SECTION 1: INTRODUCTION

1.1. Purpose.

This Performance Work Statement (PWS) identifies the scope of the Airfield Management Services (AMS) to be provided for Laughlin Air Force Base (AFB). This PWS is a performance-based document that describes the performance requirements and expectations to successfully provide AMS. Specific methods for meeting these requirements are not specified in the PWS. However, this document identifies the administrative, operational and technical responsibilities and performance requirements that will form the basis for this contract. The term “Service Provider” (SP) is used herein to represent the contractor. The SP shall exercise management and operational control over and assume full responsibility for performance set forth in this PWS.

1.2. Performance Goals.

The performance goals in providing AMS are to:

Ensure availability of airfield infrastructure, facilities and services that permit safe, efficient and effective aircraft and flight operations for Laughlin Air Force Base and Spofford Auxiliary Airfield

Ensure quality services are accomplished, maintained and delivered in the performance of AMS

Provide for the capability to receive and deliver timely and accurate flight information to support safe and efficient flight operations

Provide quality aircrew services and facilities as they relate to mission/flight planning, in-route, terminal, and post phases of flight activities

1.3. PWS Structure.

This PWS is comprised of the following sections:

SECTION 2: BACKGROUND

2.1. AMS Mission Statement. The United States Air Force (USAF) Agile Combat Support (ACS) Concept of Operations (CONOPS) is the foundational CONOPS that provides the support foundation and integration for the USAF operational CONOPS. Within the construct of ACS CONOPS, Airfield Management (AM) is identified as a functional capability. The desired effect of ACS is to provide the combat support required for worldwide operations across the full Range of Military Operations (ROMO). To effectively employ air power, a joint force commander must ensure the safe and expeditious operation of aircraft with reliable and effective AMS both in a fixed-base and expeditionary environment. AM is a functional capability that enables both the projection and sustainment of aviation capability. The ability to provide assured AMS to aircraft is vital. The mission of Air Force (AF) AM is to facilitate the safe, orderly, and expeditious launch and recovery of tactical and strategic aircraft and to assist in enhancing the war fighter capabilities. To support national objectives, the Air Force provides AMS to U.S. and allied aircraft with experienced AM personnel to oversee the management and operations of the airfield and its various infrastructures and to provide and facilitate flight data information through the national and international airspace systems. The personnel who provide oversight and management of airfields, aircraft flight following, flight information transference, and flight planning are an integral part of the airfield operations and support functional area.

2.2. AMS Description. For Air Force airfields, overall management is primarily the responsibility of the Airfield Manager (AFM). The AFM accomplishes this responsibility with the help of personnel identified as Assistant Airfield Manager (AAFM), Airfield Management Operations Manager (AMOM), Airfield Management Training Manager (AMTM), Airfield Management Shift Lead (AMSL) and Airfield Management Operations (AMOPS) personnel.

The AFM and AAFM and AMOM are dedicated positions to ensure there is no interference in the accomplishment of the positions' Specific duties as outlined in this PWS. The AM function, by its very nature, requires knowledge of, and interaction with many different functional areas that are essential to performing their duties within the airfield environment. To maintain a safe, efficient and effective airfield, AM must assure precise synergy of all airfield operations, maintenance and service support efforts. A major requirement is complete understanding of the flying mission, aircraft characteristics, airfield criteria/standards, civil engineer/safety AF Instructions, aircraft maintenance support, impact of weather on operations and the effect of various support activities on flight operations.

2.3. AMS at Laughlin AFB. Airfield Support is a service dedicated to providing professional, safe, and effective airfield operations supporting the 47th Flying Training Wing (47 FTW), Laughlin AFB, Texas and the USAF leased area of Spofford Auxiliary Airfield. Support to 47 FTW is critical due to its role in pilot training. Aircrews and their aircraft are the most important customers, and the airfield and airfield management operations are the first impression of the base for many visitors. It is critical that the airfield be kept at a very high state of readiness at all times and presents a neat and orderly appearance. Both Laughlin AFB and USAF leased lands at Spofford Auxiliary Airfield must be properly maintained, examined and inspected to guarantee military and civilian customers a safe operating environment. Airfield support activities must be conducted in strict compliance with Department of Defense (DoD), USAF, and Federal Aviation Administration (FAA) standards mandating safety requirements for military air operations.

Periodically accommodate priority airfield operations by opening the airfield early and/or closing the airfield late.

