DESIGN-BUILD
STATEMENT OF WORK
PROJECT # KELL 15-0014
RENOVATE BUILDING 2008 FOR 39 IOS DET 1
JBSA – LACKLAND, TX
1 GENERAL: The Contractor shall utilize and adapt the provided statement of work, conceptual design drawings, and documents provided by the 502 CES to provide all design, supervision, labor, materials, equipment, supplies, and transportation necessary to renovate Building 2008, located at JBSA-Lackland, TX to support the 39
IOS functions.
The contractor shall identify and comply with all applicable federal, state, local laws and regulations, and applicable code requirements, as well as Department of Defense (DoD), Air Force, and JBSA - Lackland statutes, instructions, manuals, handbooks, regulations, guidance, policy letters, and rules (including all changes and amendments) and
Presidential Executive Orders, in effect on the date of issuance of this contract. The Contractor is responsible for obtaining all operating and construction permits, and permitting actions required by codes having jurisdiction on
JBSA-Lackland. The Contractor shall be the architect/engineer and constructor of record for this project. The
Contractor shall be responsible for the professional quality, constructability, technical accuracy and coordination of all designs, drawings, specifications and other documents or publications upon which construction is based. The design of architectural, civil, mechanical, electrical, plumbing and other architectural/engineering features of the work shall be accomplished, reviewed and approved by licensed professionals to practice in their respective professional field in the stator or possession of the United States. The Contractor is responsible and liable for the complete design and shall not assume that the provided design criteria and/or as-built drawings in this solicitation shall alleviate the
Contractor from performing any additional design as required to produce a complete set of construction documents.
Contingent on Contracting and 502 CES written approval, Contractor may be allowed to “fast-track” this project by starting demolition activities prior to fully completed and approved design documents.
Contractor shall coordinate with the 502 CES Project Manager throughout the design phase to ensure the customer’s mission requirements are being met. Approved 100% final design documents shall have the drawings and shop drawings stamped FOR CONSTRUCTION, and be stamped/sealed by the Engineer of Record and properly labeled as such. Upon receiving these final documents, the government shall issue a construction Notice to Proceed (NTP) to the Contractor. The proposed performance requirements in Section 3 are recommendations made by the government.
The 502 CES Project Manager (PM) serves as the liaison between the A&E/Contractor and the customer and is not authorized to modify the terms of the scope, price, schedule or performance of this contract.
2 BACKGROUND: Building 2008, located at Security Hill, Joint Base San Antonio – Lackland, was constructed in 1953 and is approximately 10,691 SF in size. Building 2008 is currently vacant. During the construction phase of this project, the building portion Not In Contract may be in partial use. Contractor shall coordinate outages and construction work that may affect that area.
The current building configuration is not suitable to accommodate additional personnel and the current construction does not support mission requirements. The interior finishes are worn, electrical/communication is not suitable for personnel moving into the building and the layout of mechanical components aren’t in the locations needed for the proposed furniture layout. A renovation is required to bring the building up to standards and create a workable environment. Upgrades need to be accomplished in order to satisfy current regulations.
3 PERFORMANCE REQUIREMENTS/DETAILED SCOPE OF WORK:
3.1 GENERAL: The following is a summary of project requirements. All work shall be in conformance with the approved drawings and specifications, including furnishing of all material labor, plant, tools, equipment, and services necessary and incidental thereto. The work required to be performed by the Contractor consists of, but is not limited to, the following principal items: The contractor shall coordinate with the 502 CES PM and receive approval 14 days in advance prior to mobilizing for construction.

3.2 DESIGN: The following is a summary of the design criteria and requirements for Building 2008 and the surrounding exterior. The contractor shall be responsible for developing design analysis, plans, and specifications to accomplish the provisions of this SOW and attached documents. See Appendix A for preliminary design drawings.
The work required to be performed by the Contractor consists of, but is not limited to, the following principals:
3.2.1 Upon award of contract, the Contractor will have the option to remain with the current provided conceptual design and utilize this to complete design to 100% or re-evaluate the design for value engineering purposes. Should the contractor choose the latter, they shall receive government approval prior to the 60% conceptual working design, 95% and 100% benchmarks in accordance with Section 8 of this SOW (Schedule of Deliverables) for approval by
Government; the Contractor shall provide in writing which approach will be taken.
3.2.2 The Designer of Record (DOR) shall use the Unified Facilities Guide Specifications (UFGS) and the requirements contained in this SOW to fully develop the technical specifications and construction drawings. The technical criteria contained and cited in this SOW and UFGS establish minimum standards for the design and construction quality.
3.2.3 The contractor shall be responsible for preparing, filing, testing, and paying for any fees necessary to obtain all necessary permits to meet the provisions of this SOW. All testing and/or permitting fees shall be included as part of the base bid.
3.2.4 Record drawing from the original and subsequent construction effort is available and has been provided as part of the solicitation package in the appendix. Contractor shall field verify all required dimensions and information themselves to produce the design documents. Contractor shall develop accurate electronic plans in AutoCAD format.
Electronic plans developed by the contractor (not the government furnished record drawings) shall be used as the basis for design drawings.
