About this file
This document is a Set 2 Questions and Answers for Request for Quote (RFQ) FA302225Q0320 for a camera system upgrade at a military installation. The project involves replacing and installing approximately 25 cameras across multiple buildings, including the Vehicle Inspection Area, South Gate, Control Tower, Officer and Enlisted Dorms, and Youth Center. Key technical requirements include using ethernet connections, single-mode fiber networking, and Axis Communications-compatible systems with AI analytics for license plate reading/tracking.
The government will provide existing Axis cameras and infrastructure, with the contractor responsible for installation, network connectivity, and potential pathway/conduit creation. The contract is structured for 5 total years (one base year and four 12-month option years), with a new contract replacing an existing system. Critical considerations include ensuring PoE availability, compatible video management systems, and coordinating with base civil engineers for power and mounting requirements. The project will use existing fiber backbone and ethernet connections with PoE injectors, and requires network switches and potential server upgrades depending on system compatibility.

2. Please confirm that all existing cameras that are to be removed and replaced with a new camera is utilizing an ethernet connection. To the best of our knowledge yes, all cameras are ethernet.
Building 95/98 VIA (Vehicle Inspection Area) behind visitor center.
1. Camera 7 did not look to be connected to anything. Please validate there is an existing ethernet cable connected to the camera. Camera 7 is not connected.
2. If there is no cable, please confirm what would be required by contractor. Ethernet run would have to be installed to the switch at the VIA/VCC (building 99).

Patch cord would be sufficient as long as it is within the recommended length for ethernet.
Building 1806 – Control Tower
1. Confirm that there is existing pathway from the potential camera locations to the cabinet. There is no pathway on the control tower to the potential camera locations.
2. If there is no pathway, please confirm if this will be required by contractor. Yes, the contractor would be required to create this pathway or potentially use point to point or cellular connection, but this would require approval from 14 CS and power sufficient to run those cameras 24 hours a day.
3. Please confirm there is a network switch connected to the camera network at the tower. Contractor would need to provide the switch if not using point to point or cellular connection.
4. Please confirm if the existing switch has PoE budget for additional cameras. -N/A no switching currently in place.
Building 958 Officer Dorm
1. Can the POC confirm the power currently utilized by the light pole? -120v
2. Is the power constant or switched? Constant.
3. Would the contractor be able to tap into the existing power and extend to the new equipment installed on the pole? -Yes, however will require a work order and coordination with the base civil engineers.
4. Is there any place on Bldg 926 (SFS) we can NOT install a P2P WAP to extend the network? -No.
5. Can the base provide traffic control if we need to utilize a lift on the road to reach the light pole? -Yes, that can be coordinated with the On-Duty Security Forces Flight Sergeant.
6. Will the base be able to install a 15’ pole within the Officers Dorm quad area to allow for a camera to be installed? Yes, a work order through 14 CES would be accomplished.
7. Will the base be able to extend power to the pole, via an outlet installed within a nema box mounted to the pole? -Yes, a work order through 14 CES would be accomplished.
Building 964 – Back of Officer Dorms and front of UOQ building
1. Is there any areas on the UOQ building that we would not be able to mount a P2P access point? -No.
Building 972 – Back side of UOQ building
1. Can we install a cable through the mechanical room and mount a P2P AP on the back side of the UOQ building for network connection? -Yes.
2. A new penetration will be required. Are there any restrictions to create a penetration in this area? -We are not aware of any restrictions.
3. Will the base install a new 15’ pole to mount the camera to? Yes, work order will be generated to accomplish.
4. Can the base extend power to the new pole? -Yes, work order will be generated for this to happen.
Building 543 – Enlisted Dorms
1. Will the base extend power from the existing lights to a power outlet within a nema box at the carport to provide power to the new camera and P2P connection? -Yes, a workorder will be required to coordinate with 14 CES for extension of existing power.
Building 543 – Enlisted Dorms Quad Area
1. Will the base extend the existing power in the awning area to an outlet in a nema box to provide power to the new camera and P2P connection? -Yes, a workorder will be required to coordinate with 14 CES for extension of existing power.
Youth Center
1. Can the base confirm a switch is available to connect the new camera to? -One will be needed and installed by the contract awardee.
2. Can the base confirm PoE availability? Yes, PoE is available if fiber is not available.