2.4. Services. The services identified under this contract were derived from a functional review of the services routinely provided by active duty, guard, reserve and incumbent AMS contractors in accordance with guidance prescribed in Air Force Manual (AFMAN) 13-204 Volume 1, Management of Airfield Operations, 13-204 Volume 2, Airfield Management, and Department of Air Force Instruction (DAFI) 13-213, Airfield Driving Program. The services and the associated executable actions as they are currently performed originate from these publications. They shall be consulted to help the SP better understand the current AMS operating concept and associated detailed task requirements. These, as well as publications in Appendix B of this document, are a standard developed and approved by HQ AF Flight Standards Agency(AFFSA), Director, Airfield and Air Traffic Control (ATC) Standards for SPs use when considering proposals to delivering services according to this contract. The SP will be tasked periodically by the Contracting Officer Representative (COR), Functional Commander (FC), and/or Airfield Operations Flight Commander (AOF/CC) to provide answers to checklist information; this shall be done NLT 30 calendar days from request. At times, a tasking may warrant a shorter deadline due to leadership needs.

2.5. Customers. The SP is expected to provide AMS, as specified in this contract, during 47 FTW flying hours and after duty hours in support of, but not limited to, base assigned/transient military aircraft, distinguished visitors (DV), aircraft flights, emergency medical aircraft, weather diverted civilian commuters, airfield related exercises as required, and contingency aircraft dispersal.

SECTION 3: SCOPE OF WORK

This section describes the services that shall be performed by the SP. The SP will be expected to achieve the outcomes described in this section and meet the performance standards defined in the Service Summary (SS). The SP shall provide all personnel, equipment, materials, supervision, and other items and services necessary to perform all tasks and functions as defined in this PWS, except for those items furnished by the Government.

3.1. Summary of Expectations.

3.1.1. Adherence to Directives. The SP shall perform the duties of this contract and meet the contract requirements in accordance with the existing governing Air Force and FAA standards and regulations regarding the delivery of AMS listed in Appendix B. AFMAN 13-204 Volumes 1-2, and DAFI 13-213 are mandatory directives the SP shall utilize because they contain detailed procedures for administering AMS. Also, the SP shall receive AF directed evaluations approximately every two years in accordance with AFI 90-201, utilizing the Air Force Inspection System utilizing the AM/Management Internal Control Toolset (MICT) self-assessment checklists. The Pass rates are defined below in the Service Summary chart.

3.1.2. Provision of Airfield Management Services.

3.1.2.1. Hours of Operations. The SP’s operation hours will directly mirror the operation hours of Laughlin Tower as official airfield hours. Two Airfield Management Operations personnel will be on-duty one hour prior to official airfield operating hours to provide services as needed.

The Airfield Operations Flight Commander (AOF/CC) and Contracting Officer (CO) may authorize exceptions. The SP shall provide AMS, specified in this contract, with adequate staffing to ensure the Airfield Management Operations section is staffed with a minimum of two qualified personnel during hours the airfield is open, with at least one qualified AMSL on each shift. Estimated airfield hours are from 0700 Local (L) to 2300L, Monday through Friday. The SP support will be required on some Saturdays (approximately 15 Saturdays/Year). Historically we have utilized 8-10 per year but the SP should plan for up to 15 to support surge operations.

In support of wing flying, the estimated airfield times for Sundays is from 1500L to 1800L, except on 3-day weekends when it is normally closed. During night flying weeks, flying begins approximately 0800L with last landing time of approximately 2400L. The SP shall not be required to perform services on days observed for the U. S. holidays listed below unless the mission dictates otherwise:

3.1.2.2. After Hours Support. The SP will perform after hours support as required. The SP shall accurately document all after hour support activities with actual start and end times on the daily events log (AF Form 3616) and furnish the data to the Contracting Officer Representative (COR) and AOF/CC weekly. The SP will not be paid for overtime hours unless they are coordinated prior to an afterhours support event.

3.1.2.3. Standby Procedures For After Duty Hours. The Contracting Officer may require the Airfield Manager (AFM) and Assistant Airfield Manager (AAFM) at any point during the life-span of the AMS contract to carry a cell phone and be placed on call after normal duty hours.

After hours notifications may be received from the AOF/CC or designated representative. The AFM or AAFM shall be on site at Laughlin AFB within one hour of notification weather permitting. Following initial notification for after hour support, the AFM or AAFM shall immediately perform an airfield check of Laughlin AFB’s primary instrument runway and other required AM tasks.

3.1.2.4. Special Events and Contingencies. The SP shall support the following special events and contingencies as required by the Government. These events could potentially land on Saturdays.