3.2.5 The contractor shall submit for government review and approval, bound paper copies and electronic copies of
60% and 95% complete design packages consisting of product selection, investigations, calculations, studies, detailed design analysis, and plans and specifications for the accomplishment of all construction work described in Section 3.3 below and provided conceptual drawings. Contractor shall submit a signed and sealed 100% design package incorporating all correction from 60% and 95% review. Mobilization and construction effort will only be allowed to begin upon the receipt of signed and sealed 95% design package. All electronic copies shall be provided to the government in the native file format and PDF format.
3.3 CONSTRUCTION: All construction work shall be in strict conformance with design drawings and specifications and shall include the furnishing of all materials, labor, plant, tools, equipment, and services necessary to accomplish the provisions of this SOW. Maintain a safe, clean, and dust free environment to prevent any adverse effect to the facility and equipment.The work performed by the contractor shall result in complete and fully functioning systems consisting of, but not limited to, the following principal items:
NEW WORK: Contractor shall ensure that all new work is in accordance with Section 5 and the appendices of this
SOW. Hazmat Survey Report has been included in Appendix H. All measurements and quantities in this SOW are approximations and Contractor is responsible for field verifying all measurements and quantities. Contractor shall refer to Appendix F –Conceptual Design Drawings for additional details of the required work.
3.3.1 NOTE: Women and Men Restroom new work will be included in this contract. The SOW over-rides the conceptual drawings that currently show these restrooms Not In Contract. Please include work below in design.
3.3.2 Lead capsulation is a requirement prior to construction if any of the materials, which tested positive for lead paint, are to be disturbed. A Hazmat Survey is provided in Appendix I – Hazmat Survey. Contractor shall submit an encapsulation plan to address the required areas/materials to be disturbed.
3.3.3 Contractor shall ensure all adjoining areas, not in contract, are protected from dust/debris. Recommend the areas be protected by plywood and/or plastic tarps.

3.3.4 Protect government equipment and property from damage during construction. Contractor is responsible for properly documenting the condition of the property prior to the start of construction. Contractor shall be responsible for repairing any damages to government property due to contractor’s negligence, at its own cost.
3.3.5 All demolished equipment at the conclusion of the project will become the property of the contractor and shall be removed off-site and disposed IAW all applicable local, state, and federal laws.
3.3.6 Contractor shall ensure all outages are coordinated with building occupants, with minimal down time, through the 502 CES Project Manager, as per requirements stated in Appendix A – 01 00 00 General
Requirements, section 1.9. Electrical is to be coordinated with CPS in advance to ensure there is no delay to the project.
DEMOLITION
3.3.7 Remove and dispose of interior walls, interior furred walls on exterior CMU walls, and glass walls.
3.3.8 Remove and dispose of single door/frame and double door/frame.
a. Note: Removal of double-door entry on west side of building has been approved by the 502 Civil
Engineering Fire Department. No additional egress is necessary, per fire department and NFPA 101 life safety code. (Paragraph 3.3.42, e, refers to repairing and filling the exterior wall where these doors are to be removed).
3.3.9 Remove and dispose of remaining freezer, cabinets, countertops, shelves, sinks, piping, hoods, bulletin boards, and bars.
3.3.10 Remove and dispose of all wallpaper and wood panel, including gypsum wallboard, from walls and columns.
3.3.11 Remove and dispose of all carpet, vinyl floor tile, and ceramic tile, including rubber and cove base throughout. Ceramic tile in Tool Room to remain.
3.3.12 Cut opening on Staff Room wall for 3’ x 7’ door and frame.
3.3.13 Remove and dispose of shelving in Tool Room.
3.3.14 Remove and dispose of concrete pad near southeast corner of the building.
3.3.15 Remove and dispose of gypsum wallboard ceiling in Kitchen.
3.3.16 Remove and dispose of plywood ceiling and support beams in Tool Room.
3.3.17 Remove and dispose of ceiling tile and grid system, insulation, and all associated components (to include restrooms).
3.3.18 Remove and dispose of counter tops in restrooms. Ensure sinks are protected for re-use.
3.3.19 Remove and dispose of toilet partitions, doors, and restroom accessories that are attached to the panels.
3.3.20 Remove and dispose of light fixtures, canned light fixtures, light switches and all associated conduit and wiring.
a. Perimeter lighting shall remain and be relocated to new panels, as required.
3.3.21 Remove and dispose of emergency lights and exit signs and all associated conduit and wiring.

3.3.22 Remove and dispose of ceiling tile-mounted speakers.
3.3.23 Remove and dispose of smoke detectors, throughout.
3.3.24 Remove and dispose of ceiling mounted outlet.
3.3.25 Remove and dispose of exterior handrails and supports near the rear entrance of the building.
3.3.26 Remove and dispose of vertical exhaust duct, located above ACT ceiling, and fill penetrations.
3.3.27 Remove and dispose of all supply grills, return air grills, flex ducts and connected accessories.
3.3.28 Remove and dispose of all hard metal ducts from AHU-5, AHU-7, through exterior penetrations, penthouses, and back to associated outside air handlers.
3.3.29 Remove and dispose of AHU-1, all associated ductwork, and concrete pad. Patch and repair penetrations to match existing.
3.3.30 Remove and dispose of old freezer compressor outside and all associated refrigerant lines. Patch and repair refrigerant line penetrations to match existing.
