Answer: Each Delivery Order will be considered/evaluated individually in accordance with the contract.

12) Will each DO (above $250K) be provided (for competition) to the successful offerors?

Answer: Reference Section H-8 of the Solicitation.

13) The existing site plan shows an “Open Air Structure to Remain” and the Proposed Site Plan shows an “Enclosed Storage Structure”. Is this intended to be the Enclosed storage facility for the trailers and tires? The RFP indicates that the Equipment Storage Structure is a new pre-engineered metal building. Which is correct. Please provide the length, width and eave height of the open air structure so that its re-use can be evaluated.

Answer: Enclosing the existing “Open Air Structure” is intended for an admin space with one (1) person staffing it part-time. The existing slab is the only piece of this structure that needs evaluated for re-use. The new pre-engineered metal building will provide storage for trailers.

14) The RFP requires evaluation of an existing 350 sf concrete slab for re-use or demolition.

The existing site plan does not show the location of the existing slab. Please revise the site plan to show this feature.

Answer: The existing 350 SF concrete slab is supporting the “Open Air Shade Structure” provided on the Existing Site Plan.

15) Reference Attachment 3, Existing Site Plan, CHANGE description

FROM: Open Air Shade Structure to Remain

TO: Open Air Shade Structure

16) The RFP and the site plan require installation of stormwater features, however, the site plan doesn’t provide any topographic data to assist in the design. Please provide topographic data for the site and the south side (diagonal) drainage ditch to be bridged by a new stormwater structure.

Answer: Answer will be provided in the near future.

17) RFP paragraph 4.14 requires the new truck/trailer entrance to the site to support a

“maximum load of 350,000 lbs across three axles”. The site pavement cross-section on the proposed site plan appears to be designed to support commercial truck traffic loads rather than the exceptionally high “350,000 lbs across three axles”. Please confirm the entrance structure design loading.

Answer: Calculated load is based on 8.34 Lb/Gallon for a 440 Gallon tanker at 95% Capacity.

This truck requirement will be verified and answer will be provided in the near future.

18) The proposed site plan shows a 5-bay structure, approximately 40’x60’ located new the northeast corner of the site that is unidentified. Is this intended to be the new “Equipment

Storage Facility”?

Answer: Correct.

19) The RFP requires connection to existing utilities (Domestic water, electrical power and telephone), but does not provide the location of connection points, size of service lines or materials. Please revise the site plan to show this information so that accurate pricing can be made.

Answer: Site plans will be revised by in the near future, to include the requested utility lines.

Storage Building for trailers. What is the required minimum clear height of the doorway?

Answer: Will be provided in the near future. Amendment to follow.

21) Attachment 2, Will the quantities be provided for each line item? Do we need to provide a price for each line item? Attachment 2, Can we modify the contractors proposal form, add or delete items?

Answer: Attachment 2 reflects only an “estimate” of the items necessary to complete the requirements of the Solicitation. The prospective offerors shall use own methodology and provide line items/quantities to meet the requirements of the Solicitation.

22) Attachment 2, Which format shall we use for the Construction Cost Breakdown, the format shown on Pages 1-11 or the format shown on Page 12?

Answer: Pages 1-11 reflect only a portion of Page 12. Please reference Page 13, “Instructions for Completing Construction Cost Breakdown.”

Flex Base and in Attachment 2, Line Item 90, the surface course is 2”, which pavement section is correct? Will the pavement section be determined by the Engineer of Record?

Answer: Pavement section is to be determined by the offeror’s Engineer of Record. The finished surface of the new section shall be level with the finished surface of the existing asphalt section.

The minimum requirements will be specified in the Statement of Work and Attachment 3 will be modified to specify minimum design requirements. Amendment to follow.

24) What will be the potential future “Maximum” single order amount?

Answer: The future “Maximum” single order amount is unknown at this time. The amount will be determined with each Delivery Order. Reference FAR Clause 52.216-19 Order Limitations for Minimum and Maximum Order requirements.
