The requirement will be set aside 100% for small business concerns with a NAICS code of 611710 and size standard of $16.5M. The firm fixed-price with cost reimbursement contract will be awarded using best value tradeoff source selection in accordance with FAR Part 15.3 and DFARS 215.3.

1. If the offeror is a joint venture is the requirement “52.228-14 Irrevocable Letter of Credit. 2014-11”, page 37 of the solicitation, a requirement of the joint venture alone or is it required by all joint venture partners?

Please see Amendment 0001, Solicitation, for deletion of FAR 52.228-14, Irrevocable Letter of Credit.

2. In Section L, (2), (i), it states “Each page should contain the following legend at the bottom of each sheet:” however there is no text provided. Please advise.

3. In Section L, (2), Subfactor 2, we are directed to “Submit resumes for qualified individuals intended to fill the positions designated in PWS paragraph 6.3.” Could the Government please confirm whether these are included in the page limit and/or if they can be housed within an appendix?

4. In Section L, (2), Subfactor 2, the PWS reference regarding “Approach and process to ensure no gap in any labor category exceeds ten (10) working days as required in PWS paragraph 8.0,” however the PWS paragraph is 8.1. Please confirm.

In the PWS, paragraph 8.0, Place of Performance, speaks to “the no gap in any labor category exceeds ten (10) working days” Paragraph 8.0 is correct in the PWS. Paragraph 8.1 is Normal Hours of Operations. These paragraphs are separate.

5. In Section L, (3), (a), (5), “Organization

Structure Change History” is included in the Volume Organization, but the description is associated with “Summary Page” in (b).

The description in Section L, 3, (b) summary describes a more in-depth road map for the organization structure change history.

6. In Section L, (3), (b), “Summary Page” description appears to be for “Organization Structure Change History.” Please clarify.

7. Section L, Item C. Is a drop box available in lieu of email?

No, drop box available due to COVID-19. All Offerors should follow the submission guidelines in section L.

8. PWS, Para 3.5, The paragraph number appears to be crossed out – is this paragraph relevant or should it be disregarded?

Please see Amendment 0001, PWS, for update.

Paragraph 3.5 is relevant.

9. Past Performance Questionnaire – Page 3, “Overall Assessment”

How would you rate the contractor being surveyed?

Since the “1” is located under the Exceptional column, we are assuming that a score of 1 would be the highest measure on this scale. Therefore a score of 6 would be a low score or negative reflection of the contractor.

As indicated on the Past Performance Questions, “Overall Assessment” - “1” is for Exceptional and “6” is for Neutral/Not Applicable. Refer to the Past Performance Question for the definition of each rating.