3.3.31 Remove and dispose of old abandoned vertical exhaust duct, located above ACT ceiling above classroom 1 area.
3.3.32 Remove and dispose of wall exhaust and return and patch as needed.
NEW WORK
Civil/Structural
3.3.33 Repair exterior concrete ramp, as necessary to ensure ADA compliance.
3.3.34 Provide reinforced concrete pad for the new electrical transformer.
3.3.35 Provide reinforced concrete equipment pad for chiller.
3.3.36 Provide and install steel support framing on roof for air handler.
Architectural
3.3.37 Install (1) one layer, Type “X”, ½” GWB on walls and columns where GWB was damaged or removed due to wall covering demolition.
3.3.38 Repair/Fill holes in concrete floor to ensure smooth surface.
3.3.39 Repair existing walls at locations where intersecting walls were demolished.
3.3.40 Repair true ceiling.
3.3.41 Construct walls as noted in the provided conceptual drawings, Sheets A-2 and A-3. Sheet A-6 contained wall section details for the following:
a. Construct wall from concrete floor to roof wood decking attached to existing wall with 20 GA, 3-5/8” metal studs at 16” on center, (1) one layer Type “X” 5’8” GWB on exterior side of studs, and (1) one
SOW RENV BUILDING 2008 FOR 39 IOS Page 5 of 15 layer Type “X” 5/8” GWB from top of existing wall to roof wood decking on interior side of studs. Refer to Keyed Note 1 on drawings (Approx. 144 SF).
b. Construct wall from concrete floor to 6” above ceiling, 20 GA, 3-5/8” metal studs at 16” O.C. and (1) one layer Type “X” 5/8” GWB on both sides of studs. Provide wall support at maximum 6’ O.C. Refer to
Keyed Note 2 on drawings (Approx. 2600 SF).
c. Construct furr-out walls from concrete floor to 6” above ceiling with 25 GA, 2-1/2” metal studs at 16”
O.C. and (1) one layer Type “X” ½” GWB on exterior side of studs. Refer to Keyed Note 3, located on drawings, Sheets A-2 and A-3 (Approx. 1400 SF).
d. Install mud-walls to bottom of ceiling. Refer to Keyed Note 4.
e. Construct filler wall from concrete floor to bottom of CMU wall. Filler wall shall be made of 20 GA, 3-
5/8” metal studs at 16 O.C. and (1) one layer Type “X” 5/8” GWB on both sides of studs. Refer to Keyed
Note 5.
f. Construct 6’-4” width by 7’-2” height, CMU filler wall from concrete floor to bottom of CMU wall.
Refer to Keyed Note 6.
g. Repair wall opening where pervious TV was removed with 20 GA, 3-5/8” metal studs at 16” O.C. and
(1) one layer Type “X”, 5/8” GWB on both sides of studs. Refer to Keyed Note 10.
h. Repair wall opening above ceiling with (2) two layers, Type “X”, ½” GWB. Refer to Keyed Note 13.
i. Construct wall from concrete floor to roof wood decking with 20 GA, 3-5/8” metal studs at 16” O.C. and
(1) layer Type “X”, 5/8” GWB on both sides of studs. Refer to Keyed Note 14.
3.3.42 Cover existing 7’-1” x 6’-8” high window with ½” thick plywood. Window sill plate remains. Paint plywood same 3 coat paint system and color as walls.
3.3.43 Provide insulation to walls.
3.3.44 Install 4’ x 7’ x 1-3/4” solid core door with metal frame and all associated door hardware at front and rear entrances and at Server Room.
3.3.45 Install 3’ x 7’ x 1-3/4” solid core door with metal frame and all associated door hardware at Conference
Room and Staff Room.
3.3.46 Provide and install 3’ x 7’ door within mud walls as noted on drawings. Equip door with keyed lock and lever handle.
3.3.47 Install 2’ x 2’ carpet tile where floor covering was demolished. Carpet shall be Shaw Contract Group, Style
Number 5T035 Portal Tile, Color 34485 Navy, or equal.
3.3.48 Install 1/8” x 4” rubber cove base on all walls and columns. Rubber cove base shall be Armstrong 15 Zinc, or equal.
3.3.49 Prepare and paint all walls with (3) three coat paint system, (1) one coat primer and (2) two coat paint, in off-white color. Color to be provided during design phase. This statement supersedes 2-coat paint system called out in drawings.
3.3.50 Prepare and paint all metal doors and metal door frames with (3) three coat paint system, (1) one coat primer and (2) two coat paint, in brown color. Color to be provided during design phase. This statement supersedes
2-coat paint system called out in drawings.

3.3.51 Prepare and stain all wood doors with light oak color. Color to be provided during design phase.
3.3.52 Install man-bars at ventilation openings on foundation wall and opening on CMU wall. Man-Bars shall be ½” diameter steel, weld vertically and horizontally at 6” O.C.
3.3.53 Install 1/8” x 12” x 12” vinyl floor tile in server room. Vinyl floor tile shall be Armstrong Imperial Texture
51925 Ash Gray.
3.3.54 Install new ceiling tile grid system. Ceiling tiles shall be Armstrong, Fine Fissures, Square Lay-In, grid face
15/16”, size 24” x 24” x ¾”, Color: White (Item #1810), or equal. The suspension shall be Armstrong
Prelude XL, 15/16” exposed tee system, or equal. Ceiling height shall be at minimum 8’-2” from finished floor.
