Reports. Report should be turned in via email within 5 business days of event conclusion.
Appendix B: Protestant RE Coordinator
B. Protestant RE Coordinator must:
1.B.1. Provide written validation of their credentials as a Christian lay leader on official letterhead by an official religious organization IAW AFI 52-101 para 3.4.3. A bachelor’s degree and at least one year’s experience coordinating Christian religious education are required.
1.B.2. Be familiar with and practice the basic tenets of the Protestant faith. Protestant is defined in the performance of this contract as the religion or religious system of any Christian church which proceeded from the Protestant Reformation of the 16th century and adheres substantially to the principles and theology established by Luther and Calvin;
this includes Trinitarian theology, the historic creeds and confessions of the Western Church, and the reliability of the Bible. This definition includes (but is not limited to) the Baptist, Episcopal, Lutheran, Methodist, Pentecostal, Church of God, and Presbyterian traditions, as well as most nondenominational churches.
1.B.3. Efficiently organize and manage diverse program elements.
1.B.4. Understand and execute the basics of resourcing for their programs including direct and indirect mission requirements.

1.B.13. Implement approved programs and evaluate program success through After Action Reports. Report should be turned in via email within 5 business days of event conclusion.
1.B.14. A unit of work for this position consists of approximately 25 hours per week (100 hours per month, 1,300 per year). A typical work week will consist of approximately 25 hours, but may fluctuate and will be determined by the activity/activities necessary to complete the requirements of the contract. Changes to work hours will be coordinated through the COR.
Appendix C: Catholic Music Director
C. Catholic Music Director must:
1.C.1. Provide written validation of their credentials. A baccalaureate degree in music or equivalent and two years’ experience with Catholic Masses and the whole spectrum of Catholic Liturgical practices since the Second Vatican Ecumenical Council is required.
1.C.2. Have at least two years recent experience (professional or volunteer) as a director at a church or military chapel.
1.C.3. The contractor must provide a signed letter from the Priest of the contract employee’s Catholic Church indicating that the contract employee is in good standing.
1.C.4. Follow all copyright laws governing printed matter and their proper use.
1.C.5. Efficiently organize and work with a variety of musical backgrounds.
1.C.6. Direct and lead the music service on regularly scheduled weekend (52) services, Holy Days of Obligation (15), and special services (average of 5 per year) as determined by the Catholic liturgical calendar and in coordination with the Catholic Priest.
1.C.7. Lead/direct/accompany choir rehearsals once a week (52) and Holy Days of Obligation (15), and special services (average of 5 per year). Rehearsals shall be a minimum of one hour in length.
1.C.8. Prepare and provide music in accordance with Roman Catholic worship practices.
1.C.9. Direct music services to include piano and/or organ, vocals, sight reading, select instrumental, and choral music relating to the liturgical seasons, rite, or sacrament being celebrated, choral direction, and teaching choral harmonies, i.e., soprano, alto, tenor, and bass.
1.C.10. Work in cooperation with the Wing Chaplain or designee.
1.C.11. Develop adult and children’s choirs by recruiting, auditioning, training, and directing volunteers.
1.C.12. Recruit, audition, train, and direct paid and volunteer musicians, cantors, and soloists.
1.C.13. Attend Catholic Liturgy Committee meetings (5 per year) and the Catholic Advisory Council (CAC) meetings (12 per year).
1.C.14. Maintain a music library containing resources to be used in support of the Catholic Worship Service Music Program(s). Maintenance of the library will include reviewing material on file, submitting requests for new materials compatible with the potential of active music group, and also ensuring no illegal copies of music exist in the library.
1.C.15. Coordinate with the Catholic Priest in the selection, preparation, and performance of music, which relates to the theme established by scripture reading and/or religious season.
1.C.16. Play a wide range of musical styles from classical to contemporary Catholic hymns.
1.C.17. Provide choral direction, and teach choral harmonies, i.e., soprano, alto, tenor, and bass.
1.C.18. Be proficient at the minimum with acoustic guitar or piano, and vocals.
1.C.19. Maintain accountability of praise and worship equipment used in performance of duties.
1.C.20. Submit fund requests for additional equipment needed for program requirements.

D. Protestant Music Director must:
1.D.1. Provide written validation of at least two years recent experience (professional or volunteer) leading a praise and worship team at a church or military chapel.
1.D.2. Direct and lead Protestant Musician for program requirements.
1.D.3. Follow all copyright laws governing printed matter and their proper use.
1.D.4. Efficiently organize and work with a variety of musical backgrounds to include traditional music, gospel music, and contemporary music.
1.D.5. Have a comprehensive understanding of organization, mission, vision, policies and procedures.
1.D.6. Recruit and maintain at least five volunteers to provide praise and worship for program requirements.
1.D.7. Recruit, direct and lead praise and worship team.
1.D.8. Coordinate with the lead faith group chaplain in the selection, preparation and direction of praise and worship, which relates to the theme established by scripture reading and/or religious season.
1.D.9. Provide one praise and worship service and one rehearsal per week. Provide up to 12 functions per month including special services. Special services include holiday programs, funerals, and memorial services.
1.D.10. Be proficient at the minimum with acoustic guitar or piano, and vocals.

