1. Amendment 002, Ques�on 7 response stated that entry control point 5 near FAMCAMP was available to fill trucks for watering hydroseeded areas. Watering via trucks for an extended period is not cost effec�ve. Is there a hydrant or other source in the area of work that temporary sprinklers can be connected? Please iden�fy on a map.
A: There is a hydrant located by the stage one - water treatment plan. A backflow must be used and tested under government supervision for approval.
2. Amendment 002, Ques�on 10 indicates to assume in our bid that there is 2-3 feet of sludge that requires removal. Two (2) feet of sludge is approximately 27,000 cubic yards of waste and three (3) feet will be about 40,000 cubic yards which is a significant difference over this large area. In order to ensure apples to apples bids should the contractor assume the larger quan�ty of three (3) feet of sludge to ensure there is not a large discrepancy in bid amounts?
A: Assume 2.5 feet of sludge.
3. With an es�mated sludge removal of 2-3’, the approximate cost of this hauling and disposal to a landfill as Class II Non-Hazardous waste would likely exceed $1.5 million in hauling and disposal fees. Is there a loca�on on base where sludge can be disposed of assuming it is non-hazardous to reduce this cost impact to the project?
A: There is no loca�on on base where sludge can be disposed of. The Contractor will be responsible for disposal of waste off-base.
4. Does Laughlin permit sludge to be recycled if it is non-hazardous or does the base require soil to be disposed of at a landfill as Class II Non-Hazardous waste?
A: Depends on if the sludge is considered Class A or Class B (amount of pathogens). Class A can be recycled and the 47th Civil Engineering Squadron believes Class B requires a permit from TCEQ to beneficially apply biosolids to the land.

5. Contractors cannot bid an assump�on of any of the waste being hazardous because tes�ng has not been performed. If the material is hazardous the cost of disposal increases substan�ally. Please confirm that the contractor should assume the sludge is not hazardous for bidding purposes.
A: Assume non-hazardous, but tes�ng will be required.
6. If the contractor is to assume any of the sludge is hazardous for bidding purposes, please provide a quan�ty that should be assumed.
A: If we assume the sludge to be hazardous, then the quan�ty assumed would be 5% or 1628.7 lbs.
7. In the Q&A the government indicated a laydown area would not be established un�l a�er the award. The vicinity of the laydown area for a project handling this level of material is cri�cal to our bid. Please confirm that an area directly adjacent to the ponds will be iden�fied for use.
A: Map of proposed laydown yards below. Any yard used will have to be restored, (hydroseeded and watered to establishment.)
Note: in heavy rains some parts of these areas flood.
8. For bidding purposes please confirm what the current clay liner thickness is?
A: Assume 3 inches
9. Per Government response to Q&A #18, the government has indicated the lagoon is Facilita�ve. We believe this is a typo and should have been faculta�ve. Please confirm.
A: Faculta�ve Lagoon
10. Per Government response to Q&A 18, the government has indicated the lagoon is Facilita�ve (presumed to be faculta�ve) with solar bee aerators. Faculta�ve and Aerated are two different lagoon types so we want to confirm which requirements should be followed for this lagoon.

11. Per Government response to Q&A #18, TCEQ has a Faculta�ve and an Aerated Lagoon type, each with different requirements. See snips below of requirements for a Faculta�ve Lagoon. (See atachments on following pages) A: Faculta�ve Lagoon

Per the SOW and Atachment A the Lagoon is currently 6.5’ deep. Per the TCEQ requirements for a faculta�ve lagoon, 217.205.b1 and b3 areas of a faculta�ve lagoon require depths up to 12’ and 8’ which the lagoon currently does not meet. If the lagoon is a faculta�ve lagoon type and not an aerated lagoon type is the contractor required to modify the depth of the lagoon or are we just correc�ng the items iden�fied in the SOW?
A: Once sludge is removed depth should meet the minimum design depth. The lagoons should meet the TECQ minimum requirements.
12. Per TCEQ 217.203 when a synthe�c membrane liner is installed an underdrain with a leachate detec�on and collec�on system is required, see snip below. Please confirm that this system shall be installed. Also please confirm that this is the leak detec�on system the SOO is referring to in sec�on 2.5.2.
A: Yes, per TCEQ 217.203 and UFC 3-204-01, a leachate and collec�on system is required to be installed.
13. Per TCEQ 217.203 and UFC 3-240-01 requirements there is no men�on of a leak detec�on system being required. Per
TCEQ when a synthe�c membrane liner is installed an underdrain with a leachate detec�on and collec�on system is required. Please confirm what is to be installed.
A: Yes, per TCEQ 217.203 and UFC 3-204-01, a leachate and collec�on system is required to be installed.
14. Based on response to Ques�on #1 in Amendment 002, temporary diversion piping and valving will be required to intercept the flow into pond 3, instead taking it to pond 2 to maintain the treatment train. To complete this, gravity piping/valving, trenching, excava�on, pond 2 liner modifica�on, and other construc�on ac�vi�es will be required.
Please confirm this scope.
A: The scope of work is to divert the water from pond 1 to lagoon 2 and 3. To follow By TECQ and Laughlin WW permits it needs to follow the lagoon 2 to 3 order. The contractor can propose several means to accomplish including but not limited to excava�on, pumping, or combina�on of, etc.
15. Based on the significant nature of some of the follow-up ques�ons stemming from responses to the first round of ques�ons we are reques�ng a five (5) business day extension for submission of bids a�er receipt of final Q&A responses.
A: Contac�ng Officer authorizes 2 addi�onal calendar days for proposals. Refer to amendment 0003 for details.