Airshows/Open Houses MWS Day Fly-ins Exercises UAS Divert Operations Graduations Flight Checks (Normally on Saturday or Sunday)

3.1.3. Personnel Prerequisites The SP shall ensure AM positions are manned and meet the training qualification and prior experience requirements IAW AFMAN 13-204 Volume 2. The AM SP shall provide fully qualified personnel from contract start date through contract completion. The AM SP is solely responsible for meeting all PWS, Federal, Local, State and Local training, licensing, and certification requirements whether or not specifically identified below. All AM personnel assigned to any specific AM position shall be fully qualified to perform all required duties, tasks and responsibilities associated/assigned to the AM position prior to assuming the AM position.

3.2. Specific Tasks. The essential functions of the AFM, AAFM, AMOM, AMTM, AMSL, AMOPS personnel, Facilities and Equipment, Flight Planning Room, Airfield Driving Program, Determining and Reporting Runway Surface Condition (RSC), Airfield Restrictions and Closure Procedures, and Training shall be met IAW AFMAN 13-204 Volume 1, Volume 2 and DAFI 13-

213. All services are currently performed at existing AMS facilities.

3.2.1. AFM, AAFM and AMOM Roles and Responsibilities. The SP shall provide Laughlin AFB with a readily accessible, on-site Program Manager who represent company management.

The duties, responsibilities and compensation of the AFM, AAFM and AMOM shall meet the requirements for exemption listed in the U.S. Department of Labor’s “Executive, Administrative, and Professional” exemption criteria found in 29 Code of Federal Regulations (CFR), Title 541.

In addition, the AFM shall not be included in the collective bargaining unit that includes the AMOPS Personnel in order to prevent a conflict of interest regarding the ability to fully manage, supervise and discipline AMOPS Personnel. The AFM, AAFM and AMOM positions must be filled by separate people, not dual or triple hatted. Personnel seeking opportunities in the AM Operations section of Airfield Management or as Airfield Management Training Manager must have three or more years of experience processing flight plans and executing airfield/airport management duties. Conversely, the Airfield Manager, Assistant Airfield Manager, and Airfield Management Operations Manager must have a minimum of three years or more experience at a military or civil airport executing Airfield/Airport Manager duties, to adequately discharge the duties required for effective airfield management under this contract

3.2.2. Essential Functions of the Airfield Manager. The SP AFM shall provide AMS in order to ensure a safe, efficient and effective airfield environment for aircraft operations. The magnitude of service requirements is based on the 47 FTW’s mission of graduating the world’s

Airfield Management Services FA3099-22-Q-0011 Laughlin AFB, TX Attachment 5 best pilots, the primary and auxiliary airfields, reoccurring transient aircraft operations, and frequent distinguished visitor support. The expectation shall be timely and effective coordination, as a minimum, with airfield support agencies such as civil engineering, safety, maintenance, transportation, command and control, air traffic control and emergency response agencies, in order to support aircraft operations and correct deficiencies on the airfield. For specific duty position responsibilities, refer to AFMAN 13-204 Volume 2, Chapter 2.2. The Airfield Manager may not be used to cover the Airfield Management Shift Lead position. The SP, as the AFM, is responsible for the following key tasks:

Ensure the daily, monthly, and annual inspections and checks of Laughlin AFB and the USAF leased lands at Spofford Auxiliary Airfield are conducted as required.

Provide input, guidance and solutions at meetings concerning Laughlin’s airfield facilities and USAF leased lands at Spofford Auxiliary Airfield, air operations, and airfield construction projects.

Advise the AOF/CC on airfield conditions and deficiencies which impact, or potentially impact, flying operations at Laughlin AFB or Spofford Auxiliary Airfield.

Attend the AOF weekly staff meeting to brief the AOF/CC and COR on activities affecting both airfields and the status of open issues.

Coordinate through the AOF/CC on all issues involving agencies above the AOF level.

Coordinate directly with civil engineering, safety and other airfield support agencies for airfield infrastructure and facility requirements to support aircraft operations.

Participate with other base agencies to ensure an accurate airfield waiver program is maintained.

Coordinate on airfield waiver requests. Review airfield and airspace waivers with CE and

Safety personnel annually Maintain copies of MAJCOM approved airfield waiver packages and other airfield related waivers.

Review, coordinate, and maintain aircraft parking plans for compliance with planning and design criteria.

Train and coordinate with the Laughlin AFB Fire Department personnel to train them on daily airfield checks at Spofford Auxiliary Airfield.

