Question Industry Question Respondent Office Governments Response

Attachment 1 / Task Order Procedures / Paragraph b at page 1 states, “The Contractor shall have permanent full-time representation at Columbus AFB, MS to receive RFP’s and other notifications.” Will this portion of the contract be waived if the Contractor has a permanent office located in Columbus, MS or in the local area ?

14CONS/

LGCA

CAFB will not provide an office however, the Contractor will be provided trailer space in the Columbus AFB Aggregate Yard. The contractor's rep will only be required full time when work activity is occurring.

Attachment 2, Special Contract Requirements / Scheduling Work / Paragraph a and Paragraph b – The majority of these two paragraphs appear to be referencing work inside buildings. Will any work for this contract be performed inside buildings, and if so, what is the approximate percent.

14CONS/

LGCA

The Government projects for this IDIQ are outdoor projects, however there may be some circumstances work performed in close proximity of a building may require the contractor to access the facility. Example: Paving up to a hanger door would require contractors to have access to the inside of the hanger.

Attachment 4, Cost Estimation Procedures / Cost Estimation Procedures / Paragraph c /at page 2 references DESIGN COSTS as one of the contingencies. What Design Cost should the contractor expect to incur ?

14CES/

CEPM No design costs are expected, However ensure you consider items such as construction surveys

Several Paragraphs in the Solicitation reference the RS MEANS HEAVY CONSTRUCTION COST DATA book as the reference material for determination of cost. Paragraph c / i and c / iv in Section L at pages 54 and 55 of the Solicitation calls for the RS MEANS FACILITIES CONSTRUCTION COST DATA book to be used as the reference material for determination of cost. Which book is the Contractor to use in Preparation of his Proposal ?

14CONS/

LGCA

RS MEANS HEAVY CONSTRUCTION COST DATA is the correct Unit Price Guide (UPG). Amendment 0001 issued on 24 Apr 15 correcting RS MEANS FACILITIES CONSTRUCTION COST DATA to RS

MEANS HEAVY CONSTRUCTION COST DATA

5 Section L/ page 53 of 62/ para. B3 should Offerors submit 1 original and 3 copies of each volume ? Please clarify

14CONS/

LGCA Yes

6 Please clarify whether a CD Rom should be submitted for each volume or whether all 4 volumes should be submitted on one CD

14CONS/

LGCA

A separate electronic copy for each volume is required by the solicitation. Only the information specific to the volume should be included in the respective electronic copy (Volume I electronic copy only requires Volume I hard copy info, etc.).

Section L/ page 53 of 62/ para. B4 please allow CD copy to contain PDF files instead of only Word files The intent of the requirement is that hard copies and electronic versions of proposals will mirror one another in structure. Provide documents electronically in MS Word and/or MS Excel format.

7 Section L/ page 53 of 62/ para. B4 what is a "restrictive legend" 14CONS/

LGCA

Federal Acquisition Regulations require that Government officials protect all proposals from unauthorized disclosure throughout the source selection process. Offerors submitting proposals in response to a competitive RFP may mark data included in their proposals with a restrictive legend. The legend restricts the use of the data to the evaluation of the proposal. FAR 52.215-1(e) provides that “Offerors that include in their proposals data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation proposals. An example of a restrictive legend is: "This proposal includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed—in whole or in part—for any purpose other than to evaluate this proposal. If, however, a contract is awarded to this offeror as a result of—or in connection with—the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Government's right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets.

8 Are Offerors limited to 5 total projects for Prime offeror and keys subs or is the intent for Offerors to submit up to 5 projects and then up to 5 projects for each key sub?

14CONS/

LGCA The intent of the Past Performance is for each Offeror to limit total questionnaires per offeror to five.

FA3022-15-R-0009 Paving and Civil Works IDIQ Government's Response to Industries Questions

Section L/page 54 of 62/ Volume III Past Performance info Please provide instruction on what offeror's should do if POC's refuse to complete the Past Performance Questionnaires, as most do because they have already completed CPARS evaluations for the projects

14CONS/

LGCA

The Government cannot force someone to complete Past Performance Questionnaires. Using questionnaires, the PCO shall seek recent and relevant performance information through the use of past performance questionnaires and Construction Contractor Appraisal Support System (CCASS) ratings. Offerors shall submit questionnaires to at least three references. Upon submission of proposal to the PCO, contractor shall include a list of references to which questionnaires were submitted. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable."

Section L/page 54 of 62/ Volume III Past Performance info Please consider allowing Offerors to submit completed CPARs evaluation in lieu of Past Performance Questionnaires - the requirement of these questionnaires is unduly burdensome on Offerors and owner POCs, who usually will not complete them

14CONS/

LGCA

Using questionnaires, the PCO shall seek recent and relevant performance information through the use of past performance questionnaires and Construction Contractor Appraisal Support System (CCASS) ratings. The Government will look at comments in CPAR's for Offerors past performance therefore there is no need for the offeror to submit CPARs to the Government.
