3.0 VOLUME I – PRICE

PROPOSAL Volume Organization

I. VOLUME I – PRICE PROPOSAL

(a) General Instructions: The Contracting Officer (CO) has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the CO will review this determination and if, in the CO’s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the CO determines that adequate price competition no longer exists; offerors may be required to submit other than certified cost or pricing data to the extent necessary for the CO to determine the reasonableness of the price.

Note that unrealistically low or high proposed costs or prices, initially or subsequently, may be grounds for eliminating a proposal from competition either on the basis that the Offeror does not understand the requirement or has submitted a technically unacceptable proposal. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an Offeror’s proposal. Compliance with these instructions is mandatory and failure to comply may render your proposal ineligible for award in the absence of discussions. Offers shall be sufficiently detailed to demonstrate your understanding of the requirement and ability to perform in accordance with the Performance Work Statement (Attachment 1). The burden of proof for credibility of proposed costs/prices rests with the Offeror.

(b) Section B (Bid Schedule): The Offeror shall complete the Section B (Bid Schedule) of the RFP and submit with Volume I Price Proposal. A unit price shall be proposed and inserted for each Firm Fixed Price (FFP) Contract Line Item Number (CLIN) for each performance period and shall be rounded up to two decimal places. The extended amount must equal the unit price multiplied by the number/quantity of units. The proposed prices shall be based on the Offeror’s own technical approach submitted in the Technical Proposal (Volume II) and the Government’s Performance Work Statement (PWS) requirements as set forth herein. Aside from inputing unit prices, extended CLIN prices, and total prices in the schedule, the offerors will not otherwise alter the bid schedule. To do so will render the proposal unacceptable and ineligible for award in the absence of discussions.

(c) The Offeror's proposal shall include a signed copy of the solicitation. Complete blocks 12, 17, 26 and 30 of the SF 1449. Signature by the Offeror on the Standard Form 1449 constitutes an offer, which the Government may accept. Complete all contract clause fill-ins if applicable. The "original" copy shall be clearly marked under separate cover. The Offerors proposal shall include a signed copy of the Representations and Certifications.

The Offeror may submit a signed copy from the Online Representations and Certifications (ORCA) website in lieu of completing the representations and certifications included in the solicitation.

II. VOLUME II – TECHNICAL PROPOSAL

Technical Acceptability. The Government will first evaluate the five lowest priced proposals for technical evaluation selected from above for technical acceptability on an Acceptable/Unacceptable basis. Upon evaluation of the five lowest priced proposals, the lowest priced offeror receiving a rating of technically acceptable, represents the best value as the lowest priced technically acceptable offeror and will receive award subject to a determination of responisibility. If the lowest priced offeror does not garner a rating of technically acceptable, evaluation will continue until the agency finds a technically acceptable offeror at which point further evaluations will cease as that offeror represents the best value as the lowest priced technically acceptable offeror and will receive award subject to a determination of responsibility. All technical criteria must be rated ―Acceptable‖ to be considered Technically Acceptable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. If award is made without discussions, proposal revisions will not be permitted. Offerors are advised that their initial submission should be their best effort. A finding of technical unacceptability in any factor or subfactor will render the entire proposal unacceptable and, therefore ineleigible fo award in the absence of discussions.

(a) Technical Acceptability: The technical factor will receive one of the ratings listed below:

Acceptable: Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable: The proposal does not clearly meet the minimum requirements of the solicitation.

(1) Technical Factor 1: Manning Description

(A) Technical Subfactor 1 - ORGANIZATIONAL AND PERSONNEL REQUIREMENTS

The proposal shall show numbers of personnel, skill level, skill mix, and cross-utilization plans.

(ii) The offer shall provide a clear, comprehensive and realistic evidence of the ability to obtain all supplies, licenses, certifications, equipment, and personnel necessary to meet work statement requirements by contract start date.

(iii) The offer shall provide a sound cross-utilization strategy and effectively demonstrate how the contract manager will redistribute human resources to address imbalances in competing workloads between transient aircraft and support equipment maintenance services.

(B) Technical Subfactor 2 - MANAGEMENT

(i) The offer shall provide a complete, in-depth overview of how the contract manager will ensure budgetary control for funds entrusted and reporting of status relative to spend rates and forecasted overages or shortages.

(ii) The offer shall provide a clear, comprehensive plan on how the contract manager will ensure supply discipline and effective maintenance practices that do not lead to unnecessary repairs.

(iii) The offer shall provide effective, realistic procedures that will be used to ensure government management personnel are informed in a timely manner of work or equipment related issues that require extraordinary attention and contractor plans for resolution.

(iv) The offer shall provide procedures that show how the contract manager will staff and address emergency situations or extraordinary requirements. Examples include

(v) accident, incident management, and operations outside of the normal hours of operation.

(vi)

(2) Technical Factor 2: Quality Control

(i) The Offeror shall provide a detailed functional Quality Control (QC) plan explaining the manner and the areas in which the Offeror will maintain quality control for this service. This plan should show personnel responsible for performing QC and it should address all performance requirements, items, method or techniques, (checklist, random sampling, 100% inspections) in performing QC and how often the Offeror proposes to do QC checks. The plan should show how the Offeror proposes to correct identified discrepancies found during QC checks and action that will be taken to prevent recurrence of such findings. As a minimum, the plan must meet all requirements for QC identified and required by the PWS. The Offeror must show how they will establish a database that will facilitate tracking and trend analysis of quality control discrepancies found by internal QC inspectors and external Quality Assurance personnel and other government inspection entities.

(ii) The Offeror shall provide a safety plan as required by the work statement and that meets Occupational Safety and Health Act (OSHA)(Public Law 91-596) and the resulting OSHA Standards 29 CFR 1910 and 1926, including DoD and Air Force safety program instructions listed in the PWS.

(ii) The offer shall provide a comprehensive, efficient technical plan to ensure that an effective technical order management program is instituted in all facets of operation.

(iii) The offer shall provide an in-depth, effective plan for fully implementing the Air Force automated tool control system within one year of contract start.

General

(a) The Technical Volume shall be specific and complete. In the Technical Volume, address your proposed approach to meeting the minimum performance or capability requirements of each technical Subfactor.

(b) Marketing presentations are not wanted and will not be evaluated. Hard and compelling evidence of capabilities is required to receive credit for evaluation factors.

(c) Legibility, clarity, and coherence are very important.

(d) Your responses will be evaluated against 52.212-2, Evaluation Factors.

(e) Provide as specifically as possible, the actual methodology you would use for accomplishing and satisfying the requirements.

(f) All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that you will perform all the requirements specified in the solicitation. It is not necessary or desirable for you to tell us so in your proposal. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.

(END OF ADDENDUM TO 52.212-1)

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

1. This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR.13.5 Test Program. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. The offeror with the lowest price technically acceptable reqpresents the best value to the Government and will receive award. The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by this solicitation. It is the Government’s intent to evaluate proposals and award contracts without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a price, and technical standpoint. However, the Government reserves the right to conduct discussions if the Contracting Officer (CO) later determines them to be necessary.

2. The Government intends to award 1 contract for this, 100% Service-Disabled Veteran Owned Small Business Set-Aside, Transient Aircraft Maintenance Services acquisition. The resultant contract will have a one year base ordering period with two one-year option periods.

3. The Government will consider, throughout the evaluation, the ―correction potential‖ of any proposal. If the Government finds any part of an Offeror’s proposal unacceptable and does not consider the deficiency correctable, the agency may eliminate proposal from award consideration.

4. Unless specifically identified in your proposal, by submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications and technical requirements, in addition to those identified as evaluation factors or subfactors. All technically acceptable proposals shall be treated equally except for their price proposal. Failure to meet a requirement may result in a proposal being determined ineligible for award.

5. Offers will be ranked based on initial assessment of total overall evaluated prices, followed by a full evaluation of Technical Acceptability, then Price Reasonableness of the low priced technically acceptable proposal. Only proposals rated technically acceptable are eligible to receive an award. Initial Proposals: The Government will rank proposals based on an initial assessment of Offeror’s Total Evaluated Price, followed by a full evaluation of Technical Acceptability. Proposals will be evaluated as follows:

Rank by Total Evaluated Price, as submitted. The Government will rank all proposals by the initially proposed total evaluated price, from lowest to highest, including all option years. An Offeror’s proposed estimated price will be determined by multiplying the estimated quantities identified in the Bid Schedule by the proposed unit price for each CLIN. The extended amounts for each CLIN will then be totaled to obtain the estimated total for each performance period. The estimated total for the basic performance period will then be added to the estimated total for each Option period to obtain the Total Evaluated Price. The Total Evaluated Price consists of the base and all options periods. The Government will evaluate the prices of the basic and option years for a potential exercise under (FAR 52.217-8) and the potential to extend the contract an aditional 6 months beyond the awarded contract performance period. In the event the Government requires continued performance, the Governments evaluation of the prices proposed will be considered fair and reasonable as applied to the extension of services. Should an extension of services be required rates will only be adjusted only as a result of revisions to the applicable prevailing Department of Labor wage rates.

(a) Price Evaluation: the Government will conduct a complete Price Analysis on the lowest priced technically

―Acceptable‖ offer, to determine if proposed prices are reasonable and balanced. All proposed prices for all contract periods will be evaluated for reasonableness, which may be determined based on prices submitted by the competition, historical pricing, current market conditions, comparison to the Independent Government Estimate, and/or other proposal analysis techniques as described in FAR 15.404-1. Evaluation of option prices will not obligate the Government to exercise options. The Government may require submission of information other than cost or pricing data to the extent necessary to evaluate price reasonableness. Proposed contract line item prices will be evaluated for unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items or sub line items appears to be significantly overstated or understated as indicated by the application of price analysis techniques. An Offeror’s proposal may be rejected if the CO determines that the lack of balance poses an unacceptable risk to the Government.

6. The Government intends to award without discussions. However, the government reserves the right to conduct discussions if deemed in its best interest.

7. If the Government decides to conduct discussions, the government will first establish the competitive range.

Prior to establishing the competitive range, the government will evaluate all offers against all factors in the solicitation. The government will then establish the competitive range consisting of the most highly rated offerors based on evaluation of all offers against all factors. The Government reserves the right to further limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. If, after discussions have begun the government determines that an offeror’s proposal should no longer be included in the competitive range, the proposal will be eliminated from consideration for award. This may occur at any time even if all material issues have not been discussed or if the offeror has not yet been afforded the opportunity to submit a proposal revision. Written notice of exclusion from the competitive range will be provided to unsuccessful offerors. After conclusion of discussions and receipt of final proposal revisions, technically acceptable proposals remaining in the competitive range will be ranked by Total Evaluated Price. The Government will conduct a complete Price Analysis on the lowest priced technically ―Acceptable‖ offer, to determine if proposed prices are reasonable and balanced in accordance with the procedures in paragraph A. Award will be made to the lowest priced technically acceptable proposal subject to a determination of responsibility.

(a) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the options. The Government will evaluate the prices of the basic and option years for a ptotential exercise under (FAR 52.217-8) and the potential to extend the contract an aditional 6 months beyond the awarded contract performance period. In the event the Government requires continued performance, the Governments evaluation of the prices proposed will be considered fair and reasonable as applied to the extension of services. Should an extension of services be required rates will only be adjusted only as a result of revisions to the applicable prevailing Department of Labor wage rates.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
