About this file

This is a Statement of Work (SOW) for electrical installation services at Laughlin Air Force Base in Texas.

The project requires installation of six 480-volt weatherproof receptacles with disconnect switches in building B504 to enable maintenance personnel to power equipment on-site, eliminating the need to relocate equipment to other facilities. The scope encompasses all materials, labor, tools, equipment, transportation, supervision, and incidentals necessary for completion in a single construction phase. Work must comply with Laughlin AFB Division 01 Specifications, Environmental Contractor Technical Specifications, UFC 1-200-01 DoD Building Code, and NFPA 70 National Electric Code. Specific tasks include providing a Stormwater Pollution Prevention Plan; trenching from the transformer to a rack approximately 10 feet away; installing 160 feet of overhead power lines on three utility poles (not exceeding 28 feet height) from the rack to B504; hydro-trenching only 10 feet from transformer and 3 feet diameter around poles; installing 180 feet of 2½-inch conduit and 180 feet of properly sized wire; site restoration including leveling, grading, and rock removal; electrical rough-in with secondary power conduit termination; electrical fixture installation including system grounding and bonding; and comprehensive testing with visual inspection and multimeter voltage verification before Government acceptance.

The contractor must provide 100% issued-for-construction design by a Texas-registered electrical engineer in two submittals (95% and 100% designs), with two full-size drawing sets per submittal. The total period of performance is 128 calendar days, divided into two Notices to Proceed: NTP#1 for design, pre-construction submittals, and procurement (114 days) and NTP#2 for construction (14 days). Required submittals include FAA Notice 7460-1 (45 days prior), Work Clearance Permit AF103 (45 days prior), Foreign Object Debris Plan (30 days prior), design submittals at 80 and 45 days prior, and final design at 14 days prior. Physical samples of weatherproof conduit, receptacle box, electrical receptacle, cover plate, fasteners, disconnects, and electrical panel must be approved. Mandatory meetings include design site visit, bi-weekly partnership meetings with various Government offices, and pre-construction meeting minimum 14 days prior to start. Required milestone inspections are excavation, electrical rough-in, electrical fixture installation, pre-final, and final inspections, each requiring Government approval and presence. Pre-final and final inspections require DD Form 1354 submissions.

Project Title: Six 480V Receptacles, B504

Project Number: MXDP XX-XXXX

Project Location: Laughlin AFB, TX

Date: 07 JUL 2026

1.0 INTRODUCTION

1.1 Purpose

Services are required to install electrical receptacles at B504 at Laughlin Air

Force base. This project should enable maintenance functions to be executed out of this facility and increase mission productivity.

1.2 Location of Work

Laughlin AFB, TX, B504

1.3 Overview/Background

1.3.1 Six 480-volt receptacles do not exist within the facility resulting in maintenance’s inability to power their equipment to accomplish the mission. The installation of these receptacles would increase safety and efficiency, eliminating the need for maintenance personnel to manually power their equipment within other maintenance facilities.

1.4 Within this document, the following shall be consistent: When “the Government” is mentioned, it is a representation of the Contracting Officer (CO), and the Contract

Specialist (CS). When “the Contractor” is mentioned, it is a representation of the prime contractor, all sub-contractors, and all other parties working with or for the prime contractor.

The Contractor shall complete the work in one single phase to reduce facility down time during construction.

2.2 All work on this project shall be accomplished in accordance all specifications such as, but not limited to:

2.2.1 Laughlin Air Force base Division 01 Specifications

2.2.2 Environmental Contractor Technical Specifications

2.2.3 UFC 1-200-01, DoD Building Code

2.2.4 NFPA 70 National Electric Code

2.3 The Contractor shall complete the following work throughout the entire facility:

2.3.1 SWPP – Contractor shall provide Stormwater Pollution Prevention Plan per Government requirement to ensure Foreign object debris is not an issue during construction.

2.3.2 Trenching shall be done from the transformer to a rack placed approximately 10 feet behind the transformer. From the Rack to B504 there is going to be 160 ft of power lines ran overhead on 3 utility poles

“#1 by the transformer near B502 , #2 @ 80 ft mark and #3 right by

B504 ” where the power lines will be going into the facility directly to a distribution panel. The utility poles are not to exceed the highest point of

B502 which is approx 28 feet.

2.3.3 Hydro trenching shall only be done 10 feet leaving the transformer to the rack and 3 feet in diameter to every utility pole installed.

2.3.4 Total of 180 Ft of 2 ½ inch conduit & 180 Ft of properly sized wire shall be used to connect the six 480 Volt twist lock plugs needed for the requirements of this project.

2.3.5 Site restoration - Contractor shall level and grade area, remove rocks in excess of 3”.

2.3.6 Electrical Rough in – Contractor shall provide secondary power conduit termination with in RGEC transformer and their coordination for access and power. Contractor is responsible for costs associated with RGEC subcontracted work. Contractor shall install approved conductors, weatherproof electrical panel, disconnects and receptacle boxes at facility per 100% Government approved design.

2.3.7 Electrical Fixture installation – Contractor shall install system grounding and system bonding. Contractor shall install six 480v weatherproof receptacles for twist lock plugs and six disconnect switches for each receptacle.

2.3.8 Testing – Contractor shall perform a thorough visual inspection and then use a multimeter to check for the correct voltage and proper continuity.

Visual inspection shall include checking for damage, inspecting cables, and verifying security. Multimeter test shall include, at a minimum, utilizing a digital multimeter to check for correct voltage and resistance.

Contractor shall ensure that CEO are CEN present for testing.

2.3.9 Pre-Final Inspection – The Contractor shall schedule a pre-final inspection with Contracting Officer when the completed work provides a complete and usable product and the Contractors provides a draft DD1354.

2.3.10 Final Inspection – After completion of any punch list items generated at the pre-final inspection and acceptance of a final DD1354, the contractor will schedule a final inspection with the Contracting Officer.
