STATEMENT OF WORK
Repair Roofs (B1100 & 399) Project Location: Laughlin AFB, TX Base Project/Number: CATM/MXDP 17-1004 Base Project/Number: Pool House/MXDP 18-1014 27 June 2018
1. INTRODUCTION
Provide all labor, equipment, materials, transportation, and all other incidentals required to repair and replace the roof of Buildings 1100 and 399. Work will include removal of existing roof membranes down to the deck and installation of new membranes. Ensure that construction complies with common construction practices, Unified Facilities Criteria (UFC) 3-110-03 (particularly chapters 1, 2, 4, 6-4, 6-11, and 6-14), Engineering Technical Letter (ETL) 11-18, and Laughlin AFB Division 01 Specifications. All work accomplished by the Contractor shall comply with these criteria unless a written waiver is obtained from the Air Force when conditions warrant such consideration.
2. SCOPE OF WORK (CATM Roof, B1100) (MXDP 17-1004)
Replace 1,808sf Canopy Baffle with Built-Up Roof (BUR) system located on Building 1100. Work incorporates the removal of 1,808sf of existing steel plates and BUR system down to the roof decking and the installation of a new BUR roofing system, steel plates, flashing, gutters and downspouts. The completed project shall provide a newly fabricated, fully functional roof that meets the specifications outlined in Engineering Technical Letter (ETL) 11-18 (sections 7.5.1, 7.5.5, 8.2 and table 3 (notes 1 and 2)). The Contractor shall accomplish the objectives below:
2.1. Remove the existing sheet metal (steel plates) and BUR system down to wood decking. Replace any areas of the roof decking, supports and purlins that would hinder the function or installation of the new BUR system. Replacements shall only be executed after receiving approval from the Contracting Officer.
2.2. Install a fully functional Canopy Baffle with BUR roofing system to also include flashing, gutters and downspouts. All materials installed shall follow Laughlin specifications and manufacturer instructions. The construction shall also provide the following items:
a) Install one layer of 3/4-inch (19 millimeter) plywood attached to one layer of 7/16-inch (11 millimeter) fire resistant treated plywood and one layer of 3/8-inch (10 millimeter) (500 BHN-hardness) steel. In accordance with ETL-11-18, table 3, row 2 (Rifle, carbine, machine gun) and (note 1 and 2).
b) Install a layer of plywood to prepare the baffle layer to receive the roofing system.
c) Install fiberglass base sheeting and seal all edges and overlapping sections. Install cant strips beneath the felt along parapet walls.
d) Install a three-ply BUR system.
e) Install a flood coat and gravel course.
f) Install flashing, gutters and downspouts.
g) Roof slopes to gutters shall be a minimum of ¼ inch: 1 foot.
h) BUR membrane shall be without defect.
3. SCOPE OF WORK (POOL BATH HOUSE ROOF, B399) (MXDP 18-1014)
Repair and replace an approximately 1,501 SF built-up roofing (BUR) system. Work incorporates the removal of the existing BUR system down to the roof decking and the installation of a similar BUR system, rigid insulation, vapor barrier, flashing, and crickets. The work will also include retrofitting existing roof penetrations, such as drains, gravity ventilators, and the roof hatch. The completed project shall provide a newly fabricated, fully functional roof. The Contractor shall accomplish the objectives listed below:
3.1. Remove the existing BUR system down to metal decking. Replace any areas of the roof decking, supports and purlins that would hinder the function or installation of the new BUR system. Replacements shall only be executed after receiving approval from the Contracting Officer.
3.2. Install a fully functional, BUR system to also include rigid insulation, fiberboard, membrane, vapor retarder, flashing, and crickets. Retrofitting existing roof penetrations such as drains, interior vents weather heads, and lighting poles is required. All materials installed shall follow Laughlin specifications and manufacturer instructions. The construction shall also provide the following items:
a) New roof shall have the ability to endure heavy rainfall (without leaking), golf-ball-sized hail, and days of continuous heat with an ambient temperature in excess of 100 degrees Fahrenheit.
b) Mechanically fasten rigid insulation to existing steel decking using corrosion-resistant fasteners and plates.
c) Install polyisocyanurate rigid insulation and perlite board to match required depth. Contour the insulation to ensure proper runoff to existing roof drain locations.
d) Provide crickets, tapered edge strips, and other insulation shapes required for sloping to drain.
e) Roof slopes to drainage shall be a minimum of ¼ inch: 1 foot and shall drain to existing drains.
f) Install fiberglass base sheeting and mop seal all edges and overlapping sections.
g) Completely seal all existing penetrations, all roof edges, and all other openings to prevent any water infiltration. Follow all manufacturer instructions.
h) Install a four-ply built up roofing (BUR) system with white gravel.
i) Install a two-ply BUR edge strip at edges of the roof. Extend over metal roof flange and set in sealant.
j) BUR membrane shall be without defect.
4. ADDITIONAL INFORMATION
4.1. The contractor is responsible for conducting a site visit per division 01 specification 4-4.
4.2. Roofing materials, equipment, and tools shall not be moved through the interior of the facility. Those items shall be delivered externally to the roof unless specific permission is approved by the Contracting Officer.
4.3. The Contractor shall ensure no damage is made to the facility, its contents, or any equipment on, or under, the roof during construction. Any damage to the facility, its contents, or any equipment caused by the Contractor during construction shall be replaced by the Contractor at no additional cost to the Government.