3.3.55 Provide new hand rails to ramps located on South East entrance to building. Rails shall be 1-1/4” diameter steel pipe with 12” ADA handrail extension. Top of upper rail shall be 36” from surface. Bottom of lower rail shall be 4” from surface. New posts shall be 1-1/2” diameter steel pipe and be secured by steel base plate and expansion anchors. Distance between new posts shall not exceed 6’ O.C. User internal couplings Type
18-7, to maintain continuity. Ensure 2-1/2” spacing from wall or column, and 5” spacing from edge of concrete. Connect post to base plate with 1/8” fillet weld all around.
3.3.56 Tack weld two steel cover plates to frames for concrete floor openings.
3.3.57 Paint all handrails, posts and base plates. Color selection to be provided during design phase.
3.3.58 Provide new restroom partitions, countertop, sink fixtures, and accessories which were disposed with toilet partition demolition. Ensure protection of toilets, urinals, sinks and all plumbing for re-use.
3.3.59 Provide new plywood ceiling in Comm Room, formally Tool Room. Suspended ceiling system will not support ductwork, diffusers, or airflow. Paint ceiling.
3.3.60 Server room will have no ceiling tile, Paint everything above the 8’-2” ceiling height black.
Mechanical: Refer to keyed notes on drawings for detailed requirements on installation of new equipment and system.
3.3.61 Provide and install new 70-ton packaged air-cooled chiller. Install supporting utility pad and associated disconnect switch. Provide clearance for maintenance as specified by selected chiller manufacture.
3.3.62 Provide new metal ducts and all associated hangars, supports, etc. to provide complete and installed.
3.3.63 Provide 3-1/2” chilled water piping and all associated insulation, carriers, anchors, supports, etc. to provide complete and installed.
3.3.64 Install government furnished equipment, 25-ton chilled-water rooftop air handler unit. Air handler unit should be installed approximate 4 ft about roof height to allow air flow to properly form before turning horizontally. Since b2008 is an old wooden building and since the air handler unit weighs approximately
5000 lbs, AHU-9 should be installed on a new contractor provided steel support system. Government furnished air handler unit delivery will be coordinated with Contractor and transported by government to the parking lot of Building 2008. Contractor is responsible for getting the government furnished 25-ton air handler unit onto the rooftop for installation. Government will only transport the unit to the parking lot site.
3.3.65 Provide new flex duct and connected accessories to new supply/return diffusers throughout.
3.3.66 Provide new supply and return diffusers in new ceiling system throughout.

3.3.67 Provide new chilled water piping, to be ran atop roof of this building. Roof penetrations made to service in-row-coolers (IRC) shall not be made directly above planned server racks locations. Contractor shall coordinate with 502 CES and the Contractor of the newly installed roof of Building 2008, to ensure warranty is not compromised when performing roof work and/or roof penetrations as part of this contract. Contractor shall install chilled water lines and isolation valves up to at an approximate height of 9 ft in server room area for ease of installation of IRC at a later date.
3.3.68 Install new hard ductwork from AHU-9, penetrating roof/ceiling into conditioned space. Contractor shall coordinate with 502 CES and the Contractor of the newly installed roof of Building 2008, to ensure warranty is not compromised when performing roof work and/or roof penetrations as part of this contract. Install new supply and return hard ductwork throughout classroom 1, classroom 2, Commander’s officer, administrative assistant office, and smaller staff room. (see drawings). All hard ductwork shall be insulated.
3.3.69 Install two new in-duct electric heaters for heating in the cooler months. Smaller in-duct electric heater shall be located off supply branch in between first takeoff for hallway supply diffuser and the takeoff for administrative assistant supply diffuser. Larger in-duct electric heater shall be located in the main supply duct from the air handler unit. In-duct heater shall be located after server room wall penetration but before first classroom supply air takeoff. User shall determine the desired location of the associated in-duct thermostats;
one for the classroom spaces or larger heater, and one for the office/admin spaces or smaller heater. While it is recommended, contractor setup both the air handler controls and in-duct heaters to communicate for maximum comfort and energy efficiency, it is not required in the scope of this contract.
3.3.70 Install new supply and return hard duct from AHU-5. New hard duct shall be ran from AHU-5 through the north side penthouse and down into the communications room (old tool room). AHU-5 shall solely serve this communications room. Four government furnished diffusers shall be connected to the supply hard duct to form two cold aisles. Two government furnished diffusers shall be connected to the return hard duct to form a single hot aisle. The government furnished diffusers will be transported and stored in Building 2008 prior to project start. Return hard duct shall run up and penetrate through penthouse, back to AHU-5. All hard duct shall be insulated.
3.3.71 Install new supply and return hard ductwork from AHU-7. New ductwork shall be ran from AHU-7, through the south end penthouse and down into the hallway area. Ductwork shall serve the OPS Floor area and the larger staff area. See drawings for ductwork sizing. All hard ductwork shall be insulated.
3.3.72 Contractor shall utilize existing ductwork from AHU-2 and AHU-6.
3.3.73 Reconnect AHU-6 from demolished Panel PA to Panel “MDP2”, see Panel Schedule for details.
3.3.74 Install R-22 Blanket insulation above ceiling tile throughout
3.3.75 Provide testing and balancing of systems.
Electrical
3.3.76 Although certain panels will be demolished in this project, there will be times when circuits from those panels shall remain for relocation to a new panel. For this reason, it is important to identify any circuits to be relocated first before demolishing a panel.
3.3.77 Provide and install new 45KVA, 3-phase, 208V delta primary transformer. Provide and install secondary
480V delta step-up transformer Provide and install one 600V, 3-phase, 60 AMP, 45 AMP (fused) disconnect.
