About this file
This is a Questions and Answers document for the FY26 Barnes Center Interior Cleaning solicitation (FA330026Q2004) issued by the 42nd Contracting Squadron at Maxwell-Gunter AFB, Alabama. The document addresses 16 clarifying questions submitted by prospective offerors regarding the scope of work, facility access, equipment, and invoicing procedures.
Key clarifications include: building access has been modified to operate from 6:00 a.m. to 5:00 p.m. (changed from the original 4:00 p.m. limitation); domestic water and electrical outlets are not available as government-furnished resources, requiring contractors to provide self-contained solutions; floor plans have been provided to offerors who could not attend the site visit, though additional photos and supplementary site visits are not available; dry high-dusting and vacuuming methods are acceptable for compatible surfaces; dry dusting only is required for placards, and ceiling tiles do not require cleaning; scissor lifts and boom lifts are permitted inside Building 1143, and the elevator has a 2,500-pound weight capacity for equipment transport; cleaning products do not require environmental approval unless they will enter a drain; auditorium seats will not be removed to accommodate lift access to ceilings; no outdoor work or mud removal from ceilings is required; and invoicing must follow the Supplement 252.232-7006 instructions, with small businesses eligible to request Net 15 payment terms instead of Net 30, though payment timelines cannot be guaranteed beyond standard Prompt Payment Act procedures.

Q&A FA330026Q2004 – FY26 Barnes Center Interior Cleaning Questions & Answers Document Title: FY26 Barnes Center Interior Cleaning Solicitation: FA330026Q2004 POCs: Mr. Brian D. Thornton, brian.thornton.15@us.af.mil Ms. Kimberly A. Knott, kimberly.knott.1@us.af.mill
Q1. SOW paragraph 5.2 permits work from 6:00 a.m. to 6:00 p.m., while amended paragraph 6.0 provides building access only from 6:00 a.m. to 4:00 p.m. Should offerors plan for a 4:00 p.m. daily stop, or will access be available through 6:00 p.m.?

A2. FACILITIES HAVE BEEN REMOVED
Q3. The SOW identifies the facility as 75,000 square feet and requires cleaning all surfaces above nine feet up to a 40-foot service height, but it does not provide a measured square-foot takeoff for the actual walls, glass, overhead structures, and other surfaces to be cleaned. Are floor plans, elevations, photographs, a site-visit attendee list/notes, or an estimated high-surface square footage available to offerors who could not attend the site visit? Please provide A3. PHOTOS AND AN ADDITIONAL SITE VISIT ARE NOT AVAILABLE. FLOOR PLANS HAVE BEEN ATTACHED DESCRIBING REQUIREMENTS Q4. Please confirm whether dry high-dusting/vacuuming methods are acceptable for compatible surfaces and identify any interior areas where pressure washing or wet washing is specifically required or prohibited.
A4. THESE METHODS ARE ACCEPTABLE
Q5. The technical-solution instruction requests “warranties and maintenance support for the equipment and service requirements.” For this one-time cleaning service, is a statement of workmanship warranty and correction of deficiencies sufficient, or is separate equipment warranty/maintenance documentation required?
A5. NOT REQUIRED
Q6. Will this requirement call for fixing the mud on the ceiling where applicable?
A6. NO
Q7. Could you please provide guidance on how/if placards will be cleaned?
A7. DUSTING ONLY
Q8. Will seats be removed for cleaning of auditorium to fit a lift, to ensure ceilings can be cleaned?

Q11. Will outdoor be serviced also? Verbiage of environmental debris provides some ambiguity.
A11. NO OUTDOOR WORK REQUIRED
Q12. Will ceiling tile be serviced also?
A12. NO
Q13. Can you all provide a window count?
A13. CAN SHOW AREAS ON LAYOUT
Q14. RESERVERED
A14. -----------
Q15. Are scissor lifts and/or boom lifts permitted inside Building 1143? If so, are there any known floor-loading, doorway, elevator, flooring-protection, or other restrictions that contractors should account for when selecting equipment?
A15. YES
Q16. Please confirm whether all proposed cleaning products require Base Environmental approval prior to use.
A16. AS LONG AS IT ISN'T GOING INTO A DRAIN IT DOESN’T HAVE TO BE
Q17. Finally, the solicitation identifies WAWF Invoice 2-in-1 for invoicing. May the contractor submit the 2-in-1 immediately following completion of the work, and should payment following Government acceptance be expected under the standard Prompt Payment Act timeline?
A17. THE INSTRUCTIONS WITHIN SUPPLEMENT 252.232-7006 MUST BE FOLLOWED FOR SUBMITTING AN INVOICE. IF THE CONTRACTOR IS A SMALL BUSINESS, THEY CAN REQUEST A NET 15 INSTEAD OF A NET 30. WE CANNOT GUARANTEE WHEN THE INVOICE IS ACCEPTED BY THE CUSTOMER NOR WHEN IT GETS PROCESSED AND PAID BY DFAS EVEN USING PROMPT PAYMENT.
