About this file
This document is an Addendum to 52.212-2 Evaluation Criteria for a Lowest Price Technically Acceptable (LPTA) procurement process. The solicitation is for washer and dryer lease and maintenance services at Goodfellow Air Force Base, with a period of performance from July 1, 2025, to June 30, 2030. The procurement is a 100% small business set-aside, with award to be made to the lowest-priced, technically acceptable offeror.
The evaluation will focus on two primary factors: Price and Technical Capability. For pricing, the government will conduct price reasonableness and realism analyses using comparative methods like government estimates and commercial price lists. Technical evaluation requires a Capability Statement addressing preventative maintenance, equipment quality standards, phase-in/out procedures, record-keeping, and past performance with washer and dryer leasing. Quotes will be rated as either technically acceptable or unacceptable, with price being the more important factor in the selection process.

Addendum to 52.212-2 Evaluation-Commercial Products and Commercial Services
Evaluation Criteria
The Government will utilize lowest price technically acceptable (LPTA) procedures. The Government will award a contract resulting from this solicitation to the responsible offeror conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The price is more important than technical. The Government will first establish a competitive range based on price and then evaluate the lowest offer within that range for technical acceptability. If the lowest offer is not technically acceptable, the Government will proceed to evaluate the next lowest offer, and so on, until a technically acceptable offer is identified.
The following three factors shall be used to evaluate offerors:
Factor 1: Price
An offeror’s Total Evaluated Price (TEP) will be determined by multiplying the quantities identified by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the extended amount for each. The Government will first conduct a review of the overall quoted pricing and place the offerors in order from lowest to highest based on price. The government will conduct both price reasonableness and price realism to establish a competitive range. Generally, adequate price competition will satisfy the criteria of price reasonableness;
other methods include, but are not limited to, historical prices paid and comparison to the Independent Government Cost Estimate. In addition, the Government will conduct a price realism analysis to ensure that the proposed price is realistic for the work to be performed, reflects a clear understanding of the requirements, and is consistent with the offeror's technical proposal.
This analysis will include one of the following:
• Comparative Analysis: Comparing proposed prices with the Government estimate, historical prices, or prices submitted by other offerors.
• Commercial Price Lists or Industry Catalogs: Using commercial price lists or industry catalogs to verify that proposed prices are in line with industry standards for similar goods or services.
Factor 2: Technical
Technical proposals shall include the Offeror’s Capability Statement. Each quote will receive an acceptable or unacceptable rating indicating whether the quote is technically acceptable.
Technical Acceptable / Unacceptable Ratings Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
At a minimum, the quote must include a Capability Statement that states:
• Contractor understands and is capable of providing preventative maintenance and repair service requests IAW PWS Para 1.6.2
• Contractor understands Equipment Quality standards as outlined in PWS Para 1.5
• Contractor understands and is capable of the “Phase-in and Phase-Out” method IAW PWS Para 1.2
• Contractor understands and is capable of maintaining records of inspections, key control logs, maintenance, repairs, and inventory of units.
• Contractor’s past performance demonstrating familiarity with leasing and maintenance of washers and dryers.
