QUESTIONS & ANSWERS (#59-65)
Question 59: Can you please confirm that all compactors at all locations are Stationary
(otherwise known as breakaway) type compactors?
Government Response: Refer to amendment 0002
Question 60: Amendment 0001 changed the Quantity of Line Item Units for several Line Items.
The total number of services equated by service type for each installation no longer reconciles with the revised quantities of Line Item Units. It seems that the government's equated number of services in the tables A-2 through A-5 should equal the revised quantities for the line items.
Government Response: The estimated amounts were increased to account for unscheduled pick-ups.
Question 61: Will the contractor be provided a place to park collection trucks on Randolph, Lackland, or Fort Sam Houston?
Government Response: No
Question 62: Can the government provide any historical data for the number of on-call Roll Off container services provide annually at Seguin Auxiliary Airfield
Government Response: No historical data available
Question 63: Please reference PWS 1.1.1.4. Green waste disposal costs shall be invoiced against the applicable Contract Line Item Number (CLIN). Facilities participating in green waste disposal are identified in Appendix A, Table A-4. Question & Answer # 13 responds that the
Green Waste Disposal shall be invoiced against CLIN 0X03. . If the contents of these Green
Waste containers contain bulk items, stumps, large logs, dirt, or contamination that normally causes the Green Waste Disposal Facility to reject the material, will the contractor be able to dispose of the material as MSW and charge the disposal fee to CLIN 0X06?
Government Response: Contractor will be allowed to bill against 0X06 if the government places contaminates in Green Waste container. COR and CO should be made aware of any issues regarding Green Waste containers. Also, contractor shall provide documentation from Green
Waste disposal site stating rejection of load.
Question 64: Concerning documentation in support of CLIN 0X06, will the government reimburse the contractor for the weight associated with the minimal tonnage charged by the landfill for a lighter than normal load? For example, if the landfill elects to charge a minimal of
3.00 tons per load, or a minimal dollar value of $100.00 per load for any load that actually weighs any amount lower than a cost of $100.00 per load, will the government allow the

JBSA Lackland, TX Joint Base San Antonio Refuse Services contractor to charge CLIN 0X06 based on the minimal tonnage charged by the landfill? It is very common for these weights to fall below the landfill’s minimal tonnage/cost fees per load.
Government Response: Unit price is fixed.
Question 65: Will the government consider a change for the response time for relocations from
2 hours to 4 hours for relocation to some of the remote locations, including Seguin Auxiliary
Airfield, Camp Bullis, and Jacob’s Creek?
