Chapel Services IDIQ Questions, Follow‐up
1. In Questions/Answers, Page 4, the Government states, “The Prot musician/director is not needed at this time…” and “Not currently seeking to fulfill Prot musician/director roles.” As the pricing attachment (Attachment 1) was not revised, is the Government seeking a price quote to fill the Protestant Music Director and Musician at a later date? Please advise offerors whether to submit price quote for Protestant Music Director (Appendix D), Protestant Musician (Appendix F), and Combined Protestant Director/Musician (Appendix J).
Yes, all positions should be priced to potentially be used at some point during the IDIQ ordering period. Per the previous questions, there are existing contracts for some positions and no contracts existing for others. These contracts end at different points and if needed, will have a task order issued to activate them when the positions are converted to this contract. Please price all positions described.
The combined and non‐combined positions will never be used simultaneously. The Catholic Music Director (Appendix C) and Catholic Musician (Appendix E) will be used if services are abundant and workload increases. Otherwise, the Combined position (Appendix I) would be used, if services are ongoing. As previously stated, no Protestant Music Director or Musicians are currently being utilized due to COVID‐19/demand. It is anticipated but not guaranteed that the five (5) primary positions will be needed; Catholic RE Coordinator, Protestant RE Coordinator, Catholic Youth Coordinator, Protestant Youth Coordinator, and Catholic Music Director/Musician (Combined). End dates for each contract will be discussed with the awardee, however the earliest anticipated needs are Catholic RE Coordinator (1 Aug 21), Catholic RE Coordinator (4 Aug 21), and Catholic Music Director/Musician Combined (5 Aug 21).
Since these positions will not be used simultaneously, the IDIQ maximum cap of $700,000.00 does not need to increase.
2. In Questions/Answers, Page 4, the Government states, “We have now amended PWS. Appendix I is for combining the Catholic Director and Catholic Musician, and Appendix J is for combining the Protestant Music Director and Protestant Musician roles.” Based on the revisions to the PWS to add Appendix J, should the Attachment 1 – Pricing also be updated?
The updated pricing sheet has been posted in conjunction with this document.
3. In Questions/Answers, Page 4, the Government states, “It should read: ‘This circumstance is used when services are minimal and the combined roles require up to but not more than 5 hours per week.”
a. For clarification, the combined Catholic Director/Musician (Appendix I) and the combined Protestant Director/Musician (Appendix J) only require up to but no more than 5 hours per week?
5 hours is a correct approximate workload.
b. Also for clarification, the Protestant Director/Musician (Appendix J) is not needed at this time?
Correct.
4. After considering the changes in the PWS, is there a possibility to have an updated pricing sheet
(i.e. removing the Protestant Music Director and Protestant Musician, adding the Combined Protestant Music Director/Musician as CLINS?
I will update to add the combined Protestant position but also keep the positions as separate.
Three minor administrative corrections were made to the PWS dated 23 June 21.
File details come from the government source that posted it. Updated .