Refer to drawings for location of transformer and disconnect. Electricity on security hill is owned and maintained by CPS; coordinate new transformer installation through CPS. From 125 AMP, 3 pole breaker in
Panel “MDP1” feed (3) three #1 THWN and (1) one #6 equipment ground in 1-1/2” EMT to primary side of

45KVA Transformer. From secondary side of transformer feed (3) three #6 THWN and (1) one #10 equipment ground in 1” EMT to RTU.
3.3.78 Provide and install (1) one 225A, main circuit breaker, 3-phase, 4-wire, 42 space, 208Y120V flush mounted panel labeled “PANEL UPS (8KVA)”. This panel will serve both the server room equipment and the 8KVA rack mounted UPS, Heat Pump, In Row Rack Chillers and Heat Duct Detector. From 225 A breaker in
“MDP2”, feed (4) four #4/0 THWN and (1) one #4 equipment ground in (2) two 1/2” EMT to “PANEL UPS
(8KVA)”.
3.3.79 Provide and install (1) one 1200A main circuit breaker NEMA 3R, surface mounted, 208Y/120V, 3-phase, 4-wire, 50 space panel (See Sheet E-8). From new 300KVA pad mounted transformer secondary side, run (3) three sets of (4) four 500 MCM and (1) one 1/0 ground in (3) three 5” PVC schedule 40 empty conduit transitioning to RGS for all vertical and 90S. Three conduits shall contain a wire from Phase A, Phase B, Phase C, Neutral and Ground and the last conduit will be spare for future use. Utility company will provide transformer for installation and will be responsible for all primary connections. Label “MDP2”.
3.3.80 Existing panels “B1” and “B2” shall be replaced with (2) two 225 AMP MCB, 42 space 208Y/120V panels to be located as shown on new electrical power plan layout (Sheet E-2). When removing panels “B1” and
“B2”, ensure that any existing circuits that must be relocated are not completely demolished unless required
(See existing panel schedule in drawings for any circuits that shall be relocated to the new panel). Remove feeder conduit and wiring associated with panels “B1” and “B2”.
3.3.81 Remove existing panel PA-SEC1, SEC2. Verify any existing circuits that must be relocated to new panel before demolishing existing branch circuits (See existing panel schedule in drawings for any circuits that shall be relocated to the new panel). Remove existing fused (250A) disconnects feeding panel PA and all associated conduit and wire.
3.3.82 Replace the main distribution panel in Mechanical Room with 1-400A, Main circuit breaker, surface mounted, 208Y/120V, 3-phase, 4-wire, 50 space panel. Label “MDP1”.
3.3.83 From new 225 AMP breakers located in Panel “MDP1”, feed (4) four #4/0 THWN and 1-#4 equipment ground in (2) two 1/2” EMT to each new panel “B1” and “B2”.
3.3.84 Relocate existing circuit feeding heat pump (AHU-6) from panel “PA-SEC1; 38, 40, 42” to new MDP2
Panel. Use (3) three #3 THWN and (1) one #8 equipment ground in (1) one 1/4” EMT to feed disconnect associated with heat pump.
3.3.85 From “MDP2”, feed (2) two sets of (3) three #2/0 THWN and (1) one #3 equipment ground in 2” schedule
40 PVC for all horizontals, and RGS for all vertical and 90s to AHU-9 (Chiller), 400A, 3-phase, disconnect.
From load side of disconnect, use 3” flexible conduit to feed chiller.
3.3.86 Construct unistrut stanchion and attach chiller disconnect. Stanchion must be within 6 feet of chiller.
3.3.87 For all 8KVA rack mounted UPS, hard wire (2) two #6 THWN and (1) one #10 equipment ground in ¾” from each 2-pole, 50 A breaker located in “PANEL UPS (8KVA)”.
3.3.88 Provide and install (2) two L6-30R receptacles per rack (back of rack) as noted on drawings. Each rack will be fed from Panel “DE SHOP” with (2) two dedicated circuits each containing (2) two #10 THWN and (1) one #10 equipment ground in ¾” EMT (See Panel Schedule in drawings for “DE SHOP”, Sheet E-8).
Provide and install (8) eight 2-pole, 30 A, 208Y/120V breakers in Panel “DE SHOP”.
3.3.89 Provide new lighting and all associated conduit, wiring, and components. Lighting shall consist of exit and emergency lighting to include switches and automatic controls, as noted on drawings.

3.3.90 Any nomenclature for existing panels will remain for new panels. For example, if replacing Panel “B1”, reuse the same name Panel “B1” for new panel.
3.3.91 Replace existing fused disconnects for AHU-7, AHU-2, and AHU-3 with 3-phase, 240V, 100AMP, non-fused disconnects. Mount disconnects in same location as removed.
3.3.92 Remove disconnect, conduit and wire feeding AHU-1.
3.3.93 Update and label all circuits at panel schedule and circuit locations.
3.3.94 For all 24 KW network racks (3 EA), provide and install (1) one CS3869 receptacle in back of rack. From
“PANEL UPS (100KVA)” feed (3) three #6 THWN and (1) one #10 equipment ground in ¾” EMT from each 3-pole, 50A, breaker to each CS3869 receptacle.
