Repair_Replace Liner,Wastewater Lagoon OnePre-Bid Questions

1. There is a main Valve from the wastewater treatment plant that splits the water between the ponds.
While work is being performed, we will need assurance that Pond 1 will be isolated so there is no water infiltration into the pond. Please confirm that the valve to this pond is functional and will be isolated during our work. CE confirms, there is a splitter box that separates flows between pods 1&3. NOTE: The flow between the remaining ponds has to flow from pond 2 to 3. When the main valve is closed and diverted towards 3 the WW must be pumped into 2 pond before reaching pond 3 so it can follow the proper flow of the system. this is in order to meet Waste Water permit requirements to be treated for 21 days. See attachment.
2. What is the monthly average water production for Laughlin that drains to the lagoons?
average of 200K gallons per day
3. Can the government please provide the latest geotechnical report for Lagoon 1?
No report for this area
4. SOW paragraph 2.4.6 indicates that the clay barrier of Lagoon 1 has eroded. Please confirm that Lagoon 1 does not currently have a liner installed.

5. During the site visit it was discussed that all laydown/work areas would have to be restored at the conclusion of construction. Please confirm that these areas can be hydroseeded.
yes with native seeds unless the laydown yard is not vegetated

7. Is there a water source available around the ponds should temporary watering of hydroseeded areas is required? If so, where is it located?

8. SOW Paragraph 2.4.6 indicates a compliance investigation was performed by TCEQ. Can the report from this compliance investigation be provided?
TECQ: Comprehensive and Compliance Investigation - Summary of Investigation Findings for the ponds: "During the investigation, it was noted that there were some erosion on the northeast edge of pond one. the investigator informed the respondent on possible control measures to prevent erosion.
Adding a liner was suggested"
9. Can the government provide GIS of the site.
Once awarded Contractor must submit Laughlin_CAD_GIS_PDF_Request_Form see attachment
10. SOW Paragraph 2.6.1.3 states to properly dispose of all sludge from Lagoon 1. As Lagoon 1 is full and cannot be investigated until after the award we are unable to make a determination on what quantity of sludge will require disposal. To provide pricing for this project to include sludge disposal the government will need to indicate an assumed quantity of sludge that should be included in the bid. Please advise what quantity to include in our proposal.

11. Per the RFP 135 days have been provided for design. Each design package has a 14-day review period and with 4 packages, 56 days of the POP will be government reviews. To provide additional time for the actual design we are requesting the elimination of the 35% design package but maintaining the Period of Performance. Please advise.
CE concurs with contractor, as long as all documents from 35% are included with 65%
12. Per the RFP, CAD files are to be provided with each design submittal. This is atypical to provide CAD files with interim design sets. Can CAD files be provided with only the 100% submittal?
Please provide CAD files in the .DWG format at 100%. However PDFs must be provided at all previous design submittals
13. Per the RFP the Government is requiring 35%, 65%, 95%, and 100% submittals. We believe four (4) packages is excessive for this type of design. We recommend removing the 35% to reduce design time, reduce design cost, and allow construction to be completed sooner. Please advise if that is acceptable.

14. Can the government provide as-builts of Lagoon 1, 2, and 3.
Not available at this time
15. Can the government confirm the laydown area location for the project as it will require a large area directly adjacent to the lagoon.
Locations are not available at this time, they will be provided upon award of the project
16. What is the clay liner thickness of lagoon #1?
The clay liner thickness of lagoon#1 is not currently available
17. Per the RFP the contractor is to follow UFC and TCEQ requirements. If one of the requirements conflicts with the other which one will supersede?
The government will decide the order of precedence on a case by case basis to the most stringent standard.
18. Please provide lagoon #1 type per TCEQ?
Facilitative with solar bee aerators
19. Per TCEQ the minimum liner thickness is 40 mil, per the UFC the minimum liner thickness is not specified. Please provide the minimum liner thickness required for this project.
Please use TCEQ requirements if the UFC does not have any
20. Please confirm if the new liner can be placed directly on top of the clay liner.
As long as it meets all regulatory requirements
21. Per the RFP the contractor shall follow UFC 1-200-01 DoD Building. Please confirm if this is applicable as there are no known buildings to be modified.

22. Per the RFP the contractor shall follow UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings. Please confirm if this is applicable.

23. Please confirm that there are three (3) Solar Bee long-distance circulation devices to be removed and reinstalled within lagoon #1.

24. Based on google earth photos the Solar Bee long-distance circulation devices have moved locations over the years. Please confirm that the contractor is to reinstall them back at the current location(s).

25. Please confirm that the government will verify operation of the Solar Bee long-distance circulation devices prior to contractor removal.

26. To proceed with design, Lagoon 1 will need to be drained to perform the existing conditions survey.
Draining the lagoon prior to the survey will reduce survey cost and surveying time. Please confirm the government can drain Lagoon 1 prior to survey.
The government will open the sludge gates to move water to pond 2 however some water may be remaining to pond 1 that will need to be pumped to pond 2
27. If Lagoon 1 is drained prior to survey, can it remain empty after survey to allow for better working conditions during construction?
The government does not have any planned surveys. The government would like to limit the amount of time Pond 1 is drained to reduce the risk of a major event causing effluent to leave the facility before its 21 day holding requirement
28. Please provide TCEQ permitted flow/volume of lagoon #1.

29. Per TCEQ 217.203(d)(4) an underdrain system with a leachate detection and collection system is required when a synthetic membrane liner is used. Please confirm if an underdrain system with leachate detections and collection system exists or if these systems will need to be installed.
A detection system does not exist currently for Pond 1
30. If an underdrain system with a leachate detection and collection system is required, please provide outfall locations.
Pond one or two will be able to be outfall locations upon approval
31. Please provide lagoon #1 dam height and if dam safety permitting will be required.
Lagoon#1 does not current have a dam
32. Please clarify if the Bee Systems long-distance circulation devices are tethered or secured to the lagoon floor.
They are not currently secured to the floor
33. Please provide additional information on the leak detection system. Per TCEQ and UFC requirements a leak detection system is not required for a wastewater system.
Please provide documentation that no leak detection system is required
34. Will follow-up questions be allowed after this first round of questions has been answered by the Government? Follow-up questions will be accepted until 8 June 2023@1200 CST. The government will do its due diligence to provide a response but can't guarantee based upon the complexity of the questions
35. Please confirm that for projects with CPARS that these can be submitted in lieu of a PPQ.

36. Please acknowledge that our proposal will include testing of sludge for hazardous materials per SOW Yes sampling must be completed to know how to properly dispose of sludge
37. 2.6.1.2 but no hazardous removal can be included until testing has confirmed that hazardous materials exist and in what quantities and types.

38. SOW Section 2.6.1.2 states to test sludge for hazardous materials. Please indicate what rate of tests or quantity of tests need to be provided to give a representative sample?