4.4. Contractor shall take pictures of the interior and exterior of the building prior to construction and at end of the construction period. Contractor shall invite Contracting Officer to be in attendance while taking pictures.
4.5. Work must be weather-tight on a daily basis prior to the Contractor departing for the day. An appropriate plan for providing weather tightness of the roof shall be submitted and approved by the Contracting Officer no later than two weeks prior to construction.
4.6. Prior to Government acceptance, all areas shall be free of construction debris. Provide, in writing, location for disposal of any debris. In accordance with division 01 Specification 8-4.
4.7. The work shall be accomplished with no outage time to the building’s existing utilities. However, if required, outage(s) must be approved by the contracting officer in accordance with division 01 Specification 1-10.
4.8. Base Security Forces requires all Contractors to submit background checks for each employee prior to getting access to base. The Contractor shall submit fully completed background check forms to the Contracting Officer a minimum of two weeks in advance of the Contractor’s need for access. The contractor is responsible for following all base access and security guidelines in accordance with division 01 specification 1-9.
5. WORKING HOURS
All work shall be performed during normal duty hours, which are 0730 to 1630, Monday to Friday. Work shall not be performed during Federal holidays or Air Force Designated Family Days. Requests to work outside of normal duty hours shall be submitted to the Contracting Officer no fewer than three (3) working days in advance. The Contractor should be aware that requests may not be approved. Air Force (AETC) specified family days are as follows: 2018: 25 May; 5 Jul; 31 Aug; 23 Nov; 24 Dec; 31 Dec Federal Holidays and AETC family days are listed below:

Holidays falling on Saturday are observed on the preceding Friday. Holidays falling on Sunday are observed on the succeeding Monday. The Contractor may request to work on a weekend, after hours, or on a holiday. All such requests must be submitted in writing to Laughlin AFB with a description of the type of work to be accomplished on that date. Any request to work a weekend shall be submitted by close of business on the prior Wednesday. Requests to work other than weekends shall be submitted a minimum of 36 hours prior to the requested date. Laughlin AFB reserves the right to approve or deny the request.
6. PERIOD OF PERFORMANCE (PoP)
This project will require 3 Notices to Proceed (NTP): one for submittals and two for construction. The contractor is responsible for following the phasing (NTP) guidelines established in section 1-14 of the division 01 specifications.
6.1. The Submittal phase shall incorporate both roofs and the PoP is 45 calendar days.
6.2. CATM, B1100 (MXDP 17-1004): The construction phase PoP is 45 calendar days.
6.3. Pool House, B1100 (MXDP 18-1014): The construction phase PoP is 45 calendar days.
7. SUBMITTAL PHASE
Contractor shall provide required submittals as indicated on Schedule of Submittals, AF Form 66. The Contractor shall provide electronic copies of all required submittals. The contractor shall provide bonding IAW FAR 28.102-1 Performance and Payment Bonds and Alternative Payment Protections for Construction Contracts, and shall be submitted no later than 10 calendar days after award of the task order. The Notice to Proceed shall not be issued until the signed original bonds are received and approved by Contracting.
8. PRE-CONSTRUCTION/KICK-OFF MEETING
47 CONF will host a pre-construction (i.e., Kick-Off) meeting to advise and coordinate on local procedures, safety and security requirements, and project coordination activities. The CO Representative (COR) will arrange for a suitable Kick-Off meeting location. The COR will schedule the pre-construction meeting after NTP #1 and before NTP #2. No submittal is required for this meeting. This meeting will be an opportunity for the Contractor to meet with stakeholders, end users and maintainers in order to ensure a full understanding of the scope of work. The COR will ensure the appropriate base agencies attend the Kick-Off meeting to provide necessary information or briefings to facilitate the success of the contract effort. This shall include stakeholders such as the base Fire Department, Bioenvironmental Engineering Flight, Wing Safety, Civil Engineer Squadron, the user, etc.
During the meeting the Contractor shall present a complete overview of the project, review the schedule, highlighting any issues (review periods, material submittals, etc.) which are key to maintaining the schedule. The Contractor shall take meeting minutes to include the recording of the attendance list and the Contractor shall send the meeting minutes to the CO.
9. PRE-FINAL/FINAL INSPECTION
9.1. The Contractor shall submit a draft DD Form 1354 and schedule a pre-final inspection 14 days prior to final acceptance of the work in accordance with section 10-4 and 10-5 of the division 01 specifications. The Contractor shall incorporate Government comments from the draft DD 1354 and submit a final DD 1354 at the final inspection.
9.2. The Contractor shall conduct a final inspection with base personnel. The inspection shall concentrate on the items identified at the pre-final inspection and recorded as pre-final inspection items (punch list). A final inspection shall not be performed until the pre-final inspection items (punch list) have been resolved. The Contractor shall present a completed DD Form 1354, at the time of the final inspection.
10. WARRANTY
The Contractor shall provide all warranty requirements prior to final inspection. Manufacturer warranties shall be passed to the Government according to the Schedule of Submittals. The warranty will follow the manufacturer’s standards for their equipment. Digital copies of the warranty shall be issued in accordance with section 1-2 and 10-3 of the division 01 specifications and FAR 52.246-21.