3.3.95 For all In-Row Chiller Racks (3 EA), provide and install (1) one L21-20 receptacle in back of each rack.
From “PANEL UPS (8KVA)” feed (3) three #10 THWN and (1) one #10 equipment ground in ¾” EMT to each (1) one L21-20 from each 3-pole, 20A breaker.
3.3.96 Provide and install 120V, 20A, duplex receptacles.
3.3.97 Provide and install 120V, 20 A quad receptacles.
3.3.98 Provide and install junction boxes with 6’ whips above ceiling for systems furniture.
3.3.99 All outlets and junction boxes shall be fed with (2) two #12 THWN and (1) one #12 equipment ground in
3/4” EMT.
3.3.100 TV outlets to be mounted 12” below ceiling height.
NEW WORK – FIRE
3.3.101 Reconfiguration of existing sprinkler system and smoke detectors will be required to accommodate new walls and office reconfiguration. Ensure Fire Protection Engineer signed and sealed drawings are provided and fire suppression system testing shall be done for any sprinkler system reconfigurations.
3.3.102 Replace server room sprinkler heads with new high temperature rating, greater than or equal to 212 degrees
Fahrenheit.
All work shall be accomplished in accordance with the latest edition of applicable codes, standards, regulations and other requirements. In the case where two or more standards are applicable, the contractor shall ensure compliance with the more stringent of the standards. The Contractor shall submit design and product selection to the government for approval.
4 INTENT: In order to accomplish this intent, the Contractor shall provide Full Working Design with completed drawings, and supporting design analysis based on the requirements set forth in this scope of work. It is intended this level of detail will allow the Contractor to complete the scope of work during construction.
5 DESIGN POLICY AND CRITERIA
5.1 DESIGN POLICY: The Air Force shall furnish basic design criteria to the Contractor from which they can develop and produce the construction documents.
5.2 DESIGN INSTRUCTIONS: The design shall incorporate the requirements as discussed in this SOW and the requirements of the publications and Government Furnished Information listed below.

5.3 DESIGN CRITERIA: The Contractor shall be responsible for the professional quality, code compliance, technical accuracy and coordination of all designs, drawings, specifications, and all other documents on which the design and construction are based. 5.4 GOVERNMENT FURNISHED INFORMATION AND MATERIALS: The following information and materials will be furnished to the Contractor, upon their request, by the government for the execution of the project work.
5.4.1 Utility Maps of the project site (electrical, sewer, water, and gas) are available for use as reference.
5.4.2 Standard reproducible AutoCAD cover sheet and second sheet with preprinted title block.
5.4.3 Base Guidelines (O&M, Architecture Compatibility, etc.)
5.4.4 DD Form 1354 & DD1354 Checklist Preliminary
5.4.5 Any existing Environmental Assessment

5.6 DESIGN SERVICES
5.6.1 Site Design Date: The contractor shall perform field reconnaissance, surveys, and site investigations required to obtain engineering information and design data necessary to comply with the provisions of the contract documents in accordance with the requirements of this SOW.

5.6.2 Field Measurements: The contractor shall be required to make his own field investigations to verify dimensions and other information shown on government furnished SOW and/or reference drawings.
5.6.3 Calculations: The Contractor shall submit calculations used for the design.
5.6.4 Referenced Specifications and Standards (Applicable Publications): As part of the design submittals, the
Contractor shall submit edited copes of the pertinent specifications according to UFGS format. The specification and standards of the issues listed in the beginning of each section, including the amendments, addenda and errata, but referred thereafter by basic designation only, form a part of these specifications to the extent required by the referenced thereto.
5.6.5 Government Review: The Contracting Officer or his authorized representative may furnish the contractor review comments on the data submitted. The government review is intended to be limited to functional aspects, with limited technical review of a general cursory nature only. Any review by the government of technical items shall not be construed to relieve the contractor of responsibility for technically correct and complete documents in compliance with applicable codes, industry standards, and the intent of this SOW. The contractor shall comply with the review comments in the development of data for subsequent submittals. If any review comment requires clarification and/or amplification to assure compliance, the contractor shall notify the Contracting Officer or his authorized representative in writing. After each review, the contractor will be furnished one set of comments to be annotated and returned to the government. Comments annotated by the contractor with a "D" - do not concur, "E" - exception, or "X" - delete, shall have an explanatory note added to justify the noncompliance with the comment. The contractor shall furnish these annotated comments to the Government no later than 3 calendar days after receiving the comments.
5.6.6 Government Design/Submittal Review (after award): Government has 14 calendar days to review an original and/or revised design/submittal package. Government has 7 calendar days to review an original and/or revised
Request for Information (RFI).
5.6.7 Drawings: The contractor shall submit drawings in accordance with Section 28.1 and 28.2 of this SOW. The contractor shall separate Architectural, Structural, Civil, Mechanical, Electrical, Fire Alarm/Fire Protection sections into their own individual sections within the drawing.
6 CONTRACTOR WORK IN SECURED AREA
6.1 CONTRACTOR’S MANAGEMENT AND USE OF ELECTROMAGNETIC EMISSION DEVICES ON
BASE: (Electromagnetic emission devices include: Radio/Radar Transmitters; Navigational Aids/Instrumentations;
Signaling, Intrusion Detecting, and Identification Devices; Mobile and Fixed Business Radio Communications
Equipment; and MARS, CBs, and Amateur Radio Stations.) The Contractor shall comply with DoDI 4650.1: Policy and Procedures for Mangement and Use of Electormagnetic Spectrum, AFI 33-580: Electromagnetic Spectrum
Management, and AR 5-12: Army Use of the Electromagnetic Spectrum. The regulations are available for inspection at the Communications Squadron, Building 1052, Lackland AFB, TX.