1.E.3. Cantor for masses, or recruit and train a volunteer to cantor, for regularly scheduled weekend (52) services, Holy Days of Obligation (15), and special services (average of 5 per year) as determined by the Catholic liturgical calendar and in coordination with the Catholic Priest.
1.E.4. Perform services to include playing the piano and/or organ, vocal proficiency, sight reading, select instrumental, and choral music relating to the liturgical seasons, rite, or sacrament being celebrated.
1.E.5. Perform in one Catholic service per week on Sunday, and one rehearsal during the week-totaling two functions. Provide 12 functions per month (on average) including special services.

G. Catholic Youth Coordinator must:
1.G.1. Provide written validation of their credentials as a Catholic lay leader on official letterhead by an official Catholic Church IAW AFI 52-101 para 3.4.3. A high school diploma and at least two years’ experience (paid or volunteer) as a Youth Minister, Director of Religious Education, Formal Catechetical teacher, military chapel youth coordinator, or related field are required.
1.G.2. Remain current in all catechist trends by reading, attending workshops, and/or participating in continuing education.
1.G.3. The contractor must provide a signed letter from the Priest of the contract employee’s Catholic Church indicating that the contract employee is in good standing.
1.G.4. The contractor will utilize audio/visual equipment for in-person and virtual programs. The government will provide tutorial assistance as necessary.
1.G.5. Coordinate a program of religious education with the Catholic RE coordinator and Catholic Priest in accordance with the guidelines set forth by the AMS for youth grades 7-12. Hours will include some normal duty hours (0730-1630), as well as some evening, weekend and holiday hours. Twenty (20) hours of work per week on average.
1.G.6. Provide the services in accordance with Catholic ecclesiastical, canonical, and liturgical norms and practices as prescribed by the United States Conference of Catholic Bishops.
1.G.7. Organize, plan, schedule, and publicize approved religious programs for youth IAW AMS. Execute a Catholic Youth Program that includes: weekly youth group meetings, a monthly special event, and an annual retreat. Ensure attendance is taken for all events.

1.G.12. Develop and maintain a continuity file with pertinent information of the Youth Program. File shall be maintained on the chapel shared drive and include comprehensive Youth plan, fund requests, volunteer and attendance data. Utilize Scott Chaplain Corps (HC) Shared Drive for all continuity files, Catholic Parish (Community) electronic Database, After Actions Report, AMS requirements, member registration and other program information.
1.G.13. Provide information to Catholic Parish about local church about Youth Ministry programs.
1.G.14. Work in conjunction with the Catholic RE Coordinator and Wing Chaplain or designee to provide materials and curriculum for the Junior and Senior High youth catechists.
1.G.15. Ensure set-up, tear down, and orderliness of space utilized for program (i.e., returning tables and chairs to original location, storing equipment in secure locations).
1.G.16. Provide Wing Chaplain or designee an annual review of the program by 1 July, providing a summary of activity, trends and progress during the preceding year. Include information and suggestions regarding future program direction. At initial on-set of contract, the deliverable will be 30 days from start of employment.
1.G.17. Coordinate, source, and constructively cooperate with all youth volunteers by supporting their work with administrative tasks such as ordering curriculum and ensuring supplies and curriculum are up to date for all programs. Prepare and route purchase requests within required time frames.
1.G.18. Develop a clear description of the duties and scope of responsibility for each youth volunteer.
1.G.19. Supervise youth program volunteers IAW AFI 52-101, 6.2.6.
1.G.20. Implement the Youth Ministry program as outlined by the Wing Chaplain or designee.
1.G.21. Coordinate with chapel staff to advertise Youth Ministry programs to encourage maximum participation. Create publicity for program and coordinate distribution of advertising.
1.G.22. Plan and oversee special events to support the Youth Ministry program throughout the church year. These events may be in conjunction with local diocesan Youth ministry programs.
1.G.23. Attend youth conferences, retreats and other youth activities with Youth Ministry members within a 50 mile radius of Scott AFB.
1.G.24. Conduct, facilitate or assist with registration for Catholic Youth Ministry activities. Contractor may be required to handle currency.
1.G.25. Conduct, facilitate or assist with providing food for Youth Ministry activities and special events via purchase request to the lead faith group chaplain.
1.G.26. Coordinate program off-site events and advise the COR of program and volunteer needs and requirements.
1.G.27. Implement approved programs and evaluate program success through After Action Reports. Report should be turned in via email within 5 business days of event conclusion.
Appendix H: Protestant Youth Coordinator
H. Protestant Youth Coordinator must:
1.H.1. Provide written validation of their credentials as a Christian lay leader on official letterhead by an official religious organization IAW AFI 52-101. A high school diploma and at least two years’ experience (paid or volunteer) as a Youth Minister, Sunday School Superintendent, Director of Religious Education, Formal Christian School teacher, military chapel youth coordinator, or related field are required.
1.H.2. Be familiar with and practice the basic tenets of the Protestant faith. Protestant is defined in the performance of this contract as the religion or religious system of any Christian church which proceeded from the Protestant Reformation of the 16th century and adheres substantially to the principles and theology established by Luther and Calvin;
this includes Trinitarian theology, the historic creeds and confessions of the Western Church, and the reliability of the Bible. This definition includes (but is not limited to) the Baptist, Episcopal, Lutheran, Methodist, Pentecostal, Church of God, and Presbyterian traditions, as well as most nondenominational churches.

Appendix I: Combination of Catholic Music Director and Musician
I. When required, this appendix will combine the necessary responsibilities of both the Music Director and Musician positions for the appropriate Religious congregation. This circumstance is used when services are minimal and the combined roles require up to but not more than 5 hours per week.
