47 CONF4/21/221N/AReference Attachment 1Option to Extend: the unit price cells that auto populate from Option Year 4 have a mix of formulas. The cells for AFM, AMOM and Personnel are configured where the totals equal 25% of the 4th option year rather than 50%. The line for the AAFM however is correct. Will the Government be releasing a corrected version or should the offerors make the corrections on their own?An ammendment will be issued to correct formulas to equal 50%. Amendment Six (6) updated the formulas. All offerors must use the updated version.
47 CONF4/21/222N/AWage DeterminationWe do not see a Department of Labor Wage Determination or a Collective Bargaining Agreement for this opportunity. Respectfully request that the Government incorporate the appropriate document for our use.An ammendment (Ammendment 0001) has been issued to include wage determination and CBA.

If these column headers are correct we request that the Government provide more current information.Government will attempt to provide updated workload estimate, however, although this workload is from previous years, the mission has been consistent and the worload estiamtes are accurate. Amendment Six (6) updated the workload estimate.

47 CONF4/21/225N/ASolicitation, Instructions, Conditions, & Notices to Offerors or QuotersWe see that DFAR 252.237-7024 Notice of Continuation of Essential Contractor Services is contained in this section. Will the Government please clarify which functions are considered to be “mission essential”. Also, are offerors required to submit a plan with our proposals or after award?
All functions listed in the PWS are mission essential for the flying mission here. This plan required by the clause can be submitted after contract award. However, please pay close attention to the evaluation criteria, a very similar plan is required to be submitted within the proposal.
47 OSS4/21/226N/APWS 3.2.9How many vehicles must the service provider utilize? Is one acceptable?
The auxillary field is 45 minutes away and if the onsite management team is out there for an inspection, then the AMOPS section will be without a vehicle for the Laughlin aifield responses. This is also the case for base meetings, and scheduled or unscheduled vehicle maintenance. Historically, contractors have used two vehicles, however, if more vehicles are required, contractor is resposnible to ensure they have enough vehicles to meet the mission.
47 OSS4/21/227N/APWS 3.1.2.2After Hours Support. How many hours per year have been used over the past two years?
Last year we used about 6 Saturdays and we had one mission after hours to support the local community water shortage. So 8 hours for 6 days and that additional mission could yield an estimated 45 hours. However, PWS allows for up to 15 saturdays, which means contractor is responsible to ensure these 15 saturdays are priced within their proposal, as they will not be reimbursed.
47 OSS4/21/228N/APWS 3.1.2.1Are night flying contractor responsibilities and hours included in the FFP? Historically, how many night flying exercises are there annually and how many hours of support have the Contractor been responsible for?
Yes, the airfield night flying hours is included in the Flying Hours Program. We night fly 1 week a month. Typically its Monday-Thrusday and Sunday and Friday are the normal flying hour window.
47 OSS4/21/229N/ANone ProvidedWhat are the average hours for Saturday support? Would this be for one or two shifts?
Typically, Saturday support can mirror the weekday schedule or it can be as little as an hour of support needed for a single mission.
47 OSS4/21/2210N/APWS 3.1.2.1Are we to interpret this as supporting wing flying every Sunday except for 3-day weekends. If not, what are the average Sundays supported during a year?
Yes, the wing recovers off station flights every Sunday. Normally the base will be closed and minimal to no flyinig is conducted on the observed holiday weekends and family days.
47 OSS4/21/2211N/APWS 3.1.2.2Can the Government provide the yearly average for after-hours support? Is there a minimum staffing requirement for after-hours support?
Historically there is very little after hours support requested. The AFM does have coordintaion for leadership specific airfield related questions after hours but the need for members to come in to the AMOPS section after hours (without previous coordination or negotiations) has only happened twice in the last 2 years. Depending on the nature of the mission, the government and the on-site manager can discuss how many personnel are needed to support.
47 OSS4/21/2212N/APWS 3.1.2.3Are after hours’ support responsibilities and hours included in the FFP? Historically how many after-hours support hours have there been annually?
The biggest after hour supprot we require is Saturday flying request. Due to the robust flying training mission here, there is an expectation to utilize Saturdays to make up flying hours. We typically utilize 6 per year but there is a large appetite to increase this to at least one per month. This is usually an 8-hour shift that requires 2 personnel to be on shift. PWS allows up to 15 Saturdays per year. Contractor will be reibmursed for expenses after the 15 Saturdays have been exhausted.
47 OSS4/21/2213N/APWS 3.1.2.4Special Events and Contingencies. Historically, how many special events have there been annually and the number of hours the Contractor has been responsible for? Are special event hours and responsibilities included in the FFP?
To the highest extent possible, we try to do all of our operations inside the normal flying day and week. The exception to this is Air shows, flight checks or emegency support. No these are not included in the FHP.
47 OSS4/21/2214N/APWS paragraph 3.1.2.1Is the airfield open or closed during the Christmas/New Year’s holiday week? If closed, is this something that should be expected annually?
The airfield is normally closed during the week between Christmas and new years, but there is always the conversation about possibly flying within that week as well. It should not be assumed that it will always be closed. AM normally creates a plan for airfield improvements for this window of time.
47 OSS4/21/2215N/APWS paragraph 3.2.9AMS Vehicle Support. Does the Government provide radios for use in the SP provided vehicle/s as identified in the referenced paragraph?
Yes the government will provide the radios for the SP to utilize.
47 OSS4/21/2216N/APWS Section 5How much and where is Government provided office space for the SP personnel?
The Government supplies office space, computers, printers, scanners, monitors, paper, ink cartridges, radios, office furniture(SP can replace or update as you see fit). However, these items are provided as incidentals and if other items are required, SP is responsible for all items to ensure mission success.
47 OSS4/21/2217N/AReference PWS 3.2.14Is the SP required to provide any BASH equipment?
No. We have USDA onsite and they handle all BASH events. There are occasions where they ask for assistance from the SP for BASH control.
47 OSS4/21/2218N/AReference PWS 3.2.7Facilities and Equipment Requirements. The final sentence of this paragraph states “The SP shall also meet customer requirements in other areas to include but not limited to vehicles…” Please clarify if there are items that the SP is responsible for as a part of this contract.
This is speaking to any future support required systems or procedures that are not specified in any of the references at this time. As technology and missin changes, the customer might require support agencies to adapt something different from what is currently used and accepted. Of course, there will be coordination with the SP before anything is decided and procedures are changed.
47 OSS4/21/2219N/APWS Section 5Is the SP responsible for the purchase of printer related supplies, i.e. paper/ink/toner?
No. The government will supply all the components/supplies for the printer and workstaions.
47 CONF4/29/2220N/AReferance:Pg 77, Part II TechnicalIs there a page limitation to the Technical Proposal? An amendment (Ammendment 0002) has been issued to include page imitations: 1) Technical Proposal, limit to 20 pages.