6.2 PROJECT CONSTRUCTION SECURITY REQUIREMENTS: All persons requiring access within the boundaries of the project and restricted area shall comply with all security requirements. All contractor and sub-contractors accessing the restricted secure area shall undergo a personnel security process. One primary requirement is that all persons shall provide a biographical data containing full name, current address, Social Security Number, Date of Birth, Place of Birth, Driver’s License & State and proof of citizenship (all personnel performing on this contract on-site shall be U.S. Citizens). Local and national criminal and subversive file checks are conducted by
Security Services or other designated security and law enforcement authorities at no cost to the contractor.
7 CONTRACTOR REQUIREMENTS
7.1 SITE PLAN: Contractor site plan shall be submitted for approval by the government 20 working days in advance prior to mobilization for construction. Contractor to be provided the JBSA Siting Request Worksheet upon
SOW RENV BUILDING 2008 FOR 39 IOS Page 12 of 15 request. This allows 502 CES time to route through the siting approval process. Reference Appendix A – 01 50 00
Temporary Construction Facilities for site plan requirements.
7.2 SITE CONDITIONS: The Contractor shall provide a temporary fence around approved staging areas and any work to be completed outside. The Contractor is solely responsible for securing his staging area. The temporary fence provided by the Contractor shall have a brown mesh screen on it pulled taut. The fence shall be straight and upright and shall be maintained in this position at all times. Contractor must store all equipment and material with the project limits. The lay down yard location shall assigned by the government. Yard shall be fenced, screened and well maintained during the course of the contract. The Contractor shall restore the area to pre-construction condition, or better, upon completion of the contract.
7.3 IDENTIFICATION OF EMPLOYEES: See Appendix A, 01 00 00 General Requirements. Short term contractors (less than 6 months) require criminal history background check. Long term contractors (more than 6 months) require a National Agency Check (NAC) background investigation. Contractors requiring access to government computer systems require a National Agency Check with Inquiries (NACI) background check. Ensure all contractor employees and sub-contractors are U.S. Citizens.
7.4 SUBMITTALS: During the design phase the DOR shall update the provided Submittal Registry with additional items for government approval to comply with the intent of this Statement of Work (SOW), these items shall include all newly installed products and/or reference material that are to remain government property at the conclusion of this project. Contractor shall utilize the updated to provide submittals on a Material Approval Submittal
Form for all listed items, prior to work or installation of materials. Do not purchase or conduct work until the approved submittal form has been returned from 502 CONS. At minimum, the contractor shall allow 14 calendar days for government review of the submittal for approval or disapproval.
7.5 O&M MANUALS: The Contractor shall provide O&M Manuals to the Government for all installed equipment. In addition to the manuals, the Contractor shall provide brief operational training on equipment in the system to the Government for future maintenance of the equipment. Training needs to be scheduled 14 calendars days in advance through the PM.
7.6 RECORDS MANAGEMENT PROGRAM: The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the records management procedures in Air Force Instruction (AFI) 33 - 322, Records Management Program, Air
Force Manual (AFMAN) 33-363, Management of Records, AFI 33-364, Records Disposition-Procedures and
Responsibilities, and the Air Force Records Disposition Schedule (AF RDS) located at https://www.my.af.mil/gcss-af61a/afrims/afrims/rims.cfm.
7.7 DD FORM 1354: The Contractor shall prepare and submit DD Form 1354, Transfer and Acceptance of Military Real Property prior to acceptance of the project by the government. The contractor will use the checklist provided by the government, and complete all applicable information to develop the DD Form 1354. A preliminary copy of the form along with the checklist shall be submitted for review by the Government to verify completeness and accuracy at least 30 days prior to the pre-final inspection. The completed DD Form 1354 along with the checklist shall be turned over to the 502 CES Project Manager at least 14 calendar days prior to pre-final inspection.
7.8 AS-BUILT DRAWINGS: The contractor shall provide complete detailed as-built drawings representing the entire project as constructed under the contract. The drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Drawings shall be delivered to the government on 14” x 20” hard copy, standard black line quality paper and electronically on AutoCAD release 2012 or compatible format and as PDF on CD.
7.8.1 Preliminary as-built drawings shall be submitted with a Material Approval Submittal Form for government review/approval. The preliminary as-builts shall be submitted concurrently with the request for pre-final inspection.
Upon government approval of the preliminary as-builts, the contractor shall submit the entire final set of hard copy and electronic as-builts drawings for final approval and acceptance. As-builts shall be included as a separate item in the progress schedule AF Form 3064.

8 SCHEDULE OF DELIVERABLES: Deliverables shall be submitted and distributed as shown in the table below. Table shows major milestones and is not exclusive of all other submittals as necessary per contract. All of the contract deliverables and supporting documentation becomes the property of the government upon delivery and shall remain property of the government at the end of the contract period.
Design Kick-off/Pre-construction Meeting: 10 Calendar Days after NTP (60% design)
60% Submittal: 30 Calendar Days after NTP (60% design)
95% Submittal: 30 Calendar Days after NTP (95% design)
100% Submittal: 15 Calendar Days after NTP (100% design)

Reminder: Contract Progress Schedule (after Construction NTP) and Progress Reports (due bi-weekly) are required in accordance with FAR 52.236-15, Schedules for Construction Contracts.