Coordinate with Wing Safety on bird and wildlife control and serve as a member of the

Bird Hazard Working Group (BHWG).

Briefing AMS as required.

Provide the OG/CC, OSS/CC and AOF/CC a recommended list of airfield construction and repair projects (including priority and justification) to brief at the Facility Utilization Board and Facility Working Group (FWG)

Participate in airfield construction projects from the planning phase through project completion and do not authorize temporary airfield construction project to commence unless a waiver has been approved by the installation commander

Participate in planning all activities (construction, exercises, deployments, etc.) affecting the use of the airfield environment and facilities (runways, taxiways, parking aprons, control tower, approach control, navigational aids, etc.)

Develop procedures to monitor and track contractors.

Actively participate in Pilot Controller Liaison program. Brief/discuss airfield-related issues with pilots during meetings

Shall identify, document, and report improperly installed, faded, obscured, or missing airfield markings IAW AFMAN 32-1040, UFC 3-260-04, or applicable host-nation criteria (ICAO, NATO…etc.) and report deficiencies to CE through a work order for correction.

Shall identify and document airfield signs not in compliance with UFC 3- 535-01 and report deficiencies to CE through a work order.

Shall ensure procedures are developed IAW governing directives and instructions (e.g.

checklists, forms, NOTAMs, or electronic equivalents) to notify applicable flying and base support agencies of conditions that may impact the airfield or flying operations.

Document and report pavement discrepancies Must include the COR in all operational related emails sent to other base agencies or outside LAFB.

Complete MICT self-assessment checklists as required

3.2.2.1. Managerial, Assessment, and Documentation Services. The SP shall provide managerial services as it relates to hiring qualified personnel, maintaining appropriate documentation and capabilities to perform self-assessment and receive AF directed evaluations approximately every two years in accordance with AFI 90-201, utilizing the AM/MICT self-assessment checklists. In the event the SP is required to fill any required positions within AM, the SP shall provide a copy of the resume of any individuals to be hired to the CO. In addition, vacancies within AM shall be filled as soon as possible after qualified individuals are identified, to ensure AMS do not suffer because of insufficient personnel. Capabilities include but are not limited to:

Hiring qualified AM personnel, as determined by AFMAN 13-204 Volume 2.

Annually reviewing policies/procedures Ensuring a training program is established and maintained IAW AFMAN 13-204 Volume

2, Chap 8.

Reviewing/developing/utilizing airfield management/operations trend data Training airfield driving personnel and Airfield Driving Program Managers (ADPMs) Performing self-assessment Receiving/preparing for evaluations Maintaining documentation Accommodating and completing proficiency training

3.2.3. Essential Functions of the Assistant Airfield Manager. The SP AAFM shall provide AMS to customers by supervising flight line operations and airfield maintenance services to ensure safe, effective, and efficient airfield operations. The AAFM shall serve as the AFM in his or her absence. In addition, the AAFM serves as the Wing Airfield Driving Program Manager.

The Assistant Airfield Manager may not be used to cover the Airfield Management Shift Lead position, The AAFM shall comply with the duties and responsibilities listed in AFMAN 13-204 Volume 2 and DAFI 13-213. The SP, as the AAFM, is responsible for the following key tasks:

Coordinate with Security Forces and CE for Airfield Security and Hijack Prevention Maintain a locally developed airfield lighting chart Process airfield discrepancies on the AF Form 332 or locally approved form or electronic system. (T-3).

Maintain current Airfield Discrepancy Log to track and monitor airfield discrepancies and hazards Coordinate with CE to develop an airfield sweeping schedule/plan to support flying operations and maintain pavement areas on or next to runways, taxiways, ramps, engine run-up pads, runway overruns, airfield access roads

Serve as a member of the Foreign Object Damage (FOD) Prevention Committee Maintain vegetation growth on or adjacent to the airfield Conduct airfield inspections and checks.

Complete MICT self-assessment checklists as required.