2) Price Proposal, Spreadsheet included in solicitation, if other pricing information is included no more than 3pgs.

3) Past Performance, limit to 10 pages, Past Performance questionnaires included in solicitation will not count against page limit.Yes, Question 4
47 CONF4/29/2221N/AReferance:Pg 8, PWS 3.2Is there a current CBA for the AMS?An ammendment (Ammendment 0001) has been issued to include wage determination and CBA.Yes, Question 2
47 OSS4/29/2222N/AReferance: Pg 16, PWS 3.2.9How many vehicles must the service provider utilize? Is one acceptable?
The auxillary field is 45 minutes away and if the onsite management team is out there for an inspection, then the AMOPS section will be without a vehicle for Laughlin airfield responses. This is also the case for base meetings, and scheduled or unscheduled vehicle maintenance. Historically 2 vehicles allows immediate access to both airfields for on-site management personnel as well as the AMOPS team simultaneously. However, contractor is responsible to ensure enough vehicles are in place to ensure mission success.Yes, Question 6
47 OSS4/29/2223N/AReferance: Pg 16, PWS 3.2.9Since the vehicles need to have an LMR installed, can the government provide the nomenclature on acceptable LMRs?The government will provide the LMRs this will be installed into your vehicles as well as the handhelds and the base station radio for Pilot-to-dispatch.
47 CONF4/29/2224N/AReferance:Pg 23, Section 5"If at any time, the items provided by the government are insufficient to meet the mission, the contractor may be required to purchase additional necessary items to meet the mission" - Will the cost for these items be reimbursed by the government? All items provided by the government are provided as a government owned contractor used items. The listed items are provided since the government already has them on hand, and items are incidental to the place of performance, but these items do not guarantee mission success. Contractor is responsible to ensure they meet the mission with the items that the government provides and with any other item not provided by the government to ensure mission success. Contractor is responsible for all additional necessary items, if any, and reimbursement will not be allowed.
47 OSS4/29/2225N/AReferance: Pg 27, PWS 6.4.5.3 and 6.4.5.4Can the givernment clarify that a Tier 1 has to be submitted prior to start of work or will it be completed once the employee starts work? The Tier 1 will be accomplished as soon as the member is hired. We have tried to accomplish it ahead of the member arriving to the jobsite but there has been a lot of confusion between the on-base agencies. For this reason we complete it after the new member is on-site.
47 OSS4/29/2226N/AReferance: Pg 44, Appendix DCan the government provide updated workload estimates?See question 8.Yes, Question 8
47 OSS4/29/2227N/AReferance: Pg 23, Section 5Is there any office furniture that will be turned over or is it the contractor responsibility to procure office furniture? All office furniture should be turned over to the contractor. Items provided by the government are items that the government already has on hand, however, some are old and if they need replacement, contractor will need to replace as they see fit. As an example, there is a posibility that the new contractor will need to purchase chairs.
47 CONF4/29/2228N/AReferance: Pg 76, Solicitation/Contract/Order for Commercial ItemsIn the Evaluation factors for Award section, items 1 indicates that past performance is significantly more important than cost or price or technical. However, in item 3 it is made clear that offers will be evaluated on price first and past performance is not even mentioned. This seems to be conflicting information - please assist with clarification of how offers will be evluated, and which factor is most important.Item 3 states, "the Government will conduct an initial evaluation in which the quotes will be ordered from the lowest total evaluated priced to the highest total evaluated priced. Next, the government shall start the evaluation with the lowest priced quote first". Meaning, the government will put the quotes in order form lowest price, to highest price, then it will begin its evaluation in line with "Past performance is significantly more important than cost or price and technical".
