TASK ORDER (TO) PROCEDURES
When the Government requires work under this contract, the Government will request a proposal from the Contractor using the R.S. Means Heavy Construction Cost Data book for a “ lump sum” TO. The following procedures will be used for such orders:
a. The Government will provide to the Contractor a Request for Proposal (RFP) with a Statement of Work (SOW) describing the work to be performed, which may include special instructions and conditions, a material submittal register, and, if applicable, a 100% design drawing set. The Contractor will not be reimbursed for any Pre-TO costs including proposal preparation and attendance during negotiations or site visits.
b. The Contractor shall have permanent full-time representation at Columbus AFB, MS, to receive RFPs and other notifications
c. The Contractor shall respond to an RFP within 3 working days, or as adjusted by the Contracting Officer (CO) by agreement of parties, by visiting the proposed site in the company of the CO and Government Inspector. The purpose of this site visit will be to establish a clear understanding between the Contractor and the Government of what work is required in the TO. On-site changes may be made to the SOW or drawings at this time if the contractor or the government identify items of work that have been left out, or for any other reason which remains inside the scope of the project.
d. The R.S. Means Heavy Construction Cost Data book shall serve as the basis for establishing the value of the work to be performed. Revisions of the R.S. Means editions will be in effect upon publication. The method of estimation shall comply with Section J, Attachment 4, Cost Estimation Procedures.
e. The Contractor’s proposal must be submitted within 14 calendar days of the Site Visit, or as adjusted by the CO by agreement of parties, and must be supported by necessary documentation to indicate that adequate engineering and planning for the requirement has been accomplished. Example of documentation that is reasonably expected would include sketches or drawings, calculations, catalog cuts, specifications, etc. The Contractor’s Proposal shall not indicate additional overhead, profit, bond premiums, insurance, or any other costs pertaining to, but not limited to, compliance with environmental laws, tax laws, protection or moving Government property, and engineering services as these are included in the established coefficients.
f. The Contractor’s Proposal package for each TO will include the following as a minimum:
1) Statement of Work
2) Cost Estimate (RS Means On-line Construction Cost Estimator Detailed Level report and electronic file)
3) Documentation and calculations (working drawings, specifications, etc.)
g. To substantiate appropriate equipment or material selection/sizing, component assembly, and price estimation for the work to be accomplished, the Contractor shall supply the following documents as a minimum with the Proposal:
1) Proposed Schedule
2) Submittal Log
3) Construction Plan
4) Safety and Traffic Control Plan
h. Upon receipt of the Contractor’s Proposal, the Government will review the Proposal for completeness. The
Government will negotiate all line items, quantities, non-prepriced items, and performance times with the Contractor within a reasonable time from receipt of the proposal.
i. Every effort will be made to minimize the use of Non-prepriced items (NPIs). NPIs must be within the basic intent and general scope of the contract and will be negotiated prior to TO issuance. A NPI will not be approved

6/4/15 simply because it is more convenient. Every effort will be made to use line items provided in the RS Means Heavy Construction Cost Data Book.
j. The Contractor must complete and acquire Government approval of final construction package in accordance with attached SOW prior to start of work unless otherwise identified by the CO.
k. If conditions arise where a TO may need to be modified, the Contractor shall inform the CO. Modifications to TO can only be issued by the CO. Modifications to a TO will be subject to the coefficient in effect at the time the modification is issued.
