About this file

This is a Questions and Answers document for Air Force solicitation FA330026Q2004 regarding FY26 Barnes Center Interior Cleaning. The document addresses contractor inquiries regarding work scope, facility access, equipment, and administrative procedures for a one-time interior cleaning service of a 75,000 square-foot facility.

Work Scope and Facility Access: Contractors must perform interior cleaning of all surfaces above nine feet up to a 40-foot service height. Building access is available from 1700 hours until 0000 (midnight). The facility contains 230 windows requiring cleaning. Ceiling tiles are not to be serviced, nor is any outdoor work required. Placards require dusting only, and mud on ceilings will not be addressed. Dry high-dusting and vacuuming methods are acceptable for compatible surfaces. Ceiling cleaning in the auditorium will proceed without removal of seats.

Resources and Equipment: Existing domestic water and standard electrical outlets are available for contractor use; however, contractors must request approval before using these resources. Scissor lifts and boom lifts are permitted inside Building 1143. Contractors may utilize the building elevator, which has a 2,500-pound weight capacity. Cleaning products do not require Base Environmental approval unless they will be disposed of into a drain system. A statement of workmanship warranty and correction of deficiencies is sufficient; separate equipment warranty or maintenance documentation is not required.

Administrative Requirements: Invoices must follow the instructions within Supplement 252.232-7006. Small business contractors may request Net 15 payment terms instead of Net 30. The Government cannot guarantee invoice acceptance timeline or payment processing schedules through DFAS, even under standard Prompt Payment Act procedures. Points of contact are Mr. Brian D. Thornton (brian.thornton.15@us.af.mil) and Ms. Kimberly A. Knott (kimberly.knott.1@us.af.mill).
