REVISED SOW AND ATTACHMENTS WILL BE POSTED IN THE NEAR FUTURE
MACC Contractor Questions (8/10/2011) Responses
1) The RFP and the site plan require installation of stormwater features, however, the site plan doesn’t provide any topographic data to assist in the design. Please provide topographic data for the site and the south side (diagonal) drainage ditch to be bridged by a new stormwater structure.
(Question #16 from 14 July 2011 FBO Posting)
Topographic Map has been added to the attachments of the SOW.
2) RFP paragraph 4.14 requires the new truck/trailer entrance to the site to support a
“maximum load of 350,000 lbs across three axles”.
The site pavement cross-section on the proposed site plan appears to be designed to support commercial truck traffic loads rather than the exceptionally high
“350,000 lbs across three axles.” Please confirm the entrance structure design loading.
(Question #17 from 14 July 2011 FBO Posting)
Calculated load is based on 8.34 Lb/Gallon for a
440 Gallon tanker at 95% Capacity. Gross weight of the 5000 Gallon tanker is 72000 Lbs.
3) The RFP requires connection to existing utilities (Domestic water, electrical power and telephone), but does not provide the location of connection points, size of service lines or materials.
Please revise the site plan to show this information so that accurate pricing can be made.
(Question #19 from 14 July 2011 FBO Posting)
Utility maps have been added to the attachments of the SOW.
4) RFP SOW Paragraph 3.1.1 requires a single doorway for vehicle entry into the Equipment
Storage Building for trailers. What is the required minimum clear height of the doorway?
(Question #20 from 14 July 2011 FBO Posting)
The requested Equipment Storage Building has been modified; requesting a steel Equipment
Storage Building with the sides enclosed (sheeted)
ONLY. This building will provide a “Drive-through”, providing a clear doorway opening in the front and back of the structure. The clear height for the vehicles is 20 FT, and the net width of 70 Ft, and depth of the longest trailer is 45 FT.
Requesting sufficient overhang be provided for the trailers to keep the fire crew out of any incremental weather during maintenance or hook up of the trailers. Height of the roof deck must also account for the lighting of this area.
5) Attachment 3, The proposed asphalt pavement section calls for 3” TY C and 8” Flex Base however in the Statement of Work, Section 4.14, the storage area shall be 1.5” HMAC and 6” Flex Base and in Attachment 2, Line Item 90, the surface course is 2”, which pavement section is correct?
Will the pavement section be determined by the
Engineer of Record?
(Question #23 from 14 July 2011 FBO Posting)
Pavement section is to be determined by the offeror’s Engineer of Record. The finished surface of the new section shall be level with the finished surface of the existing asphalt section.
6) Is the storage facility conditioned space?
The Equipment storage facility is not a conditioned space; the enclosed administrative building will be a conditioned spaced.
7) Is the storage facility required to be fully sprinklered?
No
8) What are the ventilation requirements for the storage area?
The enclosed administrative space will require sufficient ventilation to prevent condensate and molding.
9) Does the administration building need a restroom?
No
10) Can the administration building be detached from the storage area or is it required to be a single facility?
Administration building can be detached.
11) Does the pre-engineered equipment storage building require a concrete foundation?
No, however, the load bearing columns require sufficient support (possibly piers) to prevent excess differential settlement and/or uplift from lateral loads per ASCE 7-05.
12) Does the pre-engineered equipment storage building require a door opening for each trailer?
Two large opening is required. The minimum clear span is 70 FT.
13) Is a construction schedule required with the solicitation?
Provide Period of Performance (POP) dates. A construction schedule is not required for the proposal, however, one will be requested after award.
14) What is the existing “ Peak Load “ on the
Transformer across the street we are pulling our power from for the new buildings. Transformer # is
“ #P747Q “
Transformer “P747Q” has a 300KVA capacity with a 80 KVA peak load. Location is annotated on the attached utility drawings
15) According to SOW paragraph 3.1.1, “The equipment storage facility shall be used to store and perform standard maintenance….”
Will the trailers need to be accessible inside the new equipment storage facility?
Trailers require access for standard maintenance and loading/unloading
16) What will be the minimum height of the opening for the equipment storage facility? Will the opening require a roll-up door?
