About this file
This is a Questions and Answers document for federal contract solicitation FA3300FY26OTS091462, issued on 26 August 2026 by the Department of the Air Force Air Education and Training Command for demolition services at Maxwell Air Force Base. The document addresses contractor inquiries regarding the OTS Blue Thunder Rappel Tower demolition project, which requires assessment and safe removal of the rappel tower, subsurface support removal, debris disposal, and site restoration within a 30-day period of performance measured in calendar days. The Government clarified that temporary fencing may remain through project completion, tire bedding surrounding the tower will be replaced with stone, and equipment staging and fencing boundaries will be determined at a pre-performance conference. A 140-foot ceiling height restriction applies to cranes and other equipment due to adjacent airfield operations.
Key contractual and operational requirements identified in the Q&A include that contractors must provide all necessary personnel, equipment, fuel, tools, materials, transportation, supervision, and support; no on-site power or water will be provided by the Government; base access will be addressed post-award; DBIDS enrollment is not required; there is no maximum crew size limit; and landfill disposal tickets must be documented and submitted to the Contracting Officer's Representative to ensure compliance with applicable regulations. Contractors are responsible for verifying tower dimensions, obtaining AF Form 103 excavation permits through CE Customer Service at (334) 953-3333, and documenting weather delays with notification to the Contracting Officer. Service Contract Act wage classifications are at the offeror's discretion based on determined labor pool requirements. The updated response date for questions was 10 September 2026 at 05:00 PM EDT, per Amendment 003.
