About this file

This is a cost breakdown template for construction project proposals submitted to Columbus Air Force Base. The form requires vendors to provide complete pricing information organized across multiple cost categories including bonds and insurance, mobilization, architecture and engineering design (at 35%, 65%, 95%, and 100% completion levels), materials, equipment, labor hours, and miscellaneous charges including Mississippi state tax. Vendors must submit vendor information (name, address, phone, email, NAICS code, and CAGE code), solicitation details (project title, solicitation number, period of performance, and proposal validity duration), and a detailed construction project total. The instructions emphasize that offerors bear sole responsibility for providing adequate supporting data and attachments to substantiate all proposed costs, and that the government requires complete, accurate, and well-documented pricing rationale to evaluate reasonableness. This template corresponds to solicitation FA302226R0017 for the B1806 Repair Control Tower HVAC project at Columbus Air Force Base, which involves replacing four existing fan-coil HVAC units in the Aircraft Control Tower. The estimated contract value ranges from $100,000 to $250,000, with a site visit scheduled for July 30, 2026, and all Requests for Information due by August 3, 2026.

GENERAL INFORMATION
The purpose of the requested information in the attached worksheets is to assist government personnel in the review and evaluation of proposals submitted by offerors. Offerors are reminded that the responsibility for providing adequate supporting data and attachments lies solely with them. Further, the offeror must also bear the burden of proof in establishing reasonableness of proposed pricing; therefore, it is in the offeror’s best interest to submit a fully supportable and well-prepared cost proposal that reflects the total cost of the project. The basis and rationale for all proposed costs should be provided as part of the proposal so that Government personnel can place reliance on the information as current, complete and accurate.
