Q&A FA330026Q0060 – FY26 SOS HVAC Duct Cleaning
Questions & Answers Document
Title: FY26 SOS HVAC Duct Cleaning
Solicitation: FA330026Q0060
POCs: A1C TaQuann Cottingham, taquann.cottingham@us.af.mil
Ms. Kimberly A. Knott, kimberly.knott.1@us.af.mill
1. Is Contractor required to have an active certification in mold remediation, such as the ANSI/IICRC S520 Standard for Professional Mold Remediation or is having an ACAC Certified Mold Remediator and Certified Indoor Environmentalist on staff as well as multiple NADCA certified Air Systems Cleaning Specialists on staff adequate?
Yes, the prime Contractor or a designated subcontractor must possess an active certification in mold remediation, such as the ANSI/IICRC S520 Standard for Professional Mold Remediation, as specified in Section 2.2. Having certified staff on hand does not exempt the contracting entity from this corporate/subcontractor certification requirement.
2. Please confirm that cleaning is only required to remove dry and loose debris (e.g. staining) is not required to be removed.
The requirement is for comprehensive cleaning and decontamination to remove dust, allergens, and potential microbial contaminants via source removal (Sections 1.0 & 2.1.1). Staining that does not yield loose debris or active microbial growth after thorough cleaning is not required to be removed. "Aesthetic staining" is acceptable as long as it passes NADCA cleanliness verification.
3. Please confirm that repairs or replacements are not required.
Correct. General repairs or component replacements are outside the scope of this SOW. The only physical restoration required is the professional sealing and "Patch-Back" of any Duct Access Mechanical Openings created during execution (Section 2.1.3).
4. Please clarify the rigging and/or scaffolding requirements.
Rigging and/or scaffolding are required to safely access and execute work in the Polifka Auditorium under CLIN 0002 (Section 2.1.2). The contractor is responsible for providing engineered rigging/scaffolding plans that comply with OSHA standards.
5. How high is the ceiling in the auditorium?
The ceiling height in the Polifka Auditorium is approximately 24 feet in the back of the auditorium and 33 feet next to the stage.
6. Please confirm that mold remediation outside of the HVAC System is not required.
Confirmed. The scope of work is strictly limited to the comprehensive cleaning and decontamination of the HVAC system (Section 1.0). Surrounding structural or architectural mold remediation is not required under this contract.
7. Please confirm that equipment is not required to be removed or taken apart to facilitate cleaning.
mailto:taquann.cottingham@us.af.mil
All components must be cleaned in accordance with NADCA standards (Section 2.0). While major equipment removal is not anticipated, disassembly of access panels, registers, and certain terminal devices is required to facilitate complete source removal and thorough cleaning.
8. Please provide HVAC drawings, floor plans, as-built drawings, mechanical system layouts, or other relevant facility drawings.
Relevant documents are attached.
9. Is there an air handler schedule, register count, duct footage or mechanical drawings for the building? The SOW only gives 146,000 square feet.
See attached
10. Polifka Auditorium: how many seats, are they fixed or removable, and roughly how high is the ceiling above the seating?
There are 1225 seats. The seats are fixed. The ceiling height above the seating area is approximately 24 feet in the back of the auditorium and 33 feet next to the stage.
11. Do you have an estimated number of duct access openings for CLIN 0003, or is that ours to determine?
The exact number and location of required duct access openings are the contractor's responsibility to determine in order to meet NADCA cleaning coverage requirements.
12. For the closeout report, does visual verification to the NADCA ACR standard satisfy 2.3, or do you want third-party IAQ sampling?
Visual verification adhering to NADCA ACR standards is acceptable; however, third-party IAQ sampling or post-cleaning microbiological and clearance testing with verification is required to fully satisfy closeout requirements.
13. Attachment 2 lists 52.222-42 and -44 but not -41, and Attachment 3 says it is not a wage determination. Does the Service Contract Act apply, and will a wage determination be issued?
Yes, the Service Contract Act (SCA) applies to this effort.
***Note: I assume A formal DoL Wage Determination will be incorporated into the final solicitation by 42 CONS.
14. Pages 1–2 say FA330026Q0060 and pages 3–4 say FA330026R3004. Which number goes on the quote?
FA330026Q0060
15. We missed the 10 September site visit. Is another possible before the 18th, or could you share photos of the air handlers, the auditorium and a typical ceiling plenum?
No, to the site visit
16. Does the Government prefer duty-hour work with occupied-space controls, or after-hours?
Standard duty hours are 0800 to 1600, Monday through Friday. However, due to the occupied nature of the academic spaces, after-hours or weekend execution is highly preferred for noise-generating activities. Detailed scheduling must be coordinated in the contractor's proposal.
17. Does the ductwork have internal insulation?
*** Note: CES does not see any notes showing duct materials of construction.
18. Class Schedules of the building?
Classes will be in session during the following dates:
26G 28 Sep 2026 - 30 Oct 2026
26A 16 Nov 2026 - 14 Dec 2026
26B 12 Jan 2027 - 13 Feb 2027
26C 23 Feb 2027 - 27 Mar 2027
19. Please provide the estimated quantities and types of HVAC equipment, terminal devices, diffusers, and duct-access openings included in the work.
Detailed quantities are not centrally cataloged. The building is a 146,000 sq ft multi-story academic facility. Contractors must calculate equipment take-offs using the provided mechanical drawings. See attached.
20. Please confirm whether the required cleaning covers the entire approximately 146,000-square-foot building or only designated areas and systems Confirmed. The scope of work requires complete and thorough cleaning of all HVAC ventilation systems servicing the entire 146,000 sq ft facility (Bldg 1403, 125 Chennault Circle).
21. Are there Government-approved products or restrictions for EPA-registered antimicrobial agents?
Any applied agents must be EPA-registered for HVAC use (e.g., Benefect Decon 30, ServprOXIDE, or equivalent) and submitted via SDS for Government approval prior to application (Section 2.2).
22. Please confirm whether subcontractor certifications, licenses, insurance certificates, and resumes must be included with the quotation.
Yes. To verify compliance with technical standards, the prime contractor must submit all subcontractor certifications (e.g., mold remediation, NADCA), business licenses, and proof of insurance as part of their technical quote package.
