The cells for AFM, AMOM and Personnel are configured where the totals equal 25% of the 4th option year rather than 50%. The line for the AAFM however is correct. Will the Government be releasing a corrected version or should the offerors make the corrections on their own?An ammendment will be issued to correct formulas to equal 50%.

Will the government please clarify what is to be submitted?

47 CONF4/21/225N/ASolicitation, Instructions, Conditions, & Notices to Offerors or QuotersWe see that DFAR 252.237-7024 Notice of Continuation of Essential Contractor Services is contained in this section. Will the Government please clarify which functions are considered to be “mission essential”. Also, are offerors required to submit a plan with our proposals or after award?
All functions listed in the PWS are mission essential for the flying mission here. This plan required by the clause can be submitted after contract award. However, please pay close attention to the evaluation criteria, a very similar plan is required to be submitted within the proposal.
47 OSS4/21/226N/APWS 3.2.9How many vehicles must the service provider utilize? Is one acceptable?
The auxillary field is 45 minutes away and if the onsite management team is out there for an inspection, than the AMOPS section will be without a vehicle for Laughlin afld responses. This is also the case for base meetings, and scheduled or unscheduled vehicle maintenance. Historically, contractors have used two vehicles, however, if more vehicles are required, contractor is resposnble to ensure they have enough vehicles to meet the mission.
47 OSS4/21/227N/APWS 3.1.2.2After Hours Support. How many hours per year have been used over the past two years?
Last year we used about 6 Saturdays and we had one mission after hours to support the local community water shortage. So 8 hours for 6 days and that additional mission could yield an estimated 45 hours. However, PWS allows for up to 15 saturdays, which means contractor is responsible to ensure these 15 saturdays are priced within their proposal, as they will not be reimbursed.
47 OSS4/21/228N/APWS 3.1.2.1Are night flying contractor responsibilities and hours included in the FFP? Historically, how many night flying exercises are there annually and how many hours of support have the Contractor been responsible for?
Yes, the airfield night flying hours is included in the Flying Hours Program. We night fly 1 week a month. Typically its Monday-Thrusday and Sunday and Friday are the normal flying hour window.
47 OSS4/21/229N/ANone ProvidedWhat are the average hours for Saturday support? Would this be for one or two shifts?
Typically, Saturday support can mirror the weekday schedule or it can be as little as an hour of support needed for a single mission.
47 OSS4/21/2210N/APWS 3.1.2.1Are we to interpret this as supporting wing flying every Sunday except for 3-day weekends. If not, what are the average Sundays supported during a year?
Yes, the wing recovers off station flights every Sunday. Normally the base will be closed and minimal to no flyinig is conducted on the observed holiday weekeknds and family days.
47 OSS4/21/2211N/APWS 3.1.2.2Can the Government provide the yearly average for after-hours support? Is there a minimum staffing requirement for after-hours support?
Historically there is very little after hours support requested. The AFM does have coordintaion for leadership specific airfield related questions after hours but the need for members to come in to the AMOPS section after hours (without previous coordination or negotiations) has only happened twice in the last 2 years. Depending on the nature of the mission, the government and the on-site manager can discuss how many personnel are needed to support.
47 OSS4/21/2212N/APWS 3.1.2.3Are after hours’ support responsibilities and hours included in the FFP? Historically how many after-hours support hours have there been annually?
The biggest after hour supprot we require is Saturday flying request. Due to the robust flying trainin mission here, there is an expectation to utilize Saturdays to make up flying hours. We typically utilize 6 per year but there is a large appetite to increase this to at least one per month. This is usually an 8-hour shift that requires 2 personnel to be on shift. PWS allows up to 15 Saturdays per year. Contractor will be reibmursed for expenses after the 15 Saturdays have been exhausted.
47 OSS4/21/2213N/APWS 3.1.2.4Special Events and Contingencies. Historically, how many special events have there been annually and the number of hours the Contractor has been responsible for? Are special event hours and responsibilities included in the FFP?
To the highest extent possible, we try to do all of our operations inside the normal flying day and week. The exception to this is Air shows, flight checks or emegency support. No these are not included in the FHP.
47 OSS4/21/2214N/APWS paragraph 3.1.2.1Is the airfield open or closed during the Christmas/New Year’s holiday week? If closed, is this something that should be expected annually?
The airfield is normally closed during the week between Christmas and new years, but there is always the conversation about possibly flying within that week as well. It should not be assumed that it will always be closed. AM normally creates a plan for airfield improvements for this window of time
47 OSS4/21/2215N/APWS paragraph 3.2.9AMS Vehicle Support. Does the Government provide radios for use in the SP provided vehicle/s as identified in the referenced paragraph?
Yes the government will provide the radios for the SP to utilize.
47 OSS4/21/2216N/APWS Section 5How much and where is Government provided office space for the SP personnel?
The Government supplies office space, computers, printers, scanners, monitors, paper, inkk cartridges, radios, office furniture(SP can replace or update as you see fit). However, these items are provided as incidentals and if other items are required, SP is responsible for all items to ensure mission success.
47 OSS4/21/2217N/AReference PWS 3.2.14Is the SP required to provide any BASH equipment?
No. We have USDA onsite and they handle all BASH events. There are occasions where they ask for assistance from the SP for BASH control.
47 OSS4/21/2218N/AReference PWS 3.2.7Facilities and Equipment Requirements. The final sentence of this paragraph states “The SP shall also meet customer requirements in other areas to include but not limited to vehicles…” Please clarify if there are items that the SP is responsible for as a part of this contract.
This is speaking to any future support required systems or procedures that are not specified in any of the references at this time. As technology and missin changes, the customer might require support agencies to adapt something different from what is currently used and accepted. Of course, there will be coordination with the SP before anything is decided and procedures are changed.

