About this file
This document is a Questions and Answers (Q&A) file for a federal contract opportunity for washer and dryer lease and maintenance at Goodfellow Air Force Base. The Q&A provides detailed clarifications about the solicitation, including information about the current incumbent (Excalibur Laundries Inc. with contract FA303020P0035), equipment specifications, and transition details. Key clarifications include: the PWS was updated to reflect a minimum washer tub capacity of 3.2 cu. ft., the solicitation requires 21 combo washer/dryer units, dryers use natural gas, and electrical configurations include both 3-prong and 4-prong options. The government emphasizes strong communication between the incumbent and awardee during phase-in/phase-out to ensure continuous laundry services, with no building to be without washers and dryers for more than one day during the transition.

Questions and Answers (Q&A)
Q) Is there a current incumbent performing service? If so, what is the current contract award?
A) The incumbent is Excalibur Laundries Inc. and the contract number is
FA303020P0035.
Q) Will a staging area be provided for off-loading during the phase-in period?
A) Staging areas will be provided and will be coordinated when a phase-in plan has been provided to the Government after award.
Q) Is the electrical for the dryers 3 prong or 4 prong?
A) The dryers on base consist of a variety of 3 prong and 4 prong electrical. It is ultimately up to the awardee to be able to provide the appropriate electrical components.
Q) Will there be communications with the incumbent during the phase-in period?
A) Communication between the incumbent and the awardee will be strongly encouraged during the phase-in/phase-out period as no building shall be without washer and dryer services for a period more than 1 day during this time, IAW PWS 1.2.
Furthermore, the phase-in schedule will be provided to the incumbent to coordinate the transition.
Q) Will there be a first right of refusal?
A) First right of refusal is ultimately dependent on the incumbent and the Government cannot guarantee that there will be a first right of refusal.
Q) Do the dryers use natural gas or propane?
A) The dryers use natural gas.
Q) Section 1.5.1 Single Washers in the PWS ask for commercial grade heavy duty washer units with a minimum tub capacity of 4.0 cu. ft. We are only able to source top load washers with a tub capacity of ~3.19 cu. ft. from qualifying vendors. Front load washers have a slightly higher tub capacity (~3.42 cu. ft.) and provide an additional 25% higher load (weight) capacity compared to the top load washer. We value your recommendation and ask how you would like for us to proceed?
A) The PWS has been updated to reflect a minimum capacity of 3.2 cu. ft. for a commercial top-load washer.
Q) Line Item 0005 in the Solicitation FA303025Q0021.pdf is asking for 21 Stacked Washers and Dryers. Can you clarify this is asking for 21 combo units; 21 washer and 21 dryer unit installs?
A) It is 21 combo units, 21 washers/21dryers.
Q) Is there an anticipated amount of times you might need the contractor to relocate machines (1.7.4 Relocations)?
A) Relocation of washers and dryers will be on an as-needed basis and the Government cannot provide an anticipated number of times this will be done annually.
Q) In section 1.5.4 of the PWS, was the intent to type Stacked Electric Washer and Dryer?”
A) No this is meant to read stacked dryer and dryer units. In specific facilities there are single washers and stacked dryers in the laundry facility. Example below:
