QUESTIONS & ANSWERS (#4)
Question 4: The Government’s Line Item pricing format does not contain a FFP monthly pricing format. The contractor’s required initial investment in containers, collection trucks, and other support expenses will be considerable. Based on the fact that the pricing structure is all
IDIQ, with the exception of the mobilization/start-up cost, the contractor must recover fixed investment costs through these IDIQ line item associated estimated quantities. If the total government estimated quantities are not required, or if the government decides to reduce the requirement, then the contractor will not be able to recover his fixed costs investment in the project.
Based on this concern, will the government consider a change to FFP monthly Line Item pricing structure for the scheduled services with additional IDIQ line items for over and above adjustments based on service type?
Government Response: No