47 CONF5/6/2229N/AReference Amendment 0001This amendment included a Collective Bargaining Agreement(CBA) that contain wage and fringe amounts that went into effect October 1, 2020 and have clearly expired roughly 8 months ago as well as no inclusion of Juneteenth as an additional holiday. The Union representative tells us that there are current wage and fringe values for this CBA. We respectfully request that the Government confirm with their incumbent contractor (The Rockwell Group) that the CBA that was incorporated via Amendment is still a viable document and also that they provide current wage and fringe amounts to all offerors. An amendment (Amendmant 004) was issued to provide current CBA.37,42,46
47 OSS30N/AReference PWs paragraph 3.1.2.1Hours of Operation. The second and third sentences of this paragraph state “Two Airfield Management personnel will be on-duty one hour prior to official airfield operating hours to provide services as needed. The Airfield Operations Flight Commander (AOF/CC) and Contracting Officer (CO) may authorize exceptions.” Are there any exceptions in place that allow for modified coverage?Yes . AFMAN 13-204 provides situations for the AOF/CC to authorize minimum manning. Typically this will be during short periods of support that are outside of the normal flying window that does not warrant 2 personnel on shift. Occurances such as flight checks, or contingency or emergency operations etc. This will be decided on a case-by-case basis.
47 OSS31N/AReference PWS paragraph 3.2.15The paragraph states “ If a 13M trainee requires AFM training, the SP can provide training IAW the 13M Career Field Education and Training Plan.” Historically, how many people need to be trained on an annual basis? In the last 3 years, there has only been one member that was trained here. It is not a annual occurrence, but does happen occasionally.
47 OSS32N/AReference PWS paragraph 4.3 Service SummaryThe third column contains 2 thresholds, “100% for Major and “80% for minor”. Please clarify what each of these means. It is the threshold for discrepancies. The ones at 100% threshold need to be accomplished completely IAW governing guidance. Any non-compliance in those areas will yield a major finding. The ones at 80% threshold will yield a minor finding if not accomplished IAW governing guidance.
47 OSS33N/AReference PWS paragraph 4.3. Service Summary # 2This line deals with conducting airfield inspections/checks however, the referenced PWS paragraphs associated with it in the table do not correlate to the topic. Please clarify.PWS was updated in Amendment Six (6).
47 OSS34N/AReference PWS paragraph 4.3. Service Summary, #4This line item states “Identify Runway Surface Condition (RSC) and disseminate information as required” and directs us to PWS paragraphs 3.2.1., 3.2.6., 3.2.9. and 3.2.11.. None of the stated paragraphs deals directly with Runway Surface Condition. Shouldn’t this Service Summary line item actually direct us to “3.2.10. Determining and Reporting Runway Surface Condition (RSC).”? Please clarify.PWS was updated in Amendment Six (6).
47 OSS35N/AReference PWS paragraph 4.3 Service SummaryThis table appears to be riddled with PWS reference mismatches. Respectfully request that the misalignments be corrected to ensure that all offerors know what the actual expectations are.PWS was updated in Amendment Six (6).
47 OSS36N/APWS 3.1.2.2 After Hours Supportwill you verify Saturday and Sunday support is day shift only? if night shift is incurred, will you provide the average number of hours are day shift and the number of hours are night shift?Historically there has not been a need for Saturday and Sunday support at night. We will always reach out to the SP for support inquiries prior to the operation.
47 CONF37N/AReference PWS paragraph 4.3 Service SummaryWe noticed the expired September 30, 2021 with the last pay increase per this CBA was 10/1/2020 and indicates no increase since.