9 INVENTORY OF INSTALLED PROPERTY: The Contractor shall prepare and submit a list of new equipment that requires water, or electrical utilities connections. (Example: lighting fixtures and other electrical equipment). The list shall be reviewed periodically by the Government to verify completeness and accuracy.
Completed list shall be turned over to the Contracting Officer at least 2 weeks prior to pre final inspection.
The Contractor shall prepare and submit a list of new equipment or units of equipment that require gas, water, or electrical utilities connections per the attached JBSA - Lackland Environmental Protection specification, see
Appendix A. (Examples: AHUs, fans, air conditioners, compressors, condensers, chillers, boilers, furnaces, heat exchangers, pumps, cooling towers, tanks, fire hydrants, sinks, water closets, urinals, lavatories, shower stalls, and other large plumbing fixtures, lighting fixtures, electric heating equipment, motors, and other electrical equipment).
The list shall be reviewed periodically by the government to verify completeness and accuracy. Completed list shall be turned over to the 502 CES Project Manager at least 14 calendar weeks prior to the prefinal inspection.
10 NORMAL WORKING HOURS: Normal working hours are Monday through Friday, 0730 to 1630 hours, unless otherwise specified. Requests to work at times other than the stated working hours, including scheduled utility outages discussed below, shall be submitted to the Contracting Officer for approval. Contractor shall not work outside of the above stated working hours without prior written approval of the Contracting Officer.
11 RESTRICTED AREAS: The contract involves work in restricted areas. Each Contractor crew will be escorted for work in restricted areas. Escorts shall be scheduled by the Contractor through the Contracting Officer 15 day prior to starting work in restricted areas. Escort will be provided by the Government only during normal working hours.
12 EXISTING UTILITIES: Record drawings showing existing underground utilities are located in Building
5460, Lackland AFB. The contractor shall avail himself of the drawings. Any utility line shown on the record drawings (or made known to the Contractor) and damaged during construction work shall be repaired immediately by the contractor at no cost to the government. See Appendix A – 01 00 00 General Requirements.
13 PRE-CONSTRUCTION SITE VISIT: The contractor may visit the job site to verify location, conditions, and dimensions prior to starting work.
14 PRE-CONSTRUCTION MEETING: The Government will conduct a preconstruction meeting with the
Contracting Officer prior to the commencement of any construction work. The preconstruction meeting shall be attended by at minimum the Contractor’s Project Manager, Site Superintendent, Quality Control, and Site Safety and
Health Officer.
15 QUALITY ASSURANCE
15.1 QUALITY CONTROL: Provide a Quality Control (QC) person at the work site at all times for continuous surveillance of project activities to ensure workmanship, methods, materials, and equipment conform to contract
SOW RENV BUILDING 2008 FOR 39 IOS Page 14 of 15 requirements. QC shall have the “stop work” authority to prevent or stop performance inconsistent with the contract requirements.
15.2 QUALITY CONTROL PLAN: The contractor shall submit a Quality Control Plan (QCP) for government approval to the Contracting Oficer at least 14 calendar days prior to commencing work. Work cannot proceed without an approved QCP. At minimum, the QCP shall discuss the following topics: Introduction (task order description, and quality commitment statement), References, Project Organization (key project personnel and responsibilities), Quality
Control Plan Elements, Submittals, Quality Management Procedures, Testing/Inspection/Monitoring, Closeout
Inspection, Documentation and Control, Forms and Records, and Nonconformance and Corrective Action.
16 ENVIRONMENTAL REQUIREMENTS: The contractor shall comply with all provisions of Appendix B
Environmental Protection Requirements as applicable to this contract. No separate payment will be made to the contractor to ensure compliance with the provisions of the environmental specifications; all cost shall be part of the contractor’s base bid.
17 EMERGENCY REQUIREMENTS: The Contractor shall be required to provide a quick response during emergency or extraordinary events. Events may include, but are not limited to, hurricanes, tornados, and high wind conditions. The necessary response time will be coordinated between Civil Engineering, the Contracting Officer and
Contractor. The response time will vary according to the urgency of the requirements and shall be as soon as practicable. Quick response could require mobilization of work crews within an eight-hour window. The Contractor shall be required to secure buildings against damage at the direction of the Contracting Officer. A joint measurement will be accomplished as determined necessary for work requested. The Contractor shall be paid from the line items contained in this contract. Emergency requirements occur infrequently.
18 INSPECTION AND ACCEPTANCE: Inspections and final acceptance will be made as completed by the contractor with the following additional provisions: (1) The contractor shall give the government a minimum of three
(3) working days’ notice for all requested inspections. Inspections shall be staggered such that two inspections will not occur at the same time. (2) The contractor shall make sure that the work is ready for all inspections. The presence of an unreasonable number of deficiencies, as determined by the 502 CES Project Manager, may cause the inspection to be rescheduled.
19 DETERIORATED CONSTRUCTION AND FINISH: The 502 CES PM will be the governing authority in determining if existing construction and finishes are deteriorated and require repair and/or replacement.
20 ENERGY REQUIREMENTS: Design of new construction and renovations shall be in full compliance with ANSI/IESNA/ ASHRA Standards with specific attention to ASHRA…
