This solicitation is seeking proposals for an Air Force Credentialing Opportunities On-Line (AF COOL) Purchase Agent. The solicitation will be set aside 100% for small businesses with a NAICS code of 611710 and size standard of $16.5 million. Proposals shall include four volumes: summary and miscellaneous data, technical proposal, past performance, and price proposal. The acquisition will use best value source selection with a performance/price tradeoff. Award is intended without discussions using a firm-fixed price and cost reimbursement contract. The Department of the Air Force Air Education and Training Command is issuing this solicitation with responses due by early February 2021.

SUBCONTRACTOR CONSENT LETTER

SUBCONTRACTOR/TEAMING PARTNER CONSENT FORM FOR THE RELEASE OF

PAST AND PRESENT PERFORMANCE INFORMATION TO THE PRIME

CONTRACTOR

Past performance information concerning subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor's or teaming partner's consent. Because a prime contractor is a private party, the Government will need that consent before disclosing subcontractor/teaming partner past and present performance information to the prime during exchanges. In an effort to assist the Government's Past Performance Team in assessing your past performance relevancy and confidence, we request that the following consent form be completed by the major subcontractors/teaming partners identified in your proposal. The completed consent forms should be submitted as part of your Past Performance Volume (or Proposal). (Note: Section M, Volume III, Past Performance should specify if past performance is to be submitted as a separate proposal volume).