Question: is there is an MOU or Bridge Agreement and if so will you please provide it?

An amendment (Amendmant 004) was issued to provide current CBA.29,37,42,46
47 OSS38Reference: PWS 3.2.1Does the SP need to have a Program Manager on-site or can the AFM function as the
company POC on-site to represent the company?Historically, the on-site manager functions as the representative. The SP does provide an off-site program manager. This will be left up to the SP. We have functioned fine with the AFM as the On-site mamnager.
47 OSS39Reference: PWS 3.2, 3.2.4, 3.2.10Is there any on-site RSC equipment or does the SP have to provide? No, there is no RSC equipment at this location. The only RSC requirement at this location is vehicles.
47 OSS40Reference: PWS 3.1.2.Can the government provide the SP how many days the facility is open until 2400 for pricing
purposes? In 2021, there were no closures at or after 2400, but there were 30 days we closed after 2300. We normally adjust the opening time on night flying days so the flying window is still the same as the weeks we fly our normal window. In 2021, the longest airfield hours lasted for 16 hours. This occurred 6 time for the whole year. We range from 11 to 16 hours for the flying window.
47 OSS41Reference: NAWill the government provide a seniority list for personnel for reference to vacation? The government can not provide such information. Succeful offeror can coordinate with incumbment once contract is awarded.

are the correct current wages. An amendment (Amendmant 004) was issued to provide current CBA.29,37,46,
47 CONF43PWS Paragraph 6.5.1The SP shall develop a QCP as part of the proposal and implement the proposal, but the RFP does not include a requirement for a QCP in Part II - Technical. Will a QCP be required for the Part II - Technical submission? If so, is it included in the Technical limitation of 20-pages?QCP is to be submitted 10 days after contract award.
47 OSS44PWS Paragraph 2.2Paragraph 3.2.1 and Paragraph 3.2.3 state that the AFM and AAFM may not be used to cover the AMSL position; but Para 3.2.3 does not make the same exemption for the AMOM, despite it being identified as a dedicated position earlier in the document. Is the AMOM position to be treated as an exempt position? No, the AMOM can and will be used to cover the counter AMSL when needed. However, the AMOM cannont be dedicated to working the AMOPS counter. When contingency operations or emergency situations dictate, the AMOM will be utilized. The AMOM will not be used permanently in-lieu of a full-time Shift Lead hire.
47 OSS45PWS Paragraph 3.1.2.1Please provide clarification of "may authorize exceptions". AFMAN 13-204V, para 3.2.2 states that the AOF/CC is the delegated authority to temporarily reduce the AM shift staffing requirements uncer certain conditions; but the last line of the section states, "This paragraph does not apply to the contract and AFR locations." Please confirm whether one or two personnel need to report one hour before the airfield opens. The AOF/CC can authorize minimal manning(one personnel on shift) only in special situations. For normal day-to -day operations, there will be 2 dedicated Shift Leads on duty for the duration of airfield open hours.

47 OSS47Questions/Answers # 23Please clarify if the government or contractor is responsible for installation costs? It is a simple install but has to go downtown to be installed. The government does not provide pricing due to offeror able to utilize any commercial entity capable of installing such radio, offeror will be responsible for such cost.

47 CONF 48 CBA “In addition, effective October 1, 2021, the Company will contribute to the Fund under the schedule of additional contribution rates required under the Preferred Schedule of the Rehabilitation Plan adopted by the Board of Trustees of the Fund on April 17, 2019 (the “2019 Rehabilitation Plan”), which is incorporated by reference into the Supplemental Agreement. Effective on the Adoption Date, and on each Adoption Date anniversary, the Employer’s contribution rate otherwise obligated under the CBA will increase by a compounding 2.5% while the Rehabilitation Plan remains in effect.”

May you please provide the requested information?

The pension rate is $2.10 so this will be compounded each year:

2022 $2.10 * 1.025=$2.15 or another .05 premium

2023 $2.15*1.025=$2.20 or another .05 premium

This gets compounded each year.