3.2.3.1. Airfield Driving Program. The SP AAFM will act as the Wing ADPM and shall develop, revise, and maintain an airfield driving program critical to the safe operations of vehicles, aircraft, and pedestrian movement on and around the airfield environment IAW DAFI 13-213, Airfield Driving Program. As overall manager of the airfield driving program, the AAFM shall solicit help from base senior leadership and other various base support agencies to ensure the program is effectively implemented. The SP must inform the COR of the date/time of proposed unit inspections. The SP shall forward a copy of all inspection results to the COR. The SP, as the WADPM, is responsible for the following key tasks:

Develop and maintain an Airfield Driving Program Directive Ensure AM conducts random AF Form 483 spot checks for enforcement and compliance with the ADI. At a minimum, the spot check shall include a check of the driver’s AF Form 483 for accuracy/currency, the availability/currency of AF Visual Aids (e.g., AFVA 11- 240, Airports Signs and Markings; AFVA 13-221, Control Tower Light Signals; and AFVA 13-222, Runway/Controlled Movement Area Procedures), and the availability/currency of the local airfield diagram. The SP shall ensure violations are reported to the AFM, AOF/CC, individual’s Unit Commander, and Unit ADPM.

Develop procedures to ensure safe vehicle routes to and from airfield construction areas, site maintenance, daily cleanup, waste control and material/equipment storage.

Develop, implement, and maintain procedures to ensure all Laughlin AFB contractor and TDY personnel receive training on airfield safety and flight line driving before starting work.

Provide a briefing on airfield driving procedures and airfield safety criteria to pre-construction meeting participants in order to maintain positive control of all contractors working on or near the airfield.

Develop a local airfield driver’s familiarization program and provide it to unit Airfield Driving Program Managers (ADPM).

Conduct semi-annual meetings with Unit ADPMs to provide training, brief Controlled Movement Area Violations, or trends.

Ensure unit Airfield Driving Program Managers are trained and certified to drive on the airfield.

Inspect all unit airfield driving programs annually via person and MICT. Brief inspection results quarterly at the Airfield Operations Board (AOB).

Develop and implement procedures for issuing privately Owned Vehicle (POV) and Government Licensed Vehicle (GLV) passes, and validated annually.

Report and brief all runway incursions and controlled movement area violations, including Hazardous Air Traffic Reports, regardless of impact on flight safety documented at the AOB. Take immediate actions following a Controlled Movement Area Violation or Runway Incursion to correct any identified systematic problems and ensures interim control measures are applied until permanent corrections are made.

Conduct Quality control measures.

Participate in RIPWG.

Complete MICT self-assessment checklists as required.

3.2.4. Essential Functions of the Airfield Management Operations Manager. The SP AMOM shall provide AMS by establishing performance standards, procedures and work priorities for personnel working in the AMOPS section in order to support aircrew and airfield management activities to ensure safe, effective and efficient airfield operations. The AMOM shall comply with the duties and responsibilities listed in AFMAN 13-204 Volume 2. The SP, as the AMOM, is responsible for the following key tasks:

Review flight plans, traffic logs, Daily Record of Events, NOTAMs and other supporting flight data info

Ensure a secondary crash net is installed with backup SCN capability and confirms operability tests are conducted and results documented on the AF Form 3616 IAW AFMAN 13-204, Volume 2. The SP shall ensure SCN lines are dedicated to the dissemination of emergency information, each station is equipped with a noise reduction feature, and the system is equipped with a visual feature in AMOPS that activates as each two-way party picks up the handset. Develop and maintain current and accurate Operating Instructions, Quick Reaction Checklists, and logs in the AM section

Develop local procedures to record significant incidents/events during each shift on AF Form 3616, Daily Record of Facility Operations

Develop a shift-briefing checklist or electronic equivalent that include: Airfield Status (e.g., active runway, RSC/RCR, current NOTAMs, BWC, arresting gear, etc.), Airfield, Construction, NAVAID Status, Aircraft Rescue and Firefighting Capability, Equipment Status, and Personnel Working on the Airfield

Rescue and Fire Fighting status Ensure the airfield status display prominently displays active runway(s), Bird Watch

Condition (BWC), RSC/RCR, airfield construction areas/status, and any revised taxi routes/restrictions. The SP shall ensure all information displayed is current and accurate

Shall establish procedures to process NOTAMs according to AFI 11-208, Department of Defense Notice to Airmen System and AFMAN 13-204, Volume 2 and validates existing NOTAMS are current, accurate, and published IAW those procedures. The SP shall develop backup procedures such as an LOP with one agency outside of SPS’s network region/area (OCONUS) base and one CONUS to transmit NOTAMs.

Shall ensure the AMOPS section has a recording device for communications between AMOPS section and Control Tower, RAPCON or GCA facility, CP, FD, Security Forces (SF), Pilot-to-Dispatch, Ramp-net radio, and telephone lines or radio frequencies on which flight plans can be filed, revised, or cancelled.

