Please confirm that proposals are due NLT 12:00PM Aug 18, 2014 and not Aug 15, 2014 as mentioned on page 19 or 80.
Proposals are due NLT 12:00p.m. CST Aug 18,2014. The revision will be made in an amendment to follow.
PWS:
2.1.4.17. The service provider when applying shall ensure that personnel either (1) hold both a valid State of Texas Structural Pest Control Board (TSPCB) Commercial Applicator License and a valid State of Texas Commercial Pesticide Business License, or (2) comply with the Texas Department of Agriculture (TDA) regulations for pesticide use” seems to contradicts “2.3.8.9.
Base Civil Engineering. The government will provide fire prevention, protection, inspection, and maintenance of government furnished fire extinguishers and systems, pest control and grounds maintenance”. Please confirm which is correct since this is contradictory?
This statement is added to prevent contract personnel from spraying unauthorized pesticide on government occupied properties. The contractor must be compliant with the “Or” statement (comply with the Texas Department of Agriculture (TDA) regulations for pesticide use).
2.1.4.21.1. "The service provider on-site contract manager and UEC shall complete JBSA- Lackland Soil Management Training by way of the ESOHTN." I am confused on why we would engage in any activity requiring soil removal? We are not a landscape company -recommend remove as not applicable?
This statement is added because soil management is part of the Unit Environmental Coordinator training and provides procedures if a spill were to occur and soil is contaminated. Tables A2B.3 and A2B.10 identify publications that must be followed.
The guidence specifically to the UEC is publication LAFBI 32-7001 and in accordance with 2.1.24.2 in the PWS.
2.1.12. Contractor Furnished Vehicles. …All vehicles shall be late model, no more than 2 model years old, at the start of the service contract and last the life of the contract. Given that most AGE – i.e. tow tractors, air-stairs are mostly military excess and has been overhauled we believe this requirement is unduly restrictive and will result in an unnecessary cost to government.
Recommend this requirement be only for Follow-Me vehicles and incorporate the following "AGE must be in a serviceable and presentable condition subject to approval by the customer prior to use."
IAW PWS paragraph 2.1.12 all Follow Me vehicles shall be late model, no more than
2 model years old, at the start of the service contract and last the life of the contract.
Revision has be updated and added to Attachment 1 date 8 Aug 2014.
2.1.12.2. In lieu of purchasing a human waste truck or waste trailer, insurance, and permits is it allowable to subcontract out those services?
Yes, As long as the specifications of the contract are met. This contractor will be held responsible if non-compliant, not the sub-contractor
2.1.12.-2.1.12.6. The number of general purpose vehicles appears to be high in relation to the amount of workload provided. For example, the service provider shall provide four (4), 2 door short bed pickup trucks for the purpose of providing transient aircraft “Follow-me” services. Will the government clarify the need for 4 follow me pickups?
This number is required because at any time there are 2 vehicles on the Transient main ramp and if a requirement arrives at Kilo or Lima ramps, contractor personnel must be able to respond without delay. Four vehicles are required for this contract.
2.1.17.2.4. "All micro-purchases shall be procured and paid for by the service provider. The service provider will be reimbursed by the government for these purchases under the appropriate contract line item number (CLIN), with the exception of those assets and services identified as included in the contract price. Reimbursements are not entitled to General and Administrative (G&A) expenses, overhead, or profit." While we understand no profit is to be added however please clarify why the service provider must absorb the administrative costs and cost of money for micro-purchases which is a burden/cost to the SP? Recommend "All micro purchases procured and paid for by the SP is entitled to applicable G&A, and excludes overhead and fee".
For this contract, General and Administrative cost are to be estimated into the contract price. Micro purchases in this context are referred to as maintenance related costs (nuts, bolts and small maintenance related purchases.
2.1.21.1.1; Are the Dispatchers required to be located in the Transient Aircraft office during all operational hours?
Per paragraph 2.21.1.1 in the PWS the requirement is to have “a” person as a dispatcher to monitor radio and phone traffic is not limited to one individual. It can be more than one. The only requirement is that someone is in the dispatchers chair during duty hours for support requirements.
2.1.21.3. Aerial Port Utility Service (limited). The service provider shall provide limited Aerial Port Utility services during all hours of operation to include potable water, air stairs, trash removal and human waste removal. The service provider shall collect waste from aircraft upon arrival. The waste shall be transported to a permitted facility in accordance with Texas Natural Resource Conservation Commission regulations found under Title 30, Texas Administrative Code Chapter 312, and San Antonio Municipal Code, Chapter 34, Article 5." However "2.1.21.3.1. In accordance with the procedures and requirements of JBSAI 13-101, Agricultural Inspection and Clearance of Aircraft, the service provider shall assume full responsibility for the handling and storage of international waste from the point that it is taken off the aircraft until satisfactorily transferred to the 502 CES/CEOE disposal service provider" contradicts - Please clarify who is responsible for transporting and who os the 502 CES/CEOE disposal service provider?
Per paragraph 2.1.21.3 in the PWS this statement is in reference to what is commonly known as Lavatory services (domestic fights). The contractor is responsible for the transportation of this human waste to an approved waste facility such as a dump site for waste.
Per paragraph 2.1.21.3.1 in the PWS this statement is in reference to international waste only (waste taken from international flights). There is an international waste storage unit in the TA area that is maintained by the Unit Environmental Coordinator.
A 502 CE contractor will then remove the waste from the TA storage area for proper waste disposal.
2.1.21.4.1; What is the estimated number of aircraft tows the Service Provider can expect to perform annually?