No. The government will supply all the components/supplies for the printer and workstaions.

Historically 2 vehicles allows immediate access to both airfields for on-site management personnel as well as the AMOPS team simultaneously. However, contractor is responsible to ensure enough vehicles are in placed to ensure mission success.Yes, Question 6
47 OSS4/29/2223N/AReferance: Pg 16, PWS 3.2.9Since the vehicles need to have an LMR installed, can the government provide the nomenclature on acceptable LMRs?The government will provide the LMRs this will be installed into your vehicles as well as the handhelds and the base station radio for Pilot-to-dispatch.
47 CONF4/29/2224N/AReferance:Pg 23, Section 5"If at any time, the items provided by the government are insufficient to meet the mission, the contractor may be required to purchase additional necessary items to meet the mission" - Will the cost for these items be reimbursed by the government?All items provided by the government are provided as a government owned contractor used items. The listed items are provided since government already has them on hand, and items are incidental to the place of performance, but these items do not guaranteed mission success. Contractor is responsible to ensure they meet the mission with the items that government provides and with any other item not provided by the government to ensure mission success. Contractor is responsible for all additional necessary items, if any, and reimbursement will not be allowed.
47 OSS4/29/2225N/AReferance: Pg 27, PWS 6.4.5.3 and 6.4.5.4Can the givernment clarify that a Tier 1 has to be submitted prior to start of work or will it be completed once the employee starts work?The Tier 1 will be accomplished as soon as the member is hired. We have tried to accomplish it ahead of the member arriving to the jobsite but there has been a lot of confusion between the on-base agencies. For this reason we complete it after the new member is on-site.

47 OSS4/29/2227N/AReferance: Pg 23, Section 5Is there any office furniture that will be turned over or is it the contractor responsibility to procure office furniture?All office furniture should be turned over to the contractor. Items provided by the government are items that government already has on hand, however, some are old and if they need replacement, contractor will need to replace as they see fit. As an example, there is a posibility that the new contractor will need to purchase chairs.
47 CONF4/29/2228N/AReferance: Pg 76, Solicitation/Contract/Order for Commercial ItemsIn the Evaluation factors for Award section, items 1 indicates that past performance is significantly more important than cost or price or technical. However, in item 3 it is made clear that offers will be evaluated on price first and past performance is not even mentioned. This seems to be conflicting information - please assist with clarification of how offers will be evluated, and which factor is most important.Items 3 states, "the Government will conduct an initial evaluation in which the quotes will be ordered from the lowest total evaluated priced to the highest total evaluated priced. Next, the government shall start the evaluation with the lowest priced quote first". Meaning, the government will put the quotes in order form lowest price, to highest price, then it will begin its evaluation in line with "Past performance is significantly more important than cost or price and technical".
