About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a construction project at Goodfellow Air Force Base. The amendment (Number 0002) modifies solicitation FA303025Q0050 dated 28 Aug 2025, with quotes due by 1:00 PM CST on 16 September 2025. Key changes include updating the Statement of Work, adding technical exhibits and site photos, changing the contract line item (CLIN) quantity from 4,422 square yards to 1 job, and updating various clauses related to payment instructions, contractor access, and ombudsman procedures.

The evaluation methodology will follow a lowest-price, technically acceptable approach, where the lowest-priced quote will be assessed for technical acceptability against the Statement of Work specifications. If the lowest offer is not technically acceptable, the government will evaluate the next lowest offer until a technically acceptable quote is identified. Liquidated damages are specified at $985 for the first day of delay and $340 for each subsequent calendar day. The contract is administered by the 17th Contracting Squadron at Goodfellow AFB in Texas, with point of contact information provided for SrA Telvin Jones and MSgt Wayne Johnson.