Estimated number of tows that can be expected to be as advised per Appendix 2C (Transient Maintenance workload data) in the PWS are available upon request:
Severe weather tows 20-25 times per year
Disabled aircraft of the runway or taxi ways is 8-10 times per year
2.1.22 Equipment Maintenance and 2.2.1 Service Delivery Summary (SDS) 5. We are concerned that the AGE has not been maintained to meet the technical order requirements during the past several months. Will the Government clarify and certify the condition of the AGE? Will the Government validate the threshold of 90% serviceability upon contract start? Will the Government waive the SDS criteria for a period of 60-90 days after contract start, to allow the service provider to assess the condition and update maintenance actions for the AGE?
IAW para 2.1.22 in the PWS AGE equipment is currently being worked at Randolph AFB to insure equipment availability and reliability for the contract start date. A waiver will be taken into consideration. AETC standard in commission rate is 85%.
For this contract a 90% in commission rate has been established and has had very few problems, given past performance.
IAW para 2.2.1 Service Delivery Sumary (SDS) note 6 during initial contract startup a waiver not to exceed 60 days will be allowed to assess the condition and update maintenance actions (i.e., electronic or manual documents) for AGE/SE.
2.1.22.3; If painting facilities are not provided by the Government, is the Service Provider expected to use off-base painting facilities? If so, will the Government reimburse the Service Provider for painting labor expenses?
The contractor is responsible for painting 2 pieces of equipment per quarter. It is solely up to the contractor to comply with this requirement. The Government will provide the paint but there are no government paint facilities available for this requirement. An off base paint facility will be used at the contractors expense. This is a non-reimbursable expense to the contractor.
2.1.24-4 Organizational Fuel Tank. The reference states that the service provider is responsible to “maintain” several organizational fuel tanks. Maintain can mean anything from inspection to corrosion control and \or replacement if needed. Will the Government clarify the term “maintain”?
The maintenance referred to in this PWS is the normal maintenance of a Fuel Tank Custodian.
All in ground tanks in question belong to POL/LRS should any major repairs arise.
2.1.24.5; Can the Service Provider expect to invoice the Government under the Contractor Overtime CLIN for performance outside of the normal operation hours in support of Special Events?
Per paragraph 2.1.1.7 & 2.1.1.8 in the PWS Yes, if approval is given
2.1.26.6; Does the provided workload in Appendix 2C include the support of Tenant aircraft?
No
2.3.8; Does the Government provide internet access for the Service Provider?
Yes, the Government does provide internet access and telephone service for the Service Provider in accordance with Appendix 2E (Governement Furnished Property and Services).
Appendix 2C; Of the 235 average aircraft arrivals per month; what is the percentage of arrivals on Monday through Friday between 0700 - 1500 and between 1500 – 2300? Also, what is the percentage of arrivals on Saturday & Sunday between 1800-1500 and between 1500-2200?
The past data collected shows 135 aircraft per month not 235. I cannot give a percentage on time periods but I can say that groups of 3 to 5 showed up daily Monday- Friday around 1100 and weekend cross country flights showed up Friday in the evening and departed Sunday morning to mid-day per Appendix 2C in the PWS (Transient Maintenance workload data) is available upon request.
A2C.1. What types of aircraft are supported for this contract?
A-10,C-5,C-9,C-12,C-17,C-21,C-130,C-141,F-4,F-15,F-16,KC-135,T-1A,T-6,T-
38,T-43, B-737,B-747,B-757, various Helicopters and any other civilian or Foreign
National aircraft granted approval to land at Lackland AFB per Appendix 2C in the PWS (Transient Maintenance workload data) is available upon request.
Who is currently performing TA services for this customer?
Currently there is no government contractor providing TA services at JBSA Lackland, TX.
Being that there isn’t an incumbent contractor, is the Transient Alert and AGE maintenance operation currently being performed by Civil Service or Military personnel?
Currently, the equipment is being maintained by civil service personnel.
What was the reason to no longer use a private contractor to perform this function? This is an important question as current offerors may elect to not put themselves in the same position as the previous contractor and decide to not submit their proposal, depending on the reasoning.
Due to the lack of MAJCOM funding, the government opted not to exercise the option year.
Who is providing Lavatory Services currently?
Currently there is no government contractor providing Lavatory services at JBSA Lackland, TX.
CLIN X002, Reimbursement for Supplies. The CLIN provides for a NTE amount of $40,000.
Will the Government clarify if this number is to be inserted in the unit price and estimated cost lines of the submitted price schedule? Will the Government clarify if this amount is to be included in the total price evaluation?
CLIN X002 are estimated values. As identified the not to exceed amount is $40,000.00. All proposals shall include this amount no less/no more for this CLIN is part of the total cost price evaluation.
CLINX003, Estimated Overtime. The CLIN provides for a NTE amount of $15,000. Will the Government clarify if this amount is to be inserted in the unit price and estimated cost lines of the price schedule? Will the Government clarify if this amount is to be included in the total price evaluation? Will the Government clarify if this CLIN will be used for all missions required after normal operational\duty hours?
CLIN X003 are estimated values. As identified the not to exceed amount is $15,000.00. All proposals shall include this amount no less/no more for this CLIN is part of the total cost price evaluation. This CLIN will be used for all approved mission support after normal operational\duty hours.
CLIN X0003, Estimated Overtime. In order to provide a more realistic price under FFP, will the Government revise the description to be in estimated hours with an hourly rate as opposed to a NTE amount without any hours provided? For example, 200 hours estimated number, provided by the Government, and the offeror provides a price per hour with a total estimated price.
CLIN X003 are estimated values. As identified the not to exceed amount is $15,000.00. All proposals shall include this amount no less/no more for this CLIN is part of the total cost price evaluation.
