1. Are the chapel services currently under contract? If so, would the government please provide the incumbent name and contract number?

2. As this is Firm Fixed Price (performance based) and is the greatest risk to the contractor, for pricing purposes, the following questions are submitted regarding the historical workload for each labor category identified in Appendices A – I:
a. In Appendix A, Catholic RE Coordinator, 1.A.30, the PWS states, “A unit of work for this position consists of approximately 25 hours per week (100 hours per month, 1,200 per year.” In terms of calculating 25 hours per week x 52 weeks (1 year), the amount is 1,300 per year. Would the government please clarify the number of hours per year as either 1,200 or 1,300?
• Correct the number is 1,300 (we will amend the PWS)
b. In Appendix B, Protestant RE Coordinator, there is no historical workload data (e.g., number of hours per week or by task). • A unit of work for this position consists of approximately 25 hours per week (100 hours per month, 1,300 per year). A typical work week will consist of approximately 25 hours, but may fluctuate and will be determined by the activity/activities necessary to complete the requirements of the contract. Changes to work hours will be coordinated through the COR. (we will amend the PWS)
c. In Appendix C, the government provided historical workload data in Paragraph 1.C.6 and 1.C.7 (leading services and choir rehearsals); however, the government states in Paragraph 1.C.21, “Provide one Catholic service per week on Sunday, and one rehearsal during the week – totaling two functions. Provide up to 12 functions per month including special services.”
(1) Is Paragraph 1.C.21 the accumulation of Paragraphs 1.C.6 and 1.C.7 in terms of total functions to be performed?
• Yes. Typical month would include 4 Sundays (1 service and 1 rehearsal during the week) = 8 functions. But during a 5 Sunday month that could be 10. Add up to two special services would equal 12. Regular 4 Sunday month would allow for 4 special services (or 2 special services and 2 rehearsals).
(2) Does the government expect the Catholic Music Director to perform administrative functions? If so, would the government please provide the historical workload for administrative functions such as number of average number of hours per week?
• No. Only “admin functions” would be any necessary communication with Catholic Musician to coordinate rehearsals, which should be minimal.
d. In Appendix D, the government states in Paragraph 1.D.9, “Provide one praise and worship service and one rehearsal per week. Provide up to 12 functions per month including special services. Special services include holiday programs, funerals, and memorial services.”
(1) Does the government expect the Protestant Music Director to perform administrative functions? If so, would the government please provide the historical workload for administrative functions such as number of average number of hours per week?
• No. Only “admin functions” would be any necessary communication with Protestant Musician or Praise Band to coordinate rehearsals, which should be minimal.
(2) Does the government expect the Protestant Music Director to attend meetings or other events? If so, would the government please provide the historical workload for meetings and events such as number of meetings/events (e.g., retreats, VBS)?
• No. They are not expected to attend meetings. Historically they have not been involved in VBS or retreats.
e. In Appendix E, the government provided historical workload data in Paragraph 1.E.3;
however, the government states in Paragraph 1.E.5, “Provide one Catholic service per week on Sunday, and one rehearsal during the week – totaling two functions. Provide up to 12 functions per month (on average) including special services.”
(1) Is Paragraph 1.E.5 the accumulation of Paragraph 1.E.3 in terms of total functions to be performed?
• Yes.
(2) Does the government expect the Catholic Musician to perform administrative

(3) Does the government expect the Catholic Musician to attend meetings or other events? If so, would the government please provide the historical workload for meetings and events such as number of meetings/events (e.g., retreats?
f. In Appendix F, the government provided historical workload data in Paragraph 1.E.3;

g. In Appendix I, Paragraph 1.I.1 and 1.I.2 appear to be two different requirements for combining the Music Director and Musician for Catholic and Protestant positions. In the pricing attachment, there is only one position.
(1) How should offerors proceed in preparing a price for Paragraphs 1.I.1 and 1.I.2?
• We have now amended PWS. Appendix I is for combining the Catholic Director and Catholic Musician, and Appendix J is for combining the Protestant Music Director and Protestant Musician Roles.
(2) In reviewing the Appendices that apply to combining the Music Directors and
Musicians, the workload historical data does not match the “approximately 25 hours per week” identified in Appendix I, Paragraph 1. Would the Government provide additional historical workload data for Catholic/Protestant Music Director and Catholic/Protestant Musician in Appendices C – F to match the combined 25 hours identified in Appendix I?
• It should read: “This circumstance is used when services are minimal and the combined roles require up to but not more than 5 hours per week.”
3. The solicitation identified FAR Clause 52.222-41 as applicable; however, FAR Clause 52.222-43 was not included in solicitation. Would the government please add the applicable clause?
• Added
4. As this is an IDIQ, would the government consider adding FAR Clauses 52.216-22 Indefinite Delivery and DFARS clause 252.216-7006, Ordering, by full text if applicable?
• FAR 52.216-22, added. DFARS 252.216-7006 is no longer a clause.
1) What is the award contract number?
* This number will not be generated until an awardee is chosen.
2) What is the size of the choir for each of the Protestant and Catholic denominations?
* We currently have no choir for either denomination.
3) For both denominations, can the Musician and Music Director be rendered by one person only, or would they prefer two separate applicants for the Musician and the Music Director positions?
* The Prot musician/director is not needed at this time, and ideally would have 1 person apply for the combined position for catholic parish. Once the Protestant is needed, would most likely be the same, one person filling the combined role.
4) What is the preferred schedule of the services and rehearsals for both Catholic and Protestant Chapel positions?
* Not currently seeking to fulfill Prot musician/director roles, and Catholic position is flexible for rehearsals according to schedule of contractor. Sunday Services are currently held on Sundays at 0930.
5) Are there music sheets available for use at the chapels? Will the chapels fund the CCII licensing of the Music Sheets? (clarification for the APPENDIX 1.C.4; 1.D.3; 1.F.2 (On Copyright).
* Yes, some music is already available. Yes, the chapel will fund the CCII licensing.
6) For the Catholic Religious Education Coordinator position, can the catechist (AMS) accreditation be completed 30 days from the award of the contract?
* Yes. However, please review the timeline required to complete the accreditation to determine if this timeline is realistic.
7) For the Catholic Musician position, what type of organ is available at the chapel (Allen, Hammond, pipe organ, electric keyboard)?
* Kawai Digital Piano. Model #CP207CD. “Concert Performer”
8) What are the COVID protocols for the chapels?
• If vaccinated, mask optional but not necessary.
• If not vaccinated, mask required.
• Chapel currently back to 100% occupancy.
