AMBULANCE SERVICE AT SCOTT AFB IL

SOLICITATION # FA4407-09-R-0002

QUESTIONS AND ANSWERS OF

11 MARCH 2009

Question 1: Is it accurate to say that, to be qualified bidder, proposer must pay at the wage determination rate for actual hours worked, irrespective of the employee’s schedule or schedule type such as a 24 hour shift?

Answer: Due to the unique nature of scheduling and compensating ambulance drivers and emergency medical technicians in this industry, each bidder should contact the Department of Labor (DOL) to determine if their company’s pay plan meets DOL requirements as applicable to the Service Contract Act Wage Determination and/or a Collective Bargaining Agreement. The DOL can be reached at 1-866-487-2365 or on the web at (www.dol.gov).

Question 2: To be a valid proposer, must proposer be affiliated with a resource hospital in Region 4 at the commencement of the contract?

Answer: Yes, no later than the award date estimated to be on/about 01 April 09.

Question 3: Must the contractor provide a second ambulance to the base at the time of dispatch of the primary ambulance and must the second ambulance report to the gate at that time?

Answer: Not physically, but a secondary responder must be coordinated for Scott AFB coverage. Secondary Response is addressed in the Performance Work Statement in paragraph 1.-Description of Services and in subparagraph 1.1.4. in that same section.
