Solicitation Questions & Answers AFLOA Computer Assisted Legal Research (CALR)
Solicitation # FA330020R0001 16 Oct 2019
1. Question: Are hard copies of proposals required to be submitted? (From Pg. 135, Section
C, Specific Instructions)
Answer: Section C, Paragraph 1 states, “Submit proposals in electronic format (one (1) CD-ROM with full proposal, plus five (5) CD-ROMs with Technical Proposal ONLY). The Price Schedule must be in MS Excel; the remainder shall be in MS Office (Word, PowerPoint, and Excel) and/or Adobe PDF Format.” This would mean hard/paper copies are not being requested, just the one (1) CD-ROM with full proposal, plus five (5) CD-ROMs with Technical Proposal ONLY. (Reference 52.212-1 Instruction to Offerors
- Commercial Items (Oct 2018), Section C, Paragraph 1)
2. Question: Are special handling requirements necessary for proposals submitted via standard overnight Delivery Services (e.g., UPS, FEDEX, DHL, etc.)? (From Pg. 135, Section C, Specific Instructions)
Answer: The Government is not requiring any special handling for proposals submitted via standard overnight Delivery Services (e.g., UPS, FEDEX, DHL, etc.). Please keep in mind the solicitation deadline detailed in Section C. Specific Instructions, Paragraph 1 (Reference 52.212-1 Instruction to Offerors - Commercial Items (Oct 2018), Section C, Paragraph 1).
3. Question: Most CLINs in the pricing table request monthly firm fixed prices. However, Part III.B refers to per user prices. Is the Government requesting pricing as a monthly fixed rate or per user fees? (From Pg. 3-21; 138, SF 1449 Contin. Sheet; and Part III.B)
Answer: The Supplies or Services and Prices/Cost section of the solicitation requires offerors to provide pricing on a monthly basis for all CLINS (except X006, X009, X013).
However, because the CLINs detailed in Part III, Section B, will be at different locations and organizations for performance, it is referring that the detailed CLINs have the same pricing even though each location may have a different quantity of users. If the detailed CLINs in Part III, Section B can’t have the same user pricing as explained above, the offeror shall explain why. (Reference 52.212-1 Instruction to Offerors - Commercial Items (Oct 2018), Part III, Section B)
4. Question: Attachment 2 itself instructs our customers to email forms to you and Ms.
Turner. But the solicitation says our customers should email the forms to you and MSgt.
Schnepf instead. Should customers send forms to Ms. Turner, to MSgt. Schnepf, or both?
Answer: For consistency, the solicitation has been amended (see Amendment 0001) to reflect Tatyana Webb and Ryan Schnepf as the 42d Contracting Squadron Representatives.
5. Question: What else, if anything, should the one CD-ROM with the full proposal consist of in addition to the following: (1) Technical Proposal Factor; (2) Past Performance Factor; and (3) Pricing Factor? (From Pg. 135, Section C, Specific Instructions)
Answer: Page 135, Section C, Specific Instructions spells out the Government’s instructions for proposal submissions.
6. Question: Our customers complete the Past Performance Questionnaires (Attachment 2) and send them directly to the government. Should these questionnaires be included with the Past Performance Factor on the one full CD-ROM? (From Pg. 137, Part II – Past Performance Factor)
Answer: No. As referenced in Part II – Past Performance Factor, Section B, third paragraph, “…Completed questionnaires shall be sent directly to the Government by the references completing the questionnaire…”
7. Question: Can all six CD-ROMs be submitted in one delivery package, as long as the full-proposed CD-ROM is either: clearly and distinctly marked, or enclosed in a separated sealed package within the delivery package? (From Pg. 135, Section C, Specific Instructions)
Answer: Yes. All six (6) CD-ROMs can be submitted in one (1) delivery package.
8. Question: Part I.B refers to “counts of databases in the exhibits.” However, the only subsequent exhibit for which a count is requested explicitly is Exhibit A (see Part 1.B.1.a on page 136). Please confirm, is Exhibit A the only exhibit for which the Government requests a count? (From Pg. 136, Part I.B, Subfactor 2: Database and Training)
Answer: Yes. Exhibit A is the only exhibit requesting a count.
9. Question: Please elaborate on the listing of titles and databases and/or services requirement. Does the Government desire summary listings or detailed source listings?
(From Pg. 2-3, Sections 2.1.1 to 2.1.7, Required Database Offerings)
Answer: To provide further clarifications, the solicitation has been amended (see Amendment 0001) to include the following language, “When providing descriptions for the databases referenced below, descriptions shall be sufficiently detailed as to clearly delineate the coverage of the various databases.” Additionally, the solicitation has been amended to require a detailed source listing for applicable exhibits.