Review the Airfield Suitability and Restrictions Report and Global Decision Support System airfield database assessment (Giant Report) for currency and accuracy at least semiannually. Submit report and recommended changes IAW AFMAN 13-204v2. If the AMOM does not have access to GDSS, they can contact the Air Mobility Command help (Airfield.Helpdesk@us.af.mil or DSN 312-779-3112) desk to obtain their most recent Giant Report.

Ensure traffic count and daily workload data is tracked and documented including number of operations, NOTAMs submitted/revised, Prior Permission Request (PPR), distinguished visitors (DV), SCN activations…etc. This information shall be passed to the COR and/or AOF/CC upon request.

3.2.5. Essential Functions of the Airfield Management Training Manager. The SP AMTM will be designated in writing and shall provide AMS by developing and managing a training program that meets the specifics to ensure initial qualification, recurring, refresher, and proficiency training in order to support aircrew and airfield management activity to ensure safe, effective and efficient airfield operations. Training received or provided by the SP shall be accomplished and/or performed IAW AFMAN 13-204 Volume 1 and Volume 2. The AMTM shall comply with the training program requirements, duties, and responsibilities listed in AFMAN 13-204 Volume 2 and DAFI 36-2670 to exclude the use of electronic Training Record.

The SP, as the AMTM, is responsible for the following key tasks:

Develop, implement and manage a Master AM Training Instruction signed by the AOF/CC and approved by MAJCOM

Maintain a Training Continuity Binders Provide a comprehensive AM Training program which includes developing, conducting, managing and administering a training program that meets the specific of initial, recurring and refresher training.

Maintain employee training records for all employees and ensure records contain signatures/initials of both trainee (employee) and trainer/supervisor for all tasks the employee is certified to perform. Records must be made available to government personnel for review upon request.

Develop an initial indoctrination program for new personnel. The program must contain a local qualification training guide covering all AM related tasks required to be performed at Laughlin AFB. The SP will ensure that all trained tasks are documented in the employees training record.

Designate, in writing, trainers, task certifiers, and the AM Training Manager. (Trainers and task certifiers must be certified in the tasks they are authorized to train).

Develop and administer practical or written tests monthly to maintain a high standard of proficiency in Airfield Management. Document completion of proficiency testing (to include scores) in the employee’s training record. Maintain documentation for one year.

Conduct and document quarterly inspection of records utilizing the Training Record Inspection Checklist, (found on the AFFSA/XA SharePoint®) IAW AFMAN 13-204, Volume 2. The SP shall ensure inspection results are documented in the individuals' training record and are briefed at the Training Review Board (TRB) training record inspections using the Training Record Inspection Checklist.

Conduct and document an annual review of the Training Operating Instruction, Local Position Certification Guide, Initial Evaluation Checklist and Newcomer Indoctrination Program.

Conduct and document recurring training annually. At a minimum, SP must ensure that all employees complete the Airfield Inspection and Maintenance, Airfield Criteria, Airfield Driving and Wildlife Hazard Management CBTs on an annual basis.

Participate in Airfield Operations Flight Training Review Board. Brief required agenda items according to AFMAN 13-204 Volume 1

3.2.6. Essential Functions of Airfield Management Shift Leader. The SP AMSL shall provide AMS by maintaining situational awareness of airfield activities, proficiency in the use of AM related equipment, and overall responsibility for the AMOPS section while on duty to ensure safe, effective, and efficient airfield operations. The AMSL shall comply with the duties and responsibilities listed in AFMAN 13-204 Volume 2.

3.2.7. Essential Functions of Airfield Management Operations Personnel. The SP AMOPS shall provide AMS through the employment of qualified, knowledgeable personnel with the capability of maintaining situational awareness of airfield activities according to established tours of duty or hours of operations to ensure safe, effective and efficient airfield operations. All personnel hired for the AMOPS position will be Shift leader qualified IAW AFMAN 13-204 Volume 2 prior to being hired. The SP, as AMOPS, is responsible for the following key tasks:

Maintain situational awareness of airfield activities and overall responsibility for AM section while on duty

Serve as the representative for the AFM during emergency response situations Assess airfield operations/situations, determine operational requirements and impose airfield restrictions as needed (e.g., closing/suspending operations on aprons, taxiways and runways)