20 FT minimum at the entryway; Two faces of the structure are to be enclosed with the front and back of the structure open for access. No doors are required for this opening.
17) What is the total mileage round trip from
Randolph AFB to the Annex located at Canyon
Lake?
Round trip mileage is 84 miles.
18) Will the contractor be allowed to open cut the street pavement for the installation of the fire hydrant? If so, what is the estimated depth of the water main? Will the pipe require casing within the pavement section?
Water line should be located under earth not pavement, however, contractor will be allowed to cut the street pavement if necessary; pipe will not require casing
19) Please provide the utility maps for this area.
Utility maps have been added to the attachments of the SOW.
20) Will the contractor be allowed to saw cut and patch the existing asphalt inside the fenced area?
Yes
21) Will the contractor be allowed to tie in to the existing water valves for the hose bibs near the existing slab?
Yes
22) Will a catch basin be required for the wash area? Will an oil skimmer be required?
A catch basin will be required where the trailer storage is placed. An oil skimmer is not required.
23) Scope of work calls for new transformer, however does not provide primary voltage and location from where the primary connection will be made. During the walk through there was a reference to an existing transformer. Please provide capacity and current loads on the existing transformer with exact location.
Transformer “P747Q” has a 300KVA capacity with a 80 KVA peak load. Location is annotated on the attached utility drawings
24) What is the Base fire alarm system for compatibility as asked for in section 4.8.7, is this being updated for automatic testing and sensitivity adjustment? The scope of work does require using
Monaco transmitter with antenna for communication with Base main fire alarm panel as asked for in 4.8.7?
No transmitter required; fire alarm system shall consist of hard-wired w/ backup battery heat detectors and a carbon monoxide detector.
25) Section 4.10.4 of the Statement of Work calls for UFC 4-010-01 DoD Minimum Antiterrorism
Standards for Buildings. Since this building is inside the base, do we need to maintain minimum distance from the road and or provide blast proof construction, is this applicable to this project, please advise?
Compliance with ATFP standards is not required of this project.
26) There is no water in the administrative building, however, GFCI outlets are requested per section
4.15 of the statement of work, is this correct?
Regular duplex outlets will be required, not GFCI.
27) Will both buildings require a 120/208 volts for the use of a computers or smaller equipment?
Administrative Building will require at least two
120/208 volt outlets. The Equipment Storage facility requires four (4) 240 volt outlets in addition to the 120 volt outlets. Dropped outlets with reel-up capability are acceptable (similar to those provided in vehicle maintenance shops).
28) Monaco wireless transmitter was mentioned in the documents for fire alarm communication with the Base Engineer’s office, is this required for both buildings or the Administrative building only or none since it is the Fire Marshall’s office extension?
Monaco wireless transmitter is not required for either building.
29) The furnished site plan (Attachment # 3) shows and calls out an existing drive apron on the west side of the project, yet aerial photos of the project do not show such a driveway. Does this drive apron exist or should it be part of the new construction?
Aerial photos do not show the current state of this site. The entryway marked “existing” on
Attachment 3 does exist.
30) Will the area for washing trailers require a drain system and separator for chemicals?
Drain is required but not a chemical separator.
31) The existing site plan shows an “Open Air
Structure to Remain” and the Proposed Site Plan shows an “Enclosed Storage Structure”. Is this intended to be the Enclosed storage facility for the trailers and tires? The RFP indicates that the
Equipment Storage Structure is a new pre-engineered metal building. Which is correct. Please provide the length, width and eave height of the open air structure so that its re-use can be evaluated.
Enclosing the existing “Open Air Structure” is intended for an admin space with one (1) person staffing it part-time. The existing slab is the only piece of this structure that needs evaluated for re-use. The new pre-engineered metal building will provide storage for trailers.
32) The RFP requires evaluation of an existing
350 sf concrete slab for re-use or demolition. The existing site plan does not show the location of the existing slab. Please revise the site plan to show this feature.
The existing 350 SF concrete slab is supporting the “Open Air Shade Structure” provided on the
Existing Site Plan.
33) The proposed site plan shows a 5-bay structure, approximately 40’x60’ located new the northeast corner of the site that is unidentified. Is this intended to be the new “Equipment Storage
Facility”?
Approximate sizing has been modified, but the intent is to be the new “Equipment Storage
Facility”
