1) UFC 3-110-03 paragraph 3-3.3 requires minimum roof curb heights of 8 inches above roof surface or 6” above high point of a cricket. The existing roof curbs at the three existing RTUs measure less than 5”. Will the Contractor be required to correct each of these existing roof curbs to achieve minimum 8” clearance? No.
2) SOW paragraph 3.4.1 states “new units shall fit existing roof curb. Contractor shall be responsible for any alteration to existing roof.” Will the Government allow use of curb adapters, if necessary, versus alteration to existing curbs, support structure, and roofing?
Yes.
3) SOW paragraph 3.4.1 states “if any alterations are made it is responsibility of the contractor to revalidate the manufacturer roof warranty with DURO-LAST inc. Supreme.” Can the Government provide the warranty documentation for this roof? Yes.
4) SOW paragraph 3.4.4 infers a new lightning protection system (LPS) is required. The building has an existing lightning protection system. Paragraph 4.2.3 indicates to remove LP and grounding systems from existing RTUs and reinstall on new. Please clarify LPS scope of work. There will be no alterations to the existing LPS design. Existing LPS will be removed from old RTUs and reinstalled on the new RTUs. Note: variances in the height between old and new RTUs could require additional length to cabling. In accordance with requires UFC 3- 575-01 (1 July 2012) Change 1 October 1, 2021 3-1.2; LPS will be in accordance with NFPA 780 criteria, using components manufactured in accordance with UL 96. Provide certification from a commercial third-party inspection entity whose sole work is lightning protection, stating that the lightning protection system complies with NFPA 780. Third party inspection entity cannot be the system installer/re-installer or the system designer.
5) SOW paragraph 3.4.4 infers a new lightning protection system (LPS) is required. The building has an existing lightning protection system. Paragraph 4.2.3 indicates to remove LP and grounding systems from existing RTUs and reinstall on new. It appears the only portion of the LPS that will be affected by the new work will be removal and replacement of lighting rods currently mounted on RTU’s A and B while RTU C does not have any existing lightning rods. Please clarify that no lighting rods are required to be installed on RTU C. RTU C does not require LPS. Only applies to RTU A and B.
6) If a modification is expected to be made to the existing LPS system to accommodate the HVAC work will the Contractor be required to inspect and test the system before modification to ensure it currently meets applicable requirements? Refer to Q4.
7) Can the Government indicate allowable areas a crane can be positioned to remove and install RTUs? Lifts will be performed on east side of facility. Also see Q 17.
8) Can the Government provide an approved haul route for delivery of RTUs and crane?
Approved routes on base will be provided to awardee.
9) Are there existing electrical disconnects at roof level for each RTU? No.
10) If a new RTU does not have an existing electrical disconnect will the Contractor be required to provide? Yes, all three will require new disconnects in accordance with NFPA 70 440.2.
11) Are there any requirements for TAB and/or Commissioning? See SOW (Pg. 19) 4.4 FINAL
INSPECTION
12) Paragraph 2.11 “Green Purchasing” indicates GPP requirement. Paragraph 2.11.6 provides “Green Procurement Program Product Listings”. Will the new RTUs be required to be Energy Star rated or other certification to meet GPP? See SOW Pg. 5, 1.2 PROJECT DESCRIPTION. Also refer to Q16.
13) Will this project require a full-time on-site superintendent, quality control manager, and/or site safety health officer? Contractor must meet requirements stated in SOW Pg.5, 1.4
WORK AND MECHANICS
14) SOW paragraph 1.5 indicates a 90-calendar day period of performance starting once the equipment submittal is accepted by the Government. Will the Government increase this duration to account for expected equipment lead time? Yes, lead time for materials is aside from duration of actual work.
15) Is there any work required inside the building to address smoke detectors, controls, thermostats, etc? No.
16) SOW paragraph 1.2 states “use the newest compatible refrigerant.” Solicitation Section M Paragraph C states newest refrigerant will be R454 or R513. During the site walk, it was noted that a new refrigerant requirement was coming out Jan 2025. Will the Government please clarify the allowable refrigerant(s) for the new RTUs? R454B is to be used unless otherwise justified by contractor to not be available.
17) Will crane placement be in parking lot behind building or can it be in dirt behind building?
Crane can be positioned on grass/dirt during lifts.
18) Upper roof units are gas units, but no gas is run to them, are they cooling only units? RTU A & B will be installed for cooling only but will be capable of gas heat.
19) Do we need to run gas to upper units. Gas connections to RTU A & B are not a part of contract.
20) What permits and certifications are required for this project? Permits see SOW pg. 9,
1.14.1 PERMITS. Certifications see pg. 5, 1.4 WORK AND MECHANICS. Third party certification upon LPS reinstall.
21) Is there special insurance that is required or is standard business insurance acceptable?
Standard business insurance is acceptable
22) A crane is necessary for the installation. Can we park a crane on the grass, or will it have to stay in the parking lot? See Q17
23) Is the roof accessible from inside the building or will it require a manlift? Roof top is accessible from inside the building.
24) Will there be dumpsters on site for disposal or is that a requirement to be provided as a part of disposal? See SOW Pg.7, 1.9.7. Cleanup and 1.9.4 Contractor dumpsters.
25) Is there a previous award for this contract? No
26) It's unclear if performance and payment bonds are mandatory. FAR 52.228-13 Alternative
Payment Protections are required and have been included in this solicitation instead of FAR 52.228-15 Performance and Payment Bonds - Construction. See page 14 of Solicitation document.
27) Are these required for this project and what are the specific requirements? Awardee must be able to provide one of the two alternative payment protections outlined in this provision within 10 days of contract award. See page 14.
28) What is the height of the building and what is the distance of the units from the edge of the building? RTU A & B are approximately at 35’. RTU C is approximately at 25’.
29) Is the contractor required to perform maintenance during or after the warranty period on these units after completion of the project? Maintenance is not a part of contract.