Conduct and document a shift change briefing prior to signing off-duty Conduct airfield inspections and checks as required Monitor and coordinate airfield and aircraft activities Process flight plans and other air traffic related data through the national and international air traffic systems Provide flight following services and initiate appropriate actions when aircraft are overdue Maintain and process NOTAMs Maintain a record of daily events on AF Form 3616 or suitable substitute Execute Operating Instructions and Quick Reaction Checklists necessary to perform AM duties and responds to situations requiring immediate action Provide transient aircrew and aircraft support to include processing PPR requests;

coordinating parking areas; and coordinating aircrew transportation Provide briefings to base and transient aircrews on relevant airfield operations and restrictions Maintain the flight planning room equipment, maps, displays and publications Conduct random daily AF Form 483 Airfield Driving Competency Card Checks to ensure compliance Disseminate emergencies over Secondary Crash Net AMSL duty functions mirror those of the military AMOS and AMOC. 3.2.8. Facilities and Equipment Requirements. The SP shall maintain and utilize Government provided facilities and equipment to effectively manage the airfield and provide quality aircrew support. The facilities the SP shall use and occupy include the AMOPS section, aircrew lounge, distinguished visitor lounge, flight planning room, and publication rooms IAW AFMAN 13-204 Volume 2. The SP shall ensure the display and availability of current flight information publications (FLIPs) and publications & forms. The SP shall also maintain and utilize other designated rooms or areas to support aircrew and airfield unique requirements based on the designated use. The SP shall also meet customer requirements in other areas to include but not

The SP shall comply with local installation asset management plans, guides, or instructions as well as applicable MAJCOM directives.

Any requests for additional equipment or facilities shall be justified and submitted through the CO and COR.

3.2.9. AMS Vehicle Support. The SP shall provide vehicles to support AMS in order to execute action to include but not limited to, airfield inspections, emergency response, aircraft mishaps, runway surface condition/runway condition reading (RCR), airfield construction, Bird/Wildlife Aircraft Strike Response, aircrew support related situations, and transit to the Laughlin Auxiliary airfield for inspections, construction projects, and emergency response. Vehicle support must be provided during simultaneous airfield responses. The SP shall ensure the vehicle support is dedicated exclusively to AMS. The SP shall be responsible for fuel as well as any and all repairs needed. At a minimum, all SP vehicles will meet the following requirements:

4x4 capable to allow for year-round (snow/rain) inspection and response to infield and perimeter airfield areas.

Capable of carrying additional passengers for monthly inspections, waiver reviews, etc.

Equipped with a land mobile radio and/or a tunable multi-channel Ultra High Frequency

(UHF)/Very High Frequency (VHF) radio to conduct two-way communications with other agencies and monitor aircraft operations such as in-flight/ground emergencies.

Marked and lighted as specified in T.O. 36-1-191, Technical and Managerial Reference for Motor Vehicle Maintenance.

Equipped with an emergency light bar

3.2.10. Determining and Reporting Runway Surface Condition (RSC). The SP shall be responsible for determining and reporting RSC as required. The SP shall be responsible for disseminating RSC information to the appropriate base flying and support agencies. The SP shall engage in the process of determining and reporting RSC in the interest of safe flight operations at affected airfield.

3.2.11. Airfield Restriction, Closures, and NOTAM Procedures. The SP shall be responsible for imposing restrictions, closures, and suspensions as situations dictate, where it relates to runways, taxiways, ramps, and other parking surfaces in strict compliance with provisions outlined in AFMAN 13-204 Volume 2, Chapter 6 and the correlating AETC Supplement. These actions must be taken in collaboration with the AOF/CC, installation flying community, and other airfield support agencies. The SP shall ensure appropriate notice to airmen (NOTAMs) are published as required IAW AFI 11-208 for restrictions, closures, and outages as needed. The SP will also be responsible for determining when operations may resume on these surfaces and ensure actions and procedures for imposing and resuming airfield restrictions are published in appropriate local guidance and other media for the widest possible dissemination. The SP shall ensure NOTAM procedures are outlined in an Airfield Management Operating Instruction

(AMOI).

3.2.12. Airfield Safety and Compliance Inspections and Checks. The SP shall be responsible for conducting airfield safety and compliance inspections and checks and documenting results IAW AFMAN 13-204 Volume 2, Chapter 5. All SP personnel will be fully trained and task certified in accordance with the SP’s training plan and AFMAN 13-204 Volume 2 prior to performing airfield inspections and checks. Inspection results will be documented on the locally developed airfield inspection form and in the AF Form 3616, events log. The SP will identify and report all airfield safety hazards and non-compliance with Unified Facilities Criteria (UFC) 3-260-01, Airfield Design Criteria and applicable runway, taxiway, and apron markings, lighting, signage instructions (UFC 3-260-04, AFI 32-1040 and UFC 3-535-01). In addition, all airfield pavement problems will be identified. The SP will ensure discrepancies identified during inspections are tracked and monitored on a continuous basis until corrected. Airfield checks shall be conducted by the SP for situations including, but not limited to, Emergency Responses and BASH support when conditions dictate, and other times as requested by the Tower Watch Supervisor or the Supervisor of Flying (SOF). Routine daily airfield checks include, but are not limited to, Foreign Object Damage (FOD) checks, Airfield Lighting Serviceability and Marking Reflectivity checks and Aircraft Arresting System (AAS) checks. NOTE: An airfield check may be conducted in lieu of an airfield inspection when SP personnel are required to reopen the runway in support of in-flight/ground emergencies or to launch/recover aircraft on an unscheduled mission.

3.2.13. Spofford Auxiliary Airfield. The SP shall conduct a monthly inspection of the Spofford Auxiliary Airfield and additional inspections as requested by the AOF/CC. The SP shall conduct a joint airfield inspection on a quarterly basis at the Spofford Auxiliary Airfield IAW AFMAN 13-204 Volume 1, Chap 3. The SP shall report and track all discrepancies to appropriate agencies for corrective action. The SP will coordinate, review, and provide airfield management expertise on all contracts and civil engineering work completed on Spofford Auxiliary Airfield.

During construction projects at Spofford Auxiliary Airfield, the SP will make a minimum of bi-weekly visits to complete inspections and ensure progress and compliance with standards is met.

3.2.14. Bird/Wildlife Aircraft Strike Hazards (BASH) Services. The SP shall follow BASH procedures as outlined in AFI 91-212, Bird/Wildlife Aircraft Strike Hazard (BASH) Management Techniques, AFMAN 13-204, Volume 2, SAFB AOI, and the SAFB BASH plan.

The SP shall notify USDA of any wildlife reports on the airfield and assist if requested.

3.2.15. Training. The SP shall develop a comprehensive training program IAW with AFMAN 13-204 Volume 2, Chapter 8, and perform training activities to ensure qualification, proficiency, and recurring training requirements are met. The AM SP shall maintain detailed training records on each individual and present training record to appropriate Government personnel upon request. If a 13M trainee requires AFM training, the SP can provide training IAW the 13M Career Field Education and Training Plan. The COR will act as the certifier. All trainers will need to have attended the AF Trainer course and be identified and appointed per the DAFI 36- 2670, Total Force Development. The AOF/CC will coordinate all training with the COR to minimize mission impact.

3.2.16. Coordination/Maintenance/Documentation of Written Policies, Procedures and Historical Data. The SP shall develop and maintain all local policies, procedures, plans, Airfield Management Services FA3099-22-Q-0011 Laughlin AFB, TX Attachment 5 instructions, directives, and supplements pertaining to AMS IAW AFMAN 13-204. Additionally, the SP shall track, maintain, and file AM forms, events logs, discrepancy logs, spreadsheets and questionnaires which record airfield operations, historical data and customer feedback IAW AFI 37-138, Records Disposition--Procedures and Responsibilities. No historical records, workload data, or customer feedback will be discarded without prior consent from the Government COR, the Contracting Officer or AOF/CC. All daily events logs shall be maintained and annotated in accordance with AFMAN 13-204 Volume 2. All daily events logs shall be submitted to the AOF/CC and COR for weekly review. The AM SP’s staff or employees shall produce any historical data or written documentation at the request of Government COR, the Contracting Officer or AOF/CC.

SECTION 4: SERVICE SUMMARY (SS)

4.1. Performance Evaluations and Inspections. The Government will evaluate the SP performance by appointing a representative(s) to monitor performance to ensure services are rendered. The Government representative will evaluate the SP performance through inspections of SS items and investigation of all customer service actions and complaints. The Government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate due to repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the Government may reduce the number of quality control inspections if performance standards warrant a decrease. The performance threshold briefly describes the minimum acceptable levels of service required for each performance objective. The absence of any specific contract requirements from the SS shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract.

4.2. Service Deficiency. If any of the services do not conform to contract requirements, the Government may require the SP to perform the services again in conformity with contract requirements, at no increase in contract amount. When the deficiency in services cannot be corrected by exercising re-accomplishment of the performance, the Government may require the SP to take necessary action to ensure future performance conforms to contract requirements and or reduce the contract price to reflect the unsatisfactory services performed. Please refer to the Quality Assurance Surveillance Plan (QASP), section 5, for a more detailed description of performance requirements and surveillance methods.
